The Fleetwood Plan Stage 1 was endorsed by Council in March of this year. The Fleetwood Plan is to be a comprehensive community plan to support the extension of
the Surrey Langley SkyTrain Line and guide growth in Fleetwood over the next 30+ years. The key features of the plan include: Focused growth along Fraser Highway and
around the future SkyTrain stations, a high street along 160 Street, an employment district around 166 Street station, new parks and public spaces covering approximately
20% of the plan area, and an integrated network of pathways and cycle tracks making it easier to get around.
Note:
Development parameters for density and heights will be subject to additional review
and refinement in Stage 2.

A Quick Look _ Over the past 2 years, the plan has been refined through a
comprehensive community engagement process. In total, over 27,300 residents and
stakeholders have participated by attending workshops, open houses, stakeholder
meetings or by completing online surveys. The result is an updated plan that reflects
resident involvement. Please refer to the previous board for the Stage 1 plan.

A Quick Look _ This part of the engagement established the vision statement and objectives of
the Fleetwood Plan. It recognized the needs and wants of the community, identified the 'Heart
of Fleetwood', and explored growth options for the plan.
The Top 5 Things That The Community Would Like To See For Fleetwood:
Interconnected trails and multi-use paths. Outdoor plazas & places to gather.

More green space and naturalized areas.
More local shops, restaurants and services.
Establishing The 'Heart of Fleetwood':
Identifying where the heart of Fleetwood is located is key to understanding how the core can
redevelop. During the Spring and Fall engagements, the community identified the area around
160 Street and Fraser Highway as being the heart of Fleetwood.

The Balanced Growth Option was
favoured by the community. This
option distributes growth between
the core, transitional and periphery
areas. This means higher density
apartment buildings focused around
the SkyTrain stations and a balance
of low-rise apartments and
townhouses in the transition area.
This allows for the protection of most
single-family neighbourhoods.
A Quick Look _ After compiling all the feedback from the various engagements, a draft
version of the Stage 1 plan was developed. This was shared with the community and a list of
outstanding concerns was established to be addressed in the Stage 2 planning process.
Community Response To Stage 1 Draft Plan :

_ 18% expressed concerns.
_ 65% were happy with the plan.
Growth Related Infrastructure _ 8% concerned with demand on existing infrastructure.
Parks _ 8% concerned with existing residential areas being designated as parks.

By The Numbers:
Next Steps:
Stage 1 of the Fleetwood Plan was endorsed by Council in March of this year. Currently,
the Stage 2 Plan is underway and focuses on the review of utility and infrastructure,
financing and urban design. A final plan will be ready for public review in early 2023. The
City will continue to update the public and are available for further discussions.

At the Public Hearing on November 14 2022, issues were raised regarding the interface of the 15 storey building with the existing townhomes to the north. Although the
Fleetwood Plan - Stage 1 allows for a building of up to 15 storeys at this location and high-rise and mid-rise uses on the neighbouring property with future redevelopment,
Council referred the project back to the Planning Department and the Developer to enhance the buffer between the 15 storey building and the neighbours. The following
changes were made:

Affordable Housing Contributions
In 2018, Council endorsed the Surrey Affordable Housing Strategy. The Strategy
recommended an Affordable Housing Contribution of $1000 per residential
unit, to support the development of new affordable rental housing in Surrey.
Community Amenity Contributions
Community Amenity Contributions (CAC's) are cash or in-kind voluntary
contributions provided by developers. They are provided when City Council
grants increased development rights through Zoning in the form of a Density
Bonus. CAC's help offset the impacts of growth and help fund new community
facilities and services, such as:
•Parks
•Affordable Housing
•Cultural Facilities
•Sports & Recreation Facilities
•Public Art
•Other Public Amenities
The Fleetwood Orion is investing in both Affordable Housing Contributions and
the Community Amenity Contributions.

below the maximum prescribed in the Fleetwood plan. The site has also made way for the 85th avenue connection, the new 161st street, a lane,

This means higher density apartment buildings focused around the SkyTrain stations and a balance of low-rise apartments and townhouses in the transition area. This allows for the protection of most single-family neighbourhoods. A Quick Look _ After compiling all the feedback from the various engagements, a draft version of the Stage 1 plan was developed. This was shared with the community and a list of outstanding concerns was established to be addressed in the Stage 2 planning process. Community Response To Stage 1 Draft Plan : Density & Building Heights _ 17% desired an increase. _ 18% expressed concerns. _ 65% were happy with the plan. Growth Related Infrastructure _ 8% concerned with demand on existing infrastructure. Parks _ 8% concerned with existing residential areas being designated as parks. 50% said more revisions needed. 29% good as is. 20% unsure. By The Numbers: Next Steps: Stage 1 of the Fleetwood Plan was endorsed by Council in March of this year. Currently, the Stage 2 Plan is underway and focuses on the review of utility and infrastructure, financing and urban design. A final plan will be ready for public review in early 2023. The Strategy recommended an Affordable Housing Contribution of $1000 per residential unit, to support the development of new affordable rental housing in Surrey. Community Amenity Contributions Community Amenity Contributions (CAC's) are cash or in-kind voluntary contributions provided by developers. They are provided when City Council grants increased development rights through Zoning in the form of a Density Bonus. CAC's help offset the impacts of growth and help fund new community facilities and services, such as: •Parks •Affordable Housing •Cultural Facilities •Sports & Recreation Facilities •Public Art •Other Public Amenities The Fleetwood Orion is investing in both Affordable Housing Contributions and the Community Amenity Contributions. 3 The Surrey Affordable Housing Strategy was developed in response to increasing housing affordability challenges in Surrey.
