I. Introduction Fires are one of the few calamities of which we can prevent. Besides the efforts of the
Bureau of Fire Protection (BFP), and the passing of the Revised Fire Code or RA 9514 in 2008,
fires are still one of the leading man–made disasters in the Philippines. In 2011, there had already

The new Fire Code also contains provisions of administrative sanctions that can be given to BFP
personnel who are not properly implementing their jobs (Dollente, 2011).
"Fire" is defined as a "rapid burning of a combustible material with the evolution of heat and
usually accompanied by flame, and is used by human beings. Uncontrolled fire remains to be one
of the major causes of death and property damage in today's society. Fires do happen on a frequent
basis in industry and other arenas" (Schneid, 2000:9). Schneid talks mainly on preparedness when
these incidents happen and some strategies about other disasters as well.
March is the Fire Prevention Month in the Philippines. The BFP announced several fire safety
precautions to help manage fires. Despite these precautions, the BFP stated that most
establishments, notably in Baguio City, are fire safety violators. In relation to this, there have been
a series of fires here in Metro Manila, notable of which was the fire that engulfed the houses in
Agham Road last February (Dar, 2011). The problem of fire during these months seems to occur
every year.

A wildfire is any instance of uncontrolled burning in grasslands, brush, or woodlands. Wildfires
destroy property and valuable natural resources, and may threaten the lives of people and animals.
Wildfires can occur at any time of the year, but usually occur during hot, dry weather. Wildfires are
usually signaled by dense smoke which may fill the air for miles around. The National Weather
Service, U.S. Forest Service, and State forestry agencies combine to give wildfire probability
forecasts. Local radio and television stations broadcast information and warnings on local fire

On the actual day of the fire, the fire planners will again check such conditions as wind and
moisture content in the vegetation. The wind direction will determine where the fire is started. Fire
crews start the burn with a device called a drip torch. A drip torch is a can of fuel with a
flame–carrying wick at the end. When the crewmember tilts the wick toward the ground, a flame
streams out and ignites the vegetation. Most of the effort that goes into a prescribed fire is making
sure that it is contained in the boundaries set for the fire. Firefighters and fire suppression equipment
are near the site if the fire grows out of control (www.nps.gov/wica/fir–why.html, pgs. 1–3).
While not all the effects of prescribed burns are known some are very evident. The first of these
common effects is that vegetation and fallen dead material are burned creating an open forest floor.
This eliminates any fuel that could contribute to a high intensity fire in the future. When the fire
burns the organic material in the forest, nutrient rich ash is left behind. When the first rain comes,
the nutrients in the ash dissolve into the soil for the new plants to use. This process is called
nutrient recycling. These nutrients left in the soil are a good source of food for the young plants

Fire prevention is a term being heard more and more today in America. It is starting to become a
standard in today's fire departments. Fire has the ability to keep us warm and also has the ability
to make us homeless. As we grow as community and the technology changes, Fire Prevention needs

Today we have moved beyond young men in street rattling wooden noise makers, technology has
given us a new kind of fire alarm. There are 2 main kinds of fire alarms: ionization and
photoelectric. Ionization alarms sound more quickly when a flaming, fast moving fire occurs,
photoelectric alarms are quicker at sensing smoldering, smoky fires. There are also combination
smoke alarms that combine ionization and photoelectric into one unit, called dual sensor smoke
alarms. Most of the fire alarms are powered by batteries which in order for the alarm to work, need

1.1 Background
Fire safety is everybody's concern. Poor fire safety practices and improper planning for fire
emergency can consequently lead to critical situations. This is more threatening particularly for
buildings which accommodate laboratories, chemical stores or server rooms. Observance and
application of fire prevention principles can help to reduce or eliminate potential fire hazards.

After a recent fire at Seton Hall University in South Orange, NJ killed three students who did not
respond to what they thought was a false alarm, officials at Oswego State University are being
especially careful when it comes to the issue of fire safety. This semester there is a new policy
regarding the confiscation of items considered being hazardous. The policy states that any items that
are found and have the potential to cause a fire, such as candles, incense, and certain appliances like
microwaves, and sandwich makers, will be confiscated and not returned to the students they were
taken from. Under the old policy students were able to get the items back at the end of the year.

For the students who purposely ignore
them, it is not the job of their resident advisors to check the rooms for those left inside. For students
who are either hearing impaired or heavy sleepers there are strobe lights available for their alarms.
Residence Hall Fire Safety is a serious issue because of the population and potential for injury and
loss that could occur as a result of a fire. In Oswego State University there are fire safety rules in
which every student is expected to know and follow. Each residence hall conducts periodic fire
drills so that residents can learn the proper evacuation procedures and escape routes. Failure to do
so is a violation of residence hall rules and can result in disciplinary action. The procedures and
routes are posted on the inside of each door in resident hall rooms and throughout the building. All
students should know the location of all the exits on their floor and how to reach them in case of
darkness.
Every hall is equipped with heat and smoke sensors, fire extinguishers and fire alarms. When a
student moves into a residence hall they should familiarize themselves with the location of this
equipment. Tampering with any of the fire protection equipment is prohibited. Intentional activation
of alarm systems for any reason other than to report a fire is strictly prohibited.

We are the most technically advanced nation in the free world but yet we have not been able to
reduce the number of firefighter fatalities over the years. Its one of the great mysteries of the
world today. Our gear is better than what they wore thirty years ago, its better than what they
wore ten years ago and we still lose an average of one hundred firefighters every year. I know that
not all are dying in structure fires but just one is one too many. Today we have many of our guys
who like to push the envelop. Our gear is the best and it will protect us in any kind of conditions.

They are "gun–hoe" on an interior attack without giving it some strategic thought first. They put
their men into situations where they are extremely exposed when the only life safety concern is to
the firefighters themselves. It is an unconscious tactical command with little thought or regard for
its necessity. The result often is that firefighters are continually killed in highly exposed conditions
under very questionable circumstances. Today's building construction also lends itself into the
deaths of firefighters. We see everyday about building collapsing in on our guys while they are
fighting fire. The builders and engineers are always coming up with lighter materials and cheaper
ways to make things to save them money on construction to boost their bottom lines with out due
regard for safety to others especially firefighters. A light weight wood frame truss will fail under
fire conditions in a little as five to eight minutes. Given the time that the fire is discovered and called
into dispatch, the time they have to turn the call around and dispatch units, one minute to get
enroute, and if they can get on scene within five minutes, another couple of minutes to pull hose
lines and enter the building, your are on the threshold of a roof collapse. Then we also put guys on
the roof to ventilate thus weakening the roof even more. All this for a house that the insurance
company is going to tear down anyway and
