In this post, I briefly describe the Mentoring Gang Involved-Youth Project with is being implemented by Roca Inc, a Massachusetts-based nonprofit working with young male adults from Boston, Chelsea, and Springfield Massachusetts. I also explain the type of evaluation employed in evaluating the Project and the kind of data used for the evaluation and I indicate whether comparisons were used. Description of the project According to the Justice Center: Council of State Governments (2012), the Mentoring-gang Involved-Youth Project, targets young male adults between the ages of 17 and 24 who are suffering from substance abuse and are in detention. The primary objective of the Project is to reduce incarceration rates and enhance the ability of participants to retain employment (Roca, 2016). Under the Project, it is recognized that participants lack healthy relationships that will help them say away from criminal and/or antisocial behavior hence under the program three types of mentoring support are offered (Justice Center: Council of State Governments, 2012). The Justice Center: Council of State Governments (2012) informs its readers that mentoring support, under the Project, extends to supporting participants get jobs and remain employed. The project proceeds under the philosophy that keeping participants occurred by positive activities steers them away from antisocial criminal behavior (Justice Center: Council of State Governments, 2012). Some of the mentors under the Project have served jail time and successfully reintegrated into the community and are deemed to be role models hence using them to mentor participants is seen as offering participants with real life examples of persons who were just like them and have managed to emancipate themselves from the hands of criminal/antisocial conduct and are living better lives. Cognitive-restructuring is the objective of the Project and it seeks to achieve this through skills development and behavioral change for/of participants (Roca, 2016). RA 1: Human Service Needs Assessment Report
Over the past two decades, the terms "accountability" and "program evaluation" have become the focus
within the human services arena. Due to budgetary constraints and decrease in availability of public
funding, the competition for scarce resources has increased. This increased competition has subjected
human services agencies to an intense examination where requests for resources are scrutinized carefully.
The first step to conducting a program evaluation is to conduct a needs assessment to determine and justify
the reason for carrying out the evaluation of a particular program. A need can be defined as the gap
between what is and what should be and can be experienced by an individual, a group, or an entire
community.
Tasks:
Using at least 3–5 scholarly resources from the professional literature, research human service needs
assessment. The literature may include the Argosy University online library resources, relevant textbooks,
peer-reviewed journal articles, and websites created by professional organizations, agencies, or institutions
(.edu, .org, or .gov).
Create a 7- to 9-page report in a Microsoft Word document, including the following:
Identify a program at a social agency or other human services program to which you have access
and provide a description of the organizational context including the mission and objectives of the
program and why an evaluation is being considered.
Conduct a needs assessment using concepts presented previously to confirm and explain the
scope of the problem, the perceived versus actual gap in service, the affected population, whether
the need is changing, and in what manner the need may be changing.
Identify possible resources to meet the perceived needs. Discuss what existing resources can be
used, what additional information would be needed, and what sources for obtaining data you would
use.
Identify the stakeholders who need to be included in the assessment and subsequent evaluation.
Analyze the interpersonal, political, and ethical considerations of interacting with decision makers
and stakeholders who may have conflicting priorities and determine strategies for reconciling those
priorities.

The Effects of Zebra and Quagga Mussels Introduced into a Freshwater Lake
As you have learned, population dynamics are caused by the biotic potential of the population and the effects of environmental resistance. When there is minimal environmental resistance impacting a population, it will exhibit a population explosion. One reason for minimal resistance could be factors that no longer regulate a population (e.g., predator decline or resource increases). Another reason for a population explosion is the introduction of an invasive species. Invasive species are species foreign to an ecosystem and are not immediately regulated by the environmental restraints of the particular ecosystem that they invade. This in turn allows their populations to grow seemingly uncontrolled and to displace other indigenous populations. Examples of such an invasive species into North America are dreissenid mussels, commonly known as zebra and quagga mussels. Their introduction into the Great Lakes has caused economic hardship and a reorganization of the ecosystem. This has led, in part, to pollution-causing effects that can be linked to an alga known as Cladophora.
Ecosystems are webs of intricately balanced interactions, what happens when a new species is introduced that uses a disproportionate share of the ecosystem’s resources?

