The Partnership for Peace Consortium (PfPC) is a network of over 800 defense academies and security studies institutes across 60 countries that was founded in 1999. The PfPC promotes defense institution building and regional stability through multinational education and research. It is governed by representatives from 8 countries and NATO. The PfPC holds over 80 events per year on security topics through various working groups. It offers services like curriculum development, education assistance, and publishing a quarterly journal to benefit its multinational network of experts.

The Partnership for Peace Consortium (PfPC) is a network of over 800 defense academies and security
studies institutes across 60 countries. Founded in 1999 during the NATO Summit, the PfPC was
chartered to promote defense institution building and foster regional stability through multinational
education and research, which the PfPC accomplishes via its network of educators and practitioners.
PfPC ORGANISATION
The PfPC is governed by a Senior Advisory Council (SAC) with representatives from: (1) Austria,
(2) Canada, (3) Germany, (4) NATO International Staff, (5) Poland, (6) Sweden, (7) Switzerland and (8) the
United States.
A series of study/working groups provide the PfPC’s organizational framework, addressing relevant
international security topics as well as education enhancement:

• Combating Terrorism • Regional Stability in the South Caucasus
• Conflict Studies • Regional Stability in Southeast Europe
• Education Development • Security Sector Reform
• Emerging Security Challenges
Over 80 PfPC events per year provide the groups a forum for the exchange of ideas on contemporary security
topics. Such forums identify and facilitate options for nonviolent resolution to international differences, and
further defense education transformation goals in recipient countries. The groups benefit from a
multinational, multidisciplinary network of experts from government, academia, industry, and civil society.
PfPC SERVICES
Supported by the research and activities of the study/working groups, the PfPC offers the following services:
• Defense education curriculum development
• Defense education assistance through the Defense Education Enhancement Program (DEEP)
• Education delivery methods (e.g. distributed computer-based learning)
• Foreign policy recommendation and background papers
• Information sharing, coordination of skills and assets
The PfPC also publishes a scholarly, quarterly journal Connections, in English and Russian - both hard copy
and online – which in concert with the study/working groups focuses on contemporary security topics.
A multinational staff at the George C. Marshall Center in Garmisch-Partenkirchen, Germany, manages the
operations of the Consortium. Our small staff equates to flexibility and responsiveness, and our network of
international security educators and practitioners ensures customer needs are matched with the right skills.
