ABSTRACT
At nearly every turn, federal workers are facing pay freezes (no cost-of-living increase in three years and counting),
no awards, threats of government shutdowns, fiscal cliffs, hiring freezes, and sequestration (and with that,
furloughs). The federal workforce is often denigrated as a key reason why there's a bloated federal bureaucracy,
but in reality there are fewer federal workers doing more work today than ever before and most take their charge to
serve their country very seriously -- and proudly. This year's average overall score of job satisfaction for
participating federal organizations from the survey of federal workers by the Partnership for Public Service was
60.8% -- the lowest score since the partnership began reporting these statistics in 2003 and a drop of 3.2% from
last year. Army Audit auditor general Randall Exley has made improved communications a top priority for his
agency.

SHADES OF GREY: An exploratory study of engagement in work teamsEngage for Success
Following the publication of “Engagement through CEO Eyes” in 2013, the Barriers TAG have commissioned the largest ever UK study of barriers to team engagement.
The joint study, from Engage for Success, Ashridge Executive Education and Oracle, challenges conventional thinking about the way engagement is measured and suggests that teams are often nowhere near as engaged as their organisations think they are.
The study shows that only a quarter of UK teams are giving their best at work, while almost a third (32 per cent) are actively disengaged.
The report is based on a study of 195 participants from 28 teams across seven industry sectors. Organisations in the study varied from SMEs to UK-based multi-nationals, from sectors ranging from Government and aviation to chemicals and healthcare.

Organizational Change Consulting
In unit one the discussion centered around the reinvention and culture of the
organization, the way business is conducted. This unit shifts the focus to what people
do by examining the role of an organizational development consultant, the diagnostic
process, and peoples’ resistance to change.
The OD Consultant
A change agent is a person or team responsible for beginning and maintaining a change
effort. Change agents may come from inside an organization, in which case they are
called internal consultants, or they may come from outside an organization, in which
case they are called external consultants. The role of the organizational development
(OD) consultant is to initiate, stimulate, and facilitate change. William Bridges
explains that things change but people transition (as cited in Montgomery, 2009). The
OD consultant is therefore concerned primarily with the people aspect of the change
events.
One of the basic roles of the consultant is to facilitate and teach the client how to
identify the problem, diagnose and solve the problem. This reduces the dependency of
the client on the consultant but also empowers the client and is associated with higher
corporate buy-in rates.
Clearly, OD consultants must have a number of skills in order to be successful. In
particular, consultants need to possess both leadership and management expertise. In a
leadership role, consultants should be able to facilitate rather than direct, keep
information flowing, and use multiple methods on a consistent basis.
Problem solving is another skill an effective consultant hones. He or she has to be able
to identify and focus on the next set of problems. Organizations and processes
experience flux, which often results in new and unanticipated problems, which cannot
be ignored. Inherent to the skill of problem solving, however, is valid diagnosis. So
how does an organizational consultant accurately decipher root problems?
The Diagnostic Process
The diagnosis is a two-fold process: an assessment of the variables, and a report on
possible corrective interventions. Diagnosis involves gathering data, interpreting the
data, identification of problem areas and options for solutions. Diagnostic tools consist
of interviews, surveys, instruments, observation and review of public records. To
many, diagnosis is the most important stage. Success or failure of change strategies is
dependent on several things but accurate diagnosis is critical. Failure to address the
root cause or intervening in processes that were previously fully functional is
inappropriate and costly change, but if the problem is properly diagnosed and the
intervention strategy appropriate, why can change still be so difficult for organizations
to enact smoothly?

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

In order to increase the amount of participation, formal face-to-face communication, and feedback and to eliminate the disconnect between the General Body and the Executive Board we suggest having General Body meetings and Executive Board meetings every week. The most efficient way to do this would be to schedule the Executive Board meeting immediately before the scheduled time of the General Body meeting. For example, if the General Body meeting is scheduled for every Wednesday at 4 pm, the Executive Board would meet every Wednesday at 3:30 pm.
4. By allotting the Executive Board a thirty minute time frame it will increase time management and efficiency within the meetings. With the General Body meeting immediately following the Executive Board meeting, information and ideas will be fresh in everyone’s mind increasing productivity within the meeting.
6. To increase efficiency and organization of information communicated to all members, the president, or someone delegated to this task, will create an agenda for each weekly meeting. The agenda should include issues to be discussed, tasks to be completed, an allocation of time for each issue, and a delegation of each task to either Executive Board members or General Body members. This agenda should be emailed out to all members; both Executive Board and General Body members to eliminate disconnect between the two and create a collaborative environment.
8. An agenda will provide structure to both Executive Board meetings and General Body meetings by eliminating ambiguity and keeping people task oriented throughout the meeting process. In addition, dissemination of an agenda prior to meetings could possibly eliminate the perceived disconnect with regards to awareness of agenda items between the executive board and the general body members. This could possibly help create a more collaborative and inclusive organizational environment.
10. With the increase of events and programs on campus an evaluation system will provide useful feedback about the event/program to the organization. A suggested way to do this is through surveys. Once a template for the evaluation is developed it should be used for every event put on by the organization. This evaluation should be distributed to all members.
14. To provide efficiency and availability of information. Typing the minutes during the meeting and emailing them to all members immediately following the meeting. Delegate this task to the secretary.
16. By taking advantage of the technology that is available through the use of laptops, typing the minutes during the meeting will increase efficiency and accuracy of the information, as well as allowing the information to be more readily available to all members of the organization.
17. Regular attendance of all members which includes the general body should be enforced. A spreadsheet should be created with all members names. Delegating the task of “calling role” to the secretary will allow for consistency of attendance, members’ titles being formally announced, and members being accounted for.
19. The enforcement of regular attendance for all members will create a more unified, cohesive organization in addition to increasing participation from all members of the RCL AB.
21. Everest Communications Consulting Group suggests assigning a new organizational position of “parliamentarian.” This role should be an elected position. The purpose of a parliamentarian would be to regulate the discussion of the meetings and conduct/count votes following Roberts Rules of Order. This position is not to be seen as the “bad guy” but more of a regulator and/or mediator within the organization assigned the task of keeping meetings on task.
