The document discusses key provisions of the Affordable Care Act that benefit the Latino community, such as allowing young adults to stay on their parents' insurance until age 26 and eliminating lifetime limits on benefits. It also discusses efforts in Congress to repeal the healthcare law and the implications this could have. Additionally, it covers Democracia's work with other organizations to educate the Latino community about clean air issues and their lawsuit against the governor of Florida over redistricting reforms.

The Strengths of the Affordable Care Act in Florida
There has been an introduction of subsidies in healthcare in Florida, and this is courtesy of the Affordable Care Act. Subsidies in the field basically makes buying of health insurance less expensive for people who live in Florida who are eligible for the subsidies. (The United States Supreme Court also ordered for the implementation of 80/20 rule in all the states, including Florida. The ruling implies the 80 percent of the premium dollars and individual from Florida spend on healthcare instead of spending on the administrative costs. Another strength of Obamacare is that Medicaid is at the moment more inclusive for many citizens in the state. Medicaid coverage currently comprises of uninsured Americans under 138% of the poverty level.) NEED CITATION SINCE YOU ARE USING FACT. The state has also made it easier for the dependents to stay longer under their parents’ healthcare plan. Some of the youths may be under the medical cover of their parents up to the age of 26 years old. Lastly, Florida state has also implemented the act such that there are no preexisting denials or surprise cancellations of a plan in the healthcare system. Insurance firms lacks the mandate of cancelling the policy due to an applicant’s mistake during the application process (Rozensky, 2014).
The Weaknesses of the Affordable Care Act in Florida
Despite the fact that the Affordable Care Act has had a lot of strengths in Florida, there are also some weaknesses experienced. The healthcare cost has not decreased for every individual. A number of private plans had to be cancelled since they did not comply with the requirements of Obamacare in the state (Barakat et al., 2017). Those individuals that were negatively affected (from this mess were (The tone is not academic) forced to stop and adopt a new health insurance making them to pay more for a plan which includes benefits like maternity care that may not be their preference. Secondly, shopping for coverage might be complicated to some level. With some confusion that surrounds the rollout of the Obamacare and the market place, more alternatives to decide on, difficulties with the websites and limited enrollment periods, shopping for health coverage may be complicated to some level. Comment by McLean, Terry: The tone is not academic.
Moreover, those citizens who are not insured might be faced with huge tax penalties. It is quite unfortunate that Florida dwellers are only able to see these huge amounts of tax .

The health care system in Colorado is a composition of medical professionals providing services such as diagnosis, treatment, as well as preventive measures to mental illness and injuries ("Healthcare policy in Colorado - Ballotpedia," 2019). Health care policy involves the establishment and implementation of legislation and other regulations that the states use to manage its health care system effectively. Further, this sector consists of other participants, such as insurance and health information technology. The cost citizens pay for medical care and also the access to quality care influence the overall health care providers in Colorado. Therefore, the need for the creation and implementation of laws that help the state maintain efficiency in the health sector in Colorado.
Problem Statement
The declining standards of medical care within the United States has caused significant concern in the world. Due to these rising concerns, there have been various policies implemented, leading to mixed reactions among the different states. Some of the active policies implemented offer a long-term solution to this problem including Medicaid and Medicare. After acquiring state control, the Republicans dismissed the idea to expand and create medical insurance for Medicaid in Colorado. Sustaining the structure of the health care payroll calls for the deductions from the employees and the employers, which may lead to loss of jobs and increased burden of expenditure (Garcia, 2019).
Identify the Methodology
The main objective of this policy plan is to investigate the role of legislation in the management of the health care sector in the United States. Due to the need for achieving in-depth exploration, this paper uses a combination of both qualitative and quantitative methods of data collection by addressing both practical and theoretical aspects of the research. Based on the answers that the policy requires, choosing survey as the research design. This method involves collecting and analyzing data from a few people who represent the principal group within health care. However, the survey method faces some challenges such as attitudes and perception of the health workers leading to the delimitation of the study. The target population for the study includes the nurses within the health sectors in Colorado. The selection of the participants involved in the use of stratified random sampling.
Identify your Stakeholders
The major stakeholders in the creation and implementation of the policy plan include the legislatures, local government, patients, and other private parties such as the insurance companies. Collectively, these bodies are involved in the makin ...

Role of Executive Order in ACA
Affordable Act Care has been a significant issue in Texas State for the past seven years. Texas governor, Greg Abbott has been on the frontline in fighting the implementation of the Act in Texas and America. The governor's office claims that the penalties related to avoiding the Act are unconstitutional and not democratic (Toussaint, 2017). Furthermore, the Governor argues that the Affordable Care Act should be put on halt while the cause is being liquidated. However, the governor does not concentrate on improving the policy rather than doing away with it. Greg Abbott believes the pre-existing conditions are the major barriers for the effectiveness of the act. The Affordable Care Act allows people to purchase the policy even with pre-existing conditions. In favor of the governor, the act should limit the purchase of the act during such conditions with the aim of reducing the cost as well as the rates of insurance. Therefore, an appeal can be made based on the governors value since most Americans are complaining about the same issue (Toussaint, 2017).
Affordable Act Care was implemented under the executive administrative policy. In America, an executive order is directed by the president on the managers of various federal governments with the aim of forcing policy to law. In 2013, former president of America Barack Hussein Obama issued a directive on the implementation of the Affordable Care Act (Rovner, 2018). The current President, Donald Trump began fighting the Act by attacking the executive committee and even dismantling it. An executive order is written, signed and published by the president's office and directed to various federal departments. The Executive order directed all agencies responsible under the Affordable Care Act provision that will provide a regulatory and fiscal burden on entities that will be reluctant on adopting a policy. Also, the Executive Order directs the same agencies to offer greater flexibilities and collaboration on implementing such healthcare policies.
Since the implementation of the Affordable Care Act in 2010, the policy has suffered various criticisms in its debate. For those who believed that the primary goal of the Act was to make insurance more affordable didn’t achieve their purpose. However, the policy has caused more Americans to have access to medical insurance hence fostering a healthy nation. Since the Act is applicable in improving the public health of all Americans, it includes various resources in healthcare like materials, funds, personnel and other things that can be utilized in the provision of healthcare service. The act is also responsible for ensuring all medical care institutions have the necessary resource for effective operations (Ba.