Understanding Context: Evaluation and Measurement in Not-for-Profit Sectors

Many individuals associated with community agencies, health care, public workforce development, and similar not-for-profit organizations view program evaluation akin to a visit to the dentist’s office. It’s painful, but at some point it cannot be avoided. A major reason for this perspective is that evaluation is seen as taking money away from program activities that perform good for others, that is, intruding on valuable resources that are intended for delivering the “real” services of the organization (Kopczynski & Pritchard, 2004). A major reason for this logic is that since there are limited funds available to serve the public good, why must a portion of program delivery be allocated to something other than serving people in need? This is not an unreasonable point and one that program managers in not-for-profits face on a continuing basis.
The focus of evaluation in not-for-profit organization has shifted in recent years from administrative data to outcome measurement, impact evaluation, and sustainability (Aspen Institute, 2000), thus a shift from short-term to long-term effects of interventions. Evaluators in the not-for-profit sector view their world as the combination of technical knowledge, communication skills, and political savvy that can make or break the utility and value of the program under consideration. Evaluation in not-for-profit settings tends to value the importance of teamwork, collaboration, and generally working together. This chapter is meant to provide a glimpse at a minor portion of the evaluation efforts that take place in the not-for-profit sector. It excludes, for example, the efforts in public education, but does provide some context for workforce development efforts.
CONTRAST OF CONTEXTS
Evaluation in not-for-profit settings tends to have different criteria for the judgment of its worth than is typically found in corporate and similar settings. Such criteria are likely to include the following:
How useful is the evaluation?
Is the evaluation feasible and practical?
Does the evaluation hold high ethical principles?
Does the evaluation measure the right things, and is it accurate?
Using criteria such as the above seems a far cry from concepts of return on investment that are of vital importance in the profit sector. Even the cause of transfer of training can sometimes be of secondary importance to assuring that the program is described accurately. Another difference is the pressure of time. Programs offered by not-for-profit organizations, such as an alcohol recovery program, take a long time to see the effects and, by the time results are viewable, the organization has moved on to the next program. Abstract
There has been little work on the evaluation of neighborhood watch programs in the past. However,
scholars and policy makers have increasingly shown interest in identifying whether neighborhood
watch programs are effective. The studies conducted in the past have limitations which make them
unable to precisely measure the effectiveness of neighborhood watch programs. In response to

that, this paper proposes an elaborate evaluation technique which can assist in accurately
determining the effectiveness of the existing neighborhood watch programs. The paper does not
ignore the previous studies but instead explores them with the aim of offering theoretical
background of the programs and also explores the proposed techniques with the objective of
presenting a reliable and appropriate method of assessment.
Introduction
Neighborhood watch is also called neighborhood crime watch or crime watch. It refers to the
organization of civilians into a group which is devoted to crime or vandalism prevention within
their respective neighborhood. Neighborhood watch programs aim at achieving a wide range of
objectives related to the security of their neighborhood. Some of the objectives of this program
involve the educating community on security and safety of the neighborhood and establishing
means of maintaining a safety neighborhood. This program usually cooperate with law
enforcement agencies in such a way that if the neighborhood watch group identifies a criminal
they are expected to inform the authorities and not to engage. It is this attribute of the group that
differentiates it from vigilante groups.
In the United States there are numerous neighborhood watch groups and Rosenbaum (1988),
estimated that 20% of American residents were involved in the neighborhood watch activities by
1988. The organization and agenda of these groups vary but they all maintain that their main
objectives are related to the promotion of secure neighborhood and crime reduction. Current
systems of Neighborhood watch programs trace their origin back in 1960. According to
Rasenberger (2006), the shocking events of the murder and rape of Kitty Genovese compelled the
people to organize themselves into crime prevention groups. Ever since the Neighborhood Watch

programs have developed nationwide with the assistance of the National Sheriff's Association.
Various scholars have presented various analyses of these programs with the aim of identifying
whether the programs are effective. These evaluations have applied various approaches with some
having limitations which negatively influenced the results obtained. This paper seeks to present a
reliable method of evaluating the programs with the aim of shaping and i.

A note on green credit merit rating
The increasing awareness of stakeholders is leading firms to adopt strategies related to the reduction of their environmental impact, not necessarily linked to existing regulatory provisions (e.g. Corporate Social Responsibility strategies). We focus on the potential role of banks, when dealing with the credit merit of potential investors, and move a first step in the direction of understanding the consequences and trade-offs involved in the adoption of “green credit merit” (GCM) measurement tools. After providing a theoretical background for our investigation, we develop a descriptive analysis using firm level Spanish data. We show that in certain cases projects featuring a low environmental impact would gain access to credit according to green credit merit procedures but not according to standard credit merit indicators. Also, and remarkably, indicators focused on specific environmental problems (e.g. related to energy consumption) might prove much more effective and informative than wider ones.

