This document summarizes the organization and mission of PERS-40, the Enlisted Distribution Division of the Navy. 4. PERS-40’s Missions
• Detailers – the Sailors’ advocate
• Negotiate assignments
• Process personnel action requests
• Make CMS/ID selections
• Schedule enroute training ,when required by the requsition
• Issue orders
• Placement – the commands’ advocate and MCAs’ agent
• Take action on TYCOM and MCA requests to attain desired personnel
readiness levels
• Place requisitions on CMS/ID for Sailor applications and detailer actions
in accordance with MCAs’ priorities
• Review and approve orders that do not meet order edits
• Assign LIMDU and pregnant Sailors from sea duty (0054 NEC)
• Provide solutions to manning issues and answer manning inquiries

6. Why CMS/ID?
 Developed to support Sailor Advocacy
– Supports retention and QOL initiatives
– Builds trust between Sailors and detailers
– Sailor plays major role in shaping own career
 Supports personnel readiness
– Placement loads TYCOM/MCA priority requisitions
– Sailors can chose, but only from the highest priority requisitions
– Provides Sailors with visibility of other priorities not normally
considered, which makes the detailers’ job easier

7. CMS-ID Changes
NAVADMIN 226/12
Based on fleet feedback regarding manning deficiencies and
FIT/FILL, the CMS/ID order negotiation process has
changed to provide greater predictability on future manning
and reduce short notice manning actions, including cross
decks and diverts
 Removed “Red Zone” requisitions
 Modified the number of requisitions displayed in order to change
Green Zone requisitions to “mandatory fills” each cycle
 Sailors may be assigned to a job without application at anytime
during their negotiation window
Increases predictability of future manning

8. Detailing Impact
 Sailor negotiation window remains 3 months (P-9 to P-7)
 Sailors continue to be able to submit a maximum of 5
applications per month
 Needs of the Navy window remains at P-6
 Sailors nearing the end of their negotiation window will
generally be chosen first to fill assignments they did not
apply for before Sailors who are at the start of their
negotiation window.

11. Detailer's Can...
 Counsel and advise Sailors
 Make assignments to valid requisitions
 Adjust PRDs (NAVPERS 1306/7 required)
 Coordinate spouse collocations (1306/7 required from both

13. Sailor Role

– Have realistic expectations; communicate with detailer about options
– Submit multiple CMS/ID job applications (up to five) each month of
negotiation window
– Apply for career enhancing jobs instead of focusing on location
 Plan for high year tenure (HYT), retirement, and twilight tour
(if eligible)
 Request PRD adjustment and/or spouse collocation via 1306/7
12 months prior to PRD
 Address medical issues early
– Enroll in or update Exceptional Family Member (EFM) Program
 Ensure OBLISERV and required screenings are completed
within 30 days of receiving orders (this MUST happen)

 Apply for PTS (regardless of career intentions)
 Conduct Career Development Boards NLT 12 months prior to PRD/EAOS
– Allows time for member to submit a request to extend
– Provides the Sailor with the tools and information to make timely career
decisions

– Ensure Sailors are reflecting accurately in your command’s EDVR

16. Recruit Division Commanders
• Eligible to E-5 and above with at least 6 yrs. TIS (E-5 also need 2 yrs. TIR).
• 36 month tour with CO recommendation and also pg. 13 entries from CMC, DAPA,
CMEO & FAP.
• Last three PRIMS report (while there, must do 1.5 mile run, no alternatives).
Most recent or mock PFA must be a run (good or higher).
• Earn 9502 Instructor NEC and 9508 RDC NEC. Favorably viewed during selection
boards.
 Reasons orders are delayed
– Screening packages not received in a timely manner
– Packages that are received are incomplete
– Most recent PFA was an alternative method (bike), and must perform a run.

17. Voluntary Sea Duty Program
NAVADMIN 043/12 & 229/12
The Navy created the Voluntary Sea Duty Program to return highly
trained and motivated Sailors back to Sea Duty in support of our
Global Mission
– Volunteers are encouraged to Extend their enlistment at their current sea duty billet
beyond their Prescribed Sea Tour (PST).
– Terminate Shore Duty early.
– Accept Back-to-Back (B2B) Sea Duty beyond their Normal Sea/Shore Flow limits.
– Requests are reviewed to ensure early transfers do not significantly impact the
Sailor’s current command.

18. Voluntary Sea Duty Program
NAVADMIN 043/12 & 229/12
NAVADMIN 229/12, in conjunction with the latest CMS-ID
business rules, further enhance the Voluntary Sea Duty program
• Extends Voluntary Sea Duty program through September 2013
 Benefits
• PTS DEFERMENT
- Sailors will not require a PTS quota to execute a shore term extension in
order to accept orders, or extend in place under the Voluntary Sea Duty
Program provided they meet eligibility requirements.
• GEOGRAPHIC STABILITY
- Volunteers may be assigned to sea duty within the same geographic
location as the current shore duty command, if available and requested.
• HYT WAIVERS (E7-E9)
- Depending on rating, sea duty manning and the impact to future
advancements, HYT waivers will be considered on a case-by-case basis.
• SDIP
- If eligible, Sea Duty Incentive Pay (SDIP) can be collected in
conjunction with VSDP.

19. Chief Petty Officer Early Return to Sea
NAVADMIN 230/12
 The CPO Early Return to Sea Program focuses on the longer
term and is intended to remain in place as a means of maintaining
the required level of critical Senior Leadership at Sea.
 Applies to Senior Enlisted Leaders (E7-E9) Sailors in all ratings.
 Involuntary curtailment of shore duty will only be used when
there are no available CPO’s in the PRD window and there are
no excess personnel on Sea duty within the geographic area who
can be reassigned.
 Only Sailors who have completed at least 24 months of shore
duty at the time of transfer will be considered for early return to
sea.

20. Chief Petty Officer Early Return to Sea
NAVADMIN 230-10
 Candidates will be selected based on various factors which
include:
• Length of time on Shore Duty
• Recent advancement
• Fleet experience
• NEC/Skills held
• Type of previous sea duty
• Remaining OBLISERV
 Impact on the shore duty commands mission will be evaluated.
 E8/9 Sailors may be chosen to fill vacant E7/8/9 billets and E7
Sailors may be chosen to fill vacant E7/8 billets.
 Requests to transfer to the Fleet Reserve, submitted subsequent
to selection for early return to sea by CPO’s with more than one
year of contract time remaining may be disapproved.
 High Year Tenure (HYT) waiver requests for CPO’s chosen for
early return to sea will receive favorable consideration. 20
