On November 17, 2018 , Kevin Perese, a senior adviser in CBO's Tax Analysis Division, and Patrick Landers, formerly of CBO, presented at the National Tax Association’s 111th Annual Conference on Taxation. This presentation summarizes some initial work on allocating state and local taxes to U.S. households as part of CBO’s analyses of the distribution of household income. CBO plans to allocate three sources of state and local taxes to U.S. households: property taxes, individual income taxes, and consumption taxes (which consist of general and selective sales taxes). The presentation reviews the theoretical incidence for those tax sources and describes how CBO plans to allocate them to households. The work is in an early stage and was presented for feedback and critical comments. The results in the presentation are preliminary.