GJovernments have employed measures of agency since the 1940s (Mikesell, 1995).
Recently, there has been a renewed emphasis on institutionalizing this tool (Gore,
1993; Governmental Accounting Standards Board, 1990; Osborne & Plastrik, 1997).
Unlike any of the previous performance measurement reforms, however, this new
effort is mainly a response to external pressures from elected officials, citizens, and
service clients for management results and accountability rather than an internal man-
agement tactic for the efficient or effective use of resources (Cope, 1997; Gore, 1993;
U.S. General Accounting Office, 1997). Consequently, the focus of performance
measurement is shifted from traditional output and outcome indicators to service quality
and citizen/customer satisfaction measures. An increasing number of governments have
been using citizen surveys to assess service quality (Poister & Henry, 1994; Poister &
Streib, 1998; Streib, 1990).
Despite this shift of focus in performance measurement, critical questions in using
citizen evaluations have not been addressed in the public management literature. The
literature focuses almost exclusively on anecdotal discussions regarding the utilities of
citizen/customer evaluations (Gore, 1993; Osborne & Plastrik, 1997), technical
designs of citizen evaluation measures (Hatry et al., 1992; Miller & Miller, 1991), and
the influence of service delivery activities on citizen evaluations (Brudney & England,

Understanding Context: Evaluation and Measurement in Not-for-Profit Sectors

Many individuals associated with community agencies, health care, public workforce development, and similar not-for-profit organizations view program evaluation akin to a visit to the dentist’s office. It’s painful, but at some point it cannot be avoided. A major reason for this perspective is that evaluation is seen as taking money away from program activities that perform good for others, that is, intruding on valuable resources that are intended for delivering the “real” services of the organization (Kopczynski & Pritchard, 2004). A major reason for this logic is that since there are limited funds available to serve the public good, why must a portion of program delivery be allocated to something other than serving people in need? This is not an unreasonable point and one that program managers in not-for-profits face on a continuing basis.
The focus of evaluation in not-for-profit organization has shifted in recent years from administrative data to outcome measurement, impact evaluation, and sustainability (Aspen Institute, 2000), thus a shift from short-term to long-term effects of interventions. Evaluators in the not-for-profit sector view their world as the combination of technical knowledge, communication skills, and political savvy that can make or break the utility and value of the program under consideration. Evaluation in not-for-profit settings tends to value the importance of teamwork, collaboration, and generally working together. This chapter is meant to provide a glimpse at a minor portion of the evaluation efforts that take place in the not-for-profit sector. It excludes, for example, the efforts in public education, but does provide some context for workforce development efforts.
CONTRAST OF CONTEXTS
Evaluation in not-for-profit settings tends to have different criteria for the judgment of its worth than is typically found in corporate and similar settings. Such criteria are likely to include the following:
How useful is the evaluation?
Is the evaluation feasible and practical?
Does the evaluation hold high ethical principles?
Does the evaluation measure the right things, and is it accurate?
Using criteria such as the above seems a far cry from concepts of return on investment that are of vital importance in the profit sector. Even the cause of transfer of training can sometimes be of secondary importance to assuring that the program is described accurately. Another difference is the pressure of time. Programs offered by not-for-profit organizations, such as an alcohol recovery program, take a long time to see the effects and, by the time results are viewable, the organization has moved on to the next program. Abstract
There has been little work on the evaluation of neighborhood watch programs in the past. However,
scholars and policy makers have increasingly shown interest in identifying whether neighborhood
watch programs are effective. The studies conducted in the past have limitations which make them
unable to precisely measure the effectiveness of neighborhood watch programs. In response to

