5. Goals of the EPDS:
• To reduce dental decay
• To contribute to the healthy development of
at risk mothers, infants, preschool and school
age children
• To reduce the rate of oral surgeries on children
under general anaesthesia in hospital setting.

1. Oral health assessments provided through Child
Health Clinics of children starting at two months to
age five;
2. Consultation to pre-post natal women whom are
identified at high risk;
3. Referral for follow-up to an appropriate oral health
professional for children with treatment needs;
4. Follow-up in the community by regional dental health
staff for children who have dental treatment under
general anesthesia in hospitals;
5. Fluoride varnish;
6. Dental sealants

and will be submitted to the Ministry in

I’m going to give a brief update on the EPDS Program. I presented the data in May this year and didn’t want to do a repeat of the same presentation.

In 2011, Government committed 1.4 million dollars through the Saskatchewan Surgical Initiative to support the Enhanced Preventive Dental Services Initiative for pre-post natal mothers, preschool and school-age children at risk of developing Early Childhood Tooth Decay.
The enhanced services were intended to supplement existing regional efforts to help improve children’s oral health by increasing access to dental care, preventive services and early education.
So this funding to health regions covers Salaries, Supplies, Travel, calibration training.
From 2011 to this fiscal year 2016/17, Government has committed $7.1M in total, including $1.3M to the three northern health regions, to support the EPDS Initiative.
In 2016-17, $1.5M was provided to the health regions for the EPDS initiative.
This was an extraordinary year, due to the election, the budget process was delayed. So regions will be receiving their funding in two chunks with the 2nd half of the year in December.
The goal of the program is to reduce early childhood decay that leads to high rates of oral related surgeries performed on children under general anesthesia.
A reduction in these rates would result in a decrease in surgical and related costs for health regions.
Targets for the initiative include at risk:
Pre/Post-natal Mothers
Children age 0-5
Children in Grade 1
Children in Grade 7
The EPDS Program services includes:
Oral health assessments provided through Child Health Clinics of children starting at two months to age five;

Fluoride varnish programs for children in pre-kindergarten, preschool, and daycares in identified high risk communities; and
Dental sealant services for grade one and grade seven children who attend schools that have been identified as “at risk”.

Year 5 data has been collected by health regions and will be submitted to the Ministry in November.
From there we will analyze the data and let you know how it’s going next year!
Health regions should be very proud of what they have accomplished.
I went through this data last time. I’m just going to RECAP and say that
There was an improvement in the number of sealants retained – among a number of reasons, this may mean that the calibration training is helping.
Increase in: the number of schools identified as at risk by up almost 4%
Decrease in: the number of schools participating – down 3%
Decrease in: the number of students assessed down 4%
Decrease in the number of Sealants placed - down 6%
Decrease in the number of students who received fluoride varnish down 7%
And referrals down by 13%
We are still working through improvements to this whole process.
The first 2 years working toward full implementation.
Faced recruitment issues in the 3rd year.
So 2014-15 was the first year we got more of the full picture --- still with some recruitment issues, thus not being able to collect full data.
So looking a little closer at a couple figures:
-we have the number of schools at risk identified going up, but then the number of students assessed going down…
This could be due to the fact that the number of schools participating went down. Less schools, less students.

We are meeting our evaluation objectives….
We’re seeing a bit of a dip in the number of schools contacted and that pretty much is due to the recruitment issues we’re facing…
Not enough staff to do what needs to be done. Schools not contacted, schools contacted but no space available.
We are also missing data on some schools so not sure what the reasons are for those schools in those regions.
We are doing very well with meeting our targets for fluoride varnish – with over 20,000 children receiving the varnish each year.
Meeting 100% of target for Dental Sealants
Due to the election year, there have been delays in the approvals of funding.
Regions have received funds for April 1 to September 30.
Funding has been approved for October to March 2017 and will be received in December.
$1.5 M is still the total we have to work with. Regions show that true costs of the program are currently estimated higher than this but there is still so much deferred that we are not able to determine true costs and unable to transfer to base funding yet.
