This document summarizes a presentation by the Congressional Budget Office (CBO) about federal grants to state and local governments for infrastructure investment. It provides data on federal nondefense investment in physical capital, education, and research from 1962 to 2017. It also shows that while the federal government accounts for the majority of transportation and water infrastructure spending, state and local governments select projects within federal rules. Research estimates that state and local governments substitute around 0.2 to 1.3 of their own spending for each additional dollar of federal highway grants.
