Dr. Richard Reeves discussed factors that influence social mobility and policy options to promote it. He argued that relative social mobility decreases over time as societies become more rigid, so governments should prioritize improving mobility. Several factors beyond an individual's control, like parents' education and neighborhood, influence mobility. Broadening the definition of "merit" and increasing access to diverse opportunities could make societies both more meritocratic and just. Experience in the UK showed that clear goals and accountability help policymaking. Governments must balance promoting mobility versus redistribution and consider how policies impact access to opportunities.

As part of its overall mission of promoting the well-being of humanity throughout the world, The Rockefeller Foundation developed the goal of advancing inclusive economies. The framing of this goal is deliberate: the word inclusive stresses the need to overcome disadvantage while the choice of economies versus growth suggests the need to consider all dimensions of economic life. This executive summary outlines efforts to develop a framework to better understand and measure the characteristics of an inclusive economy. It includes:
• The evolution of the concept of an inclusive economy
• Key lessons learned from an analysis of indicator initiatives
related to measuring an inclusive economy
• A recommended indicator framework composed of 5 broad
characteristics, 15 sub-categories, and 57 indicators
• Implications for future work

Public Attitudes toward Income Redistribution in Hong Kong April 2023.pptxstellayinying
The drivers of public support for redistributive policy have stimulated academic debate around the world. The majority of studies use cross-country surveys conducted in the Organisation for Economic Co-operation and Development countries to contribute to the debate on whether self-interest or social values have more influence on public attitudes towards redistribution. Drawing on a phone survey conducted in 2013, this study advances the discussion by investigating public attitudes towards redistribution and social policy changes against the backdrop of buoyant government revenues in Hong Kong. The Hong Kong welfare model, best seen as a parallel to the liberal welfare state, is selective and residual. Contrary to the usual assumption, the social values hypothesis, viewing poverty as societal problems instead of individual reasons, has been supported in the Hong Kong context. It lends support to greater redistribution in a residual welfare state. The policy implications of the findings are also discussed.
