Introduction
• The application of Mother Tongue Based –
Multilingual Education (MTB-MLE) in the Philippine
education system through the Department of
Education is now in seven years since its
implementation.
• Several studies evaluated the program of MTB-MLE
to ensure if it is functioning properly but most are
done in the public schools.
• In the article “Status of the Mother Tongue Based –
Multilingual Education of the Private Primary Schools
in Vigan City”, Digna Talusig (2018) examined the
preparedness of private schools and the significant
relationship between the profiles of administrators,
teachers, schools and the status of mother tongue-
based multilingual education.

• Digna Talusig (2018) uses a sample of 17 school
personnel from four private primary schools
• The study employed a descriptive type of
research and gathered information through
questionnaires.
• The researcher used frequency count and
percentage to determine the profile of the
respondents
• Mean to determine the level of adequacy of
school facilities and instructional resources.
• Using Simple Correlation Analysis, Talusig found
out that only the teacher’s training has a
significant relationship to the status of mother
tongue-based multilingual education.

The researcher studied an important topic relevant
in our education system nowadays as the
implementation of MTB-MLE in private primary
schools needs to be assessed as part of evaluating its
significance in the curriculum. The approach of
having an MTB-MLE program in schools would help
learners to learn best in a language that is familiar
to them. However, Talusig (2018) did not indicate in
her study the kind of mother tongue the schools are
using. Since the place where the study takes place is
in Vigan City, the lingua franca is Iloco. Nonetheless,
in talking about private schools, the majority of
pupils speak English, so their mother tongue is
English. This lack of detail would give an inexplicit
understanding of the result and make it difficult to
replicate the study in order to further expand the
research.

Significant results were noted in this study, but
there are limitations to these findings. First, the
sample size was small. Out of 12 private schools in
the city (shorturl.at/abr03), only four of them
participated. With such a small sample size it is
difficult to generalize these findings to the overall
situation of all private primary schools in Vigan City.
Also, only 17 participants carried this study; this also
limits the generalizability of these findings to the
larger population of school personnel. While Talusig
(2018) recommended that administrators in the
different private primary schools in Vigan City must
keep abreast of new trends and innovations with
regards to the MTB-MLE program to maintain its high
status, the study should be replicated with a larger
population.

Evaluation 3 Administrators have a crucial role in providing
information about the status and preparedness of
school when it comes to MTB-MLE. However, in the
research problem, administrators should not be
included in profiling in independent variables
because based on the conceptual framework, it has
no bearing on the status of instructional media,
teacher’s preparedness, and pupil’s preparedness.
Only teachers should be part of the demographic
profile as they are the ones who teach pupils and
had direct contact in the teaching-learning process.
On the other hand, administrators can give thorough
information about their school through interviews.

Response The respondents should have included kindergarten
teachers as they are part of the MTB-MLE program. If
kindergarten is not available in school, it must be
indicated and explained in the study.
Moreover, the length of MTB-MLE implementation in
schools where the study conducted is only three
years. The length of years is too early to evaluate
the status of MTB-MLE in the private primary schools
in Vigan City. The researcher should have waited
ample years before conducting the study to get
meaningful results.

Conclusion Parents send their children to private schools to get
a quality education and to learn English. They spent
a lot of money to finance their children to access
the best education they deserve and private schools
are the best choice as an avenue to provide such.
The integration of Mother Tongue Based –
Multilingual Education in private schools create
reactions of disagreement from parents. That is why
private institutions are not obliged to implement the
MTB-MLE curriculum in their school. Though it is best
to recommend this study as a credible research
source, the ultimate merit of this work is not that
significant as of now in the world of private
institutions.
