The TV market is moving rapidly towards high-definition television, HDTV. This change brings truly remarkable
improvements in image quality and color fidelity. HDTV provides up to five times higher resolution
and twice the linear resolution compared with traditional, analog TV. Furthermore, HDTV comes
with wide screen format and DVD-quality audio.
The introduction of network video has revolutionized video surveillance in many ways. IP-based video
surveillance systems bring many important benefits, such as vastly improved image quality, better scalability,
event management, intelligent video and – in many cases – lower cost of ownership. Nevertheless,
it is too early to claim that this development has rendered all analog CCTV surveillance systems
obsolete and useless.
The latest video compression standard, H.264 (also known as MPEG-4 Part 10/AVC for Advanced Video
Coding), is expected to become the video standard of choice in the coming years.
H.264 is an open, licensed standard that supports the most efficient video compression techniques available
today. Without compromising image quality, an H.264 encoder can reduce the size of a digital video file by
more than 80% compared with the Motion JPEG format and as much as 50% more than with the MPEG-4
Part 2 standard. This means that much less network bandwidth and storage space are required for a video
file. Or seen another way, much higher video quality can be achieved for a given bit rate.

Video surveillance is a booming business, and installations become larger and larger. At the same time,
several studies have highlighted the hit and miss nature of human intervention to spot change in a surrounding
environment. And the challenge becomes larger as systems expand. In addition, a massive
amount of video is being recorded, but never watched or reviewed, due to lack of time.
As a result, events and activities are missed, and suspicious behavior is not noticed in time to prevent
incidents. This has led to the development of intelligent video (IV).
Smart City solution providers will face challenges in increasing network load due to the huge amounts of video data flowing through their networks. For cost-effective analytics, distributed architecture with user control is just the right solution required. In Smart Cities with varying applications of video analytics solutions in fields such as security systems, utilities operators, and emergency response systems, it gives users a simple way to pick the feed they would like, instrument the analysis they want, and report the way they require in a simple-configurable manner.
A CCTV system is not a physical barrier. It does not limit access to certain areas, make an object harder to steal, or a person more difficult to assault and rob. This does not mean it is not an example of situational crime prevention. It is highly situational, and as will be shown, does have some crime prevention capacity in the right situations. Although CCTV has many functions, the primary preventative utility is to trigger a perceptual mechanism in a potential offender. It seeks to change offender perception so the offender believes if he commits a crime, he will be caught. In other words, CCTV aims to increase the perceived risk of capture, a factor which, assuming the offender is behaving in a rational (or limited rational) manner, will de-motivate the potential offender. For this crime prevention process to succeed. So we developed this prototype which shows improved results in terms of crime reporting by the public using mobile devices and improved management of reports due to automation of crime reporting and monitoring.
