George Washington was reluctant to become the first President of the United States but accepted the role. As President, he established the cabinet and appointed the first members. He issued the Proclamation of Neutrality to keep the United States neutral in the war between France and Britain. Washington also faced the Whiskey Rebellion, a tax protest by farmers in western Pennsylvania. After two terms, Washington retired from office and was regarded as the "Father of His Country" for his leadership and service in establishing the new nation.