Health Care Reform
1. Young Adult Coverage until Age 26
Prior to passage of the reform act, over 2 million young adults were left uninsured, resulting often
times in expensive emergency room visits. Today, millions of young people across the country can
now remain on their parent’s coverage until they turn 26 as a result of Health Care Reform.
2. Pre-Existing Condition Insurance Plan (PCIP)
Prior to the passage of the reform act, millions of Americans, including children, were denied
coverage because of a pre-existing condition. Common chronic conditions like Diabetes , asthma,
or high blood pressure were enough for an insurance company to refuse covering patients. Today,
we can feel secure knowing that our health issues won’t prevent us from seeking the care and
treatment we need moving forward.
3. Preventive Care and Services
The best way to manage your health is through preventative care. Early diagnosis is critical
in successfully combating many illnesses. Prior to the passage of the Health Care Reform Act, mil-
lions of Americans were unable to get diagnosed early, while others had to suffer or pass on the
cost of expensive visits to the emergency room. Starting September 2010, insurance companies will
have to offer you "first-dollar" coverage of preventative care, which means they have to pay for it
even if you haven't paid your full deductible. Under the new plan, we now have access to free
testing for conditions such as High Blood Pressure, Diabetes, and Cholesterol tests as well as Cancer
screenings, including Mammograms and Colonoscopies.
4. Preserving Doctor Choice and Ensuring Emergency Care
Under Health Care Reform, we continue to have the right to choose which doctors we see
and will not have to worry about being turned away from the emergency room under any
circumstances.
5. Eliminating Lifetime and Annual Limits on Your Benefits
There is no longer a limit on the cost of essential care. Health Care will no longer get cut off
because of spending caps. In addition, lifetime limits on benefits and restrictive annual limits on
benefits are banned.
PROVISIONS THAT GO INTO EFFECT ON JANUARY 1ST, 2014: Medicaid will cover every American
earning $14,400 per year or less; this change alone will provide coverage for up to 9 million
currently uninsured young adults. Tax credits will be given for purchasing health insurance
to those who earn less than $43,000 per year for an individual and lack employer-sponsored
insurance, and all annual limits will be banned by 2014.

4. DEMOCRACIA SUES FLORIDA
GOVERNOR RICK SCOTT OVER
FAIR DISTRICTS
On February 3rd, 2011, Democracia Inc. , along with Fair Districts Now, the Florida NAACP,
and the Florida League of Women Voters, filed suit against Governor Rick Scott (R-FL). This
past election, Democracia was instrumental in helping to pass Amendments 5 and 6 on the
Florida ballot. The Amendments create rules that prevent the current practice of gerryman-
dering (drawing congressional districts to favor one political party over the other) that has run
rampant in the State for the past several decades. 63% of Florida voters voted in favor of the
amendments which are now officially part of the Florida Constitution. As all ballot initiatives
that are successful, they were forwarded to the U.S. Department of Justice for legal pre-
clearance. Unfortunately, Governor Scott and Secretary of State Kurt Browning have inter-
rupted that process by withdrawing the law from the process, even though the law requires
them to obtain pre-clearance “as soon as possible.” What are they trying to accomplish? A
delay of the process so that the new rules cannot be implemented in time for the next elec-
tion cycle. “Trying to subvert the will of the voters is certainly the wrong way for the Governor
to start off his term. Efforts like these just go to prove that this process has been manipulated
for way too long and that those who’ve benefited from drawing unfair districts are not going
to give up power so easily. We are confident, however, that at the end of the day, the voice of
the people will resonate loudest,” said Jorge Mursuli, President of Democracia Inc.
COLORADO’S COPYCAT
The state of Colorado is the most recent example of how Arizona’s
anti-immigrant legislation S.B. 1070, has picked up supporters in the
way of copycat bills. Colorado’s state legislature recently introduced
Senate Bill 54 (SB 54), which gives local law enforcement the authority to
detain or arrest anyone they have reason to believe is in the country
illegally; and despite openly denouncing laws like SB 1070 in the past, Governor John
Hickenlooper has not publicly stated whether or not he would veto such legalization. Will the
Hispanic community, which comprise over 20% of the population in the State, remain quiet on
the issue? Not if Democracia can help it. Check back in next month’s newsletter for informa-
tion regarding the launch of our joint campaign to fight SB 54 and if you want to add your voice
to the effort, contact Colorado State Director, Maria de Cambra: 719-242-7100.