that, this paper proposes an elaborate evaluation technique which can assist in accurately
determining the effectiveness of the existing neighborhood watch programs. The paper does not
ignore the previous studies but instead explores them with the aim of offering theoretical
background of the programs and also explores the proposed techniques with the objective of
presenting a reliable and appropriate method of assessment.
Introduction
Neighborhood watch is also called neighborhood crime watch or crime watch. It refers to the
organization of civilians into a group which is devoted to crime or vandalism prevention within
their respective neighborhood. Neighborhood watch programs aim at achieving a wide range of
objectives related to the security of their neighborhood. Some of the objectives of this program
involve the educating community on security and safety of the neighborhood and establishing
means of maintaining a safety neighborhood. This program usually cooperate with law
enforcement agencies in such a way that if the neighborhood watch group identifies a criminal
they are expected to inform the authorities and not to engage. It is this attribute of the group that
differentiates it from vigilante groups.
In the United States there are numerous neighborhood watch groups and Rosenbaum (1988),
estimated that 20% of American residents were involved in the neighborhood watch activities by
1988. The organization and agenda of these groups vary but they all maintain that their main
objectives are related to the promotion of secure neighborhood and crime reduction. Current
systems of Neighborhood watch programs trace their origin back in 1960. According to
Rasenberger (2006), the shocking events of the murder and rape of Kitty Genovese compelled the
people to organize themselves into crime prevention groups. Ever since the Neighborhood Watch

programs have developed nationwide with the assistance of the National Sheriff's Association.
Various scholars have presented various analyses of these programs with the aim of identifying
whether the programs are effective. These evaluations have applied various approaches with some
having limitations which negatively influenced the results obtained. This paper seeks to present a
reliable method of evaluating the programs with the aim of shaping and i.

In order to be effective in developing and implementing an audit program model, it is important to: understand the funding programs, engage and listen to stakeholders, integrate the uniform guidance and other regulations into the model, communicate the new model to stakeholders prior to implementation, and be flexible with updating the model.

A note on green credit merit rating
The increasing awareness of stakeholders is leading firms to adopt strategies related to the reduction of their environmental impact, not necessarily linked to existing regulatory provisions (e.g. Corporate Social Responsibility strategies). We focus on the potential role of banks, when dealing with the credit merit of potential investors, and move a first step in the direction of understanding the consequences and trade-offs involved in the adoption of “green credit merit” (GCM) measurement tools. After providing a theoretical background for our investigation, we develop a descriptive analysis using firm level Spanish data. We show that in certain cases projects featuring a low environmental impact would gain access to credit according to green credit merit procedures but not according to standard credit merit indicators. Also, and remarkably, indicators focused on specific environmental problems (e.g. related to energy consumption) might prove much more effective and informative than wider ones.

GJovernments have employed measures of agency since the 1940s (Mikesell, 1995).
Recently, there has been a renewed emphasis on institutionalizing this tool (Gore,
1993; Governmental Accounting Standards Board, 1990; Osborne & Plastrik, 1997).
Unlike any of the previous performance measurement reforms, however, this new
effort is mainly a response to external pressures from elected officials, citizens, and
service clients for management results and accountability rather than an internal man-
agement tactic for the efficient or effective use of resources (Cope, 1997; Gore, 1993;
U.S. General Accounting Office, 1997). Consequently, the focus of performance
measurement is shifted from traditional output and outcome indicators to service quality
and citizen/customer satisfaction measures. An increasing number of governments have
been using citizen surveys to assess service quality (Poister & Henry, 1994; Poister &
Streib, 1998; Streib, 1990).
Despite this shift of focus in performance measurement, critical questions in using
citizen evaluations have not been addressed in the public management literature. The
literature focuses almost exclusively on anecdotal discussions regarding the utilities of
citizen/customer evaluations (Gore, 1993; Osborne & Plastrik, 1997), technical
designs of citizen evaluation measures (Hatry et al., 1992; Miller & Miller, 1991), and
the influence of service delivery activities on citizen evaluations (Brudney & England,

