- BFN is located 2.5 hours from Toronto, ON, Canada’s largest urban area The First Nation leases 289 cottage lots to non- residents Georgian Bay is an important commercial fishery, the community has fought in court to have traditional harvesting rights but this is not well understood by non natives and is resented Georgian Bay is a popular vacation spot for Torontonians Population and development pressures are growing, several developers have approached them about condos, golf courses, lodges The community is reluctant to give up control of their land
- Beausoleil First nation has been working on Economic Development and sustainability plans for their community They have identified tourism as a tool to be used to meet several objectives employment wealth cultural heritage revitalization They have taken an inventory of asses –Hope Island Lighthouse is one of them.
- Hope Island Lighthouse 1884 – 1988 Original building still intact Light tower at top of lighthouse was taken down when new beacon was installed Not possible to replace light tower as it will block beacon
- Keepers houses heavily damaged by vandals Should be deomolished
- Boathouse, fogplant, storage shed in good shape
- Initial Concept was developed the community champion is Jeff Monague, former Chief of the band and the Economic Development Officer
- Process: initial meetings with leadership, site visits Initial Concept Development
- Process: Community Guidelines and mission statement developed during community planning session, discussions with key stakeholders, private meetings concept development tested with community over 8 months, feedback surveys collected, second survey gained a 70% approval meetings with community Building “social equity” – communities need time to think, discuss, prepare for change – TAKING THE TIME IT TAKES, TAKES LESS TIME
- Feasibility Study – concept changed Keeper of the week idea dropped – not profitable enough. Cottages added – community comfortable with cottage management, restaurant dropped Idea of Ojibwe marine heritage museum added
- no artifacts, just reproductions
- Designed using features from historic lighthouse Set in woods for privacy Self sufficient 1 week rentals June to September to meet local market demend
- No other Aboriginal marine heritage exhibits in Ontario No artifacts, just exhibits due to climate control and security issues
- Beliefs, sovereignty, environmental concerns
- Opportunity to explain current fishing rights and history of negotiations
