The document discusses the European Year of Volunteering 2011 Alliance and its goals. The Alliance is an informal group of 39 European networks focused on volunteering. To achieve these goals, the Alliance has established six working groups focused on developing a policy agenda, quality standards, legal frameworks, infrastructure indicators, recognition tools, and employee volunteering.

The Europeana Network aims to improve access to Europe's cultural heritage through collaboration. It currently has around 770 members and serves as an open forum for experts. The network gives members a voice in shaping strategic decisions and promotes innovation in the cultural heritage sector. It also connects professionals, facilitates the exchange of ideas, and increases knowledge through learning opportunities. Members are encouraged to champion Europeana, use its API, participate in task forces, and publish work relating to Europeana.

It facilitates connections between global institutions and local stakeholders to spread innovation through structured learning platforms. PROCASUR has conducted over 150 activities since 2006 across 35 countries, training over 3000 practitioners and 1600 rural youth leaders. It uses a bottom-up approach called Learning Routes where local actors become trainers for their peers. Learning Routes are tailored experiences that enable lesson learning and knowledge management through hands-on experience sharing. The VISIR network believes that mainstreaming of ICT-enhanced and open education depends on grassroots adoption of innovative practices. VISIR developed recommendations through research on trends, workshops, and analysis of 120 micro-innovation practices. A recent workshop brought together innovators, experts, and decision makers to discuss barriers to scaling innovations, funding challenges, and engaging learners and communities. Key issues that emerged included the need for recognition of innovators, flexible funding and reporting for small projects, respecting failure as part of innovation, and ensuring innovations are communicated effectively.

Module 9: Learning from the experience of policy-making Dima course content
This 29 slide presentation Learning from the experience of policy-making is Module 9 of a nine (9) module online course for adult education policy makers and practitioners to complement an innovative toolkit to guide adult education policy and practice.
Participation in adult education varies significantly across states and regions of Europe! Why? Evidence and literature suggests a wide disparity in policy making, programming and implementation skills in the adult education sector across Europe. It is imperative that policy makers and programme managers address this disparity to foster life-long learning for a smart-sustainable Europe (see EU2020 https://ec.europa.eu/info/business-economy-euro/economic-and-fiscal-policy-coordination/eu-economic-governance-monitoring-prevention-correction/european-semester/framework/europe-2020-strategy_en) and to achieve a European target of 15% of the adult population engaged in learning.
In response to this challenge, the ERASMUS+ DIMA project (See https://dima-project.eu/index.php/en/, 2015 to 2017) developed a practical 9 module online course to complement an innovative toolkit to guide adult education policy and practice. The DIMA toolkit (See https://dima-project.eu/index.php/en/toolkit) introduces tools for developing, implementing, and monitoring adult education policies, strategies, and practices.

Presentation at HEA-funded workshop 'Work-based learning in Politics and International Studies: from theory to practice'.
The workshop brought together key stakeholders in the delivery of work-based learning and employability skills in the Politics and International Relations (IR) disciplines including academics, employers and careers advisors. Through presentations and discussion delegates had the opportunity to share best practice on existing work-based learning schemes and developing employability skills.

The Scottish experience of tackling poverty
The Poverty Alliance is a network of over 200 organizations and individuals in Scotland that works to combat poverty through policy influencing, community support, networking, and research. It focuses on incomes, services, participation, and attitudes. Through its work on issues like the living wage, it has helped over 7,000 workers receive pay increases and influenced poverty-related government policies and funding. European anti-poverty networks allow national organizations to collectively influence EU policy, exchange learning, and build solidarity. While economic crisis and political changes pose challenges, networking across the UK and Europe remains important for anti-poverty goals.

EQUAL - from experimentation to innovation
The EQUAL Community Initiative from 2000-2008 aimed to test and promote new approaches to combatting discrimination and inequalities in access to employment across the EU. It provided €6 billion total to support over 20,000 partners in 3,480 development partnerships that tested innovative solutions across nine themes related to employability. Projects went through phases of design, testing, evaluation, advocacy and mainstreaming of successful approaches. The initiative emphasized partnership, innovation, empowerment, and transnational cooperation to develop integrated pathways to employment. An evaluation found it created impact such as new policies supporting inclusive entrepreneurship in the EU and asylum seekers' right to work in Cyprus.