Main Idea: Every paragraph should have one main idea. If you find that your paragraphs have more than one main idea, separate your paragraphs so that each has only one main point. The idea behind a paragraph is to introduce an idea and expand upon it. If you veer off into a new topic, begin a new paragraph.
Evidence or Examples: Your main idea needs support, either in the form of evidence that buttresses your argument or examples that explain your idea. If you don’t have any evidence or examples to support your main idea, your idea may not be strong enough to warrant a complete paragraph. In this case, reevaluate your idea and see whether you need even to keep it in the paper.
Analysis: Analysis is the heart of academic writing. While your readers want to see evidence or examples of your idea, the real “meat” of your idea is your interpretation of your evidence or examples: how you break them apart, compare them to other ideas, use them to build a persuasive case, demonstrate their strengths or weaknesses, and so on. Analysis is especially important if your evidence (E) is a quote from another author. Always follow a quote with your analysis of the quote, demonstrating how that quote helps you to make your case. If you let a quote stand on its own, then the author of that quote will have a stronger voice in your paragraph (and maybe even your paper) than you will.
Link: Links help your reader to see how your paragraphs fit together. When you end a paragraph, try to link it to something else in your paper, such as your thesis or argument, the previous paragraph or main idea, or the following paragraph. Creating links will help your reader understand the logic and organization of your paper, as well as the logic and organization of your argument or main points.

Ford Motor Company was founded by Henry Ford, an inventor and entrepreneur, on June 16, 1903, in Detroit, Michigan. The Model-T became one of the most popular vehicles because it was inexpensive. During this era, he opened a factory in Canada, making the
company a global transportation leader. His moving assembly line for manufacturing was to revolutionize the auto industry.
In July 1919, the Ford family bought out all nonfamily shareholders, making them the sole owners of the company. Ever since, all Ford Company Chairmen/CEOs have been direct descendants of Henry Ford. It is the fifth largest family-owned business in the world. Today, Ford remains one the world’s top automobile companies. In 1927, Chevrolet surpassed Ford in the number of cars sold, and a rivalry continued for the next 100 years. The Ford Focus was the world’s bestselling automobile in 2013.
The Ford Company mission also known as the vision statement is “People working together as a lean, global enterprise to make people’s lives better through automotive and
mobility leadership.” Today, Bill Ford is Executive Chairman; under his leadership, the company was named the Best Global Green Brand among all companies in the world in 2014, and one of the World’s Most Ethical Companies for the eighth year in a row in March 2017.
In 2017, Mark Fields was forced out as CEO, after a 40 percent drop in share price over the past three years. Chairman Bill Ford immediately appointed Jim Hackett to replace him. Prior to this appointment, Hackett served as Chairman of the Ford Smart Mobility LLC subsidiary. Hackett’s growth strategy is to take the carmaker from conventional production to new kinds of vehicles and new advanced manufacturing processes that include ridesharing and
autonomous vehicles. His strategy is to move from a traditional car company to a more flexible and technologically advanced mobility company.
Hackett’s management strategy is to cut costs, focus on trucks and SUVs, and move some manufacturing, including the Ford Focus, to China. Ford will cut internal combustion
engine spending by one-third while moving these resources toward electrical technology with a goal to add 13 new electric cars by 2020. Ford has pledged to redesign its factories and add 3D printing, robotics, and virtual reality tools to speed up design for development and production of all product offerings.
Ford will explore emerging markets as they seek new ways to address urban congestion and park and ride desires of the driving public. Recently, the company acquired Chariot, a crowdsourced shuttle service, and opened the company’s Smart Mobility Innovation Office in London, which will target near-term development of smart mobility technologies while focusing on the specific requirements of European cities. Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Embracing GenAI - A Strategic Imperative
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

- 1. Evaluability assessment, sometimes referred to as exploratory evaluation, is often conducted as a preliminary activity prior to conducting a formal evaluation. It is commonly used as a planning tool and is a quick and cost effective method to determine whether programs identified as candidates for evaluation have the objectives, activities, and resources that will facilitate a formal evaluation. It is not a substitute for a program evaluation that can determine whether the program is likely to be effective in its current form or whether changes and adjustments may need to be made. (Leviton, Khan, Rog, Dawkins & Cotton, 2010). For example, the recidivism rate, the extent to which a criminal relapses back into criminal behavior, is a major measure of the effectiveness of criminal justice programs. The Second Chance Act of 2008 is a federal program designed to reduce recidivism in local communities. Grant funds from the Department of Justice were distributed to state, local governments, and nonprofits to develop appropriate programs. To prepare for this Assignment, review this week’s Learning Resources and consider the evaluability of a funding effort. Access the Second Chance Act website and examine the success stories, focusing on the Roca, Inc. case. Submit by Day 7 a 2- to 3-page paper which assesses the evaluability of this program, using the criteria in the readings for this week and indicates whether you anticipate that a formative, process, needs assessment, or summative evaluation will be most appropriate. Explain your reasoning.
