Rhode Island, DOT; State of Connecticut, DOT; State of
New York, DOT; Metro-North Commuter Railroad–NY;
Commonwealth of Massachusetts, MHD; TBTA - Triborough
Bridge & Tunnels Authority and more. Frank S. Chuang
completed his graduation in Science from the National
Taiwan University. He studied on a scholarship and
received his MS degree in 1968 and Ph.D. in 1971 from the
University of Massachusetts. Later, he established an
engineering consulting company called L-C Associates in
1981. L-C Associates is a reputed company that offers a
variety of services to transit, aviation, rail, port and
highway industries throughout New York and New
England. Frank S. Chuang has worked with NYSDOT on
Route 6/132 Interchange, Westchester County, New York.

4. Frank S. Chuang performed the structural design of the New
York Region 8 Bridge Replacement Route 213 Over
Rondout Creek, Town of Rosendale. He used DESCUS I
program for analysis and design of the curved girder
bridge. The bridge was constructed in two stages and a
steel sheet piling was designed to support the
embankment during stage construction. In addition, Frank
S. Chuang worked on many other projects with NYSDOT
including New York Region 8 Bridge Replacement Route 6
Over Catlin Creek, New York Region 8 Local Bridge
Biennial Bridge Safety Inspection Program, and New
England Thruway widening and Improvements. He
performed in-depth inspection and structural design of the
bridges and also prepared inspection reports as per the
requirements of New York State Department of
Transportation.

Superstructure Replacement For Arnold
Street Bridge No. 944

6. Frank S. Chuang worked on various projects
with State of Rhode Island, DOT. He even
designed the superstructure replacement
for Arnold Street Bridge No.
944, Woonsocket. The existing
superstructure was replaced with pre-
stressed concrete box beams. Frank S.
Chuang also designed the replacement for
Lewis Farm Road Bridge No. 876. He
performed in-depth inspection of Cottrell
Bridge No. 193, Westerly, and Warner Bridge
No. 355, Burrillville. Besides this, he also
performed structural design of T. F. Green
Airport Approach Structures.
