• Public disclosure is a political act and media
event
• Attempted in Indonesia, by BAPEDAL
• The exercise is called as PROPER (Programme
for pollution control, evaluation and rating).
• Rates each polluter on its environmental
performance.
• PROPER was implemented in 1995

• The pilot group includes medium- and large
scale polluters
• Five top green ranked plants were
congratulated by Vice-President
• BAPADAL privately notified other plants of
their ratings and given six months to clean up
before full public disclosure.

• An “Accidental” success story
• By 1969 organic waster pollution many
Dutch waterways were biologically dead.
• Together industry and households were
dumping 40 million population equivalent (PE)
waste
• PE-the average organic pollution caused by
one person in a normal household
11. • The Dutch responded with the Pollution of
Surface Wasters Act in 1970.
• This prohibited unlicensed discharges into
surface waters and imposed charges on
pollution emissions
• Industry had to pay for emissions of heavy
metals and all sectors society were assessed
for estimated organic discharges
• Rebate to small and medium enterprises if
they could prove that their emissions less than
official estimates
