Project 3: Analyze a Public Policy Debate for Stakeholders
Your work will be graded on having addressed all requirements in the grading criteria and
the level of mastery you achieved in executing these (see holistic assessment rubric below
the grading criteria for these levels).
Grading Criteria
Deliverable 1: Progress Report (25 points)
1. Format and Document Design. Memo report is formatted according to the following
standard conventions for this workplace genre:
1.1. Heading identifies the document as a Memo or Memorandum, specifies the
recipient; the date sent; and subject.
1.2. Smaller, secondary page heading with page number are on all pages after the first
to both identify the document and let readers know where they are at in it.
1.3. Lines are single-spaced, left-justified paragraphs (no indent) using one line of blank
space to separate paragraphs.
1.4. CRAP principles (contrast, repetition, alignment, and proximity) have been applied
to create visual hierarchy for information being reported. Reader can easily find
and revisit this information.
2. Content. The body of the progress report answers the following questions:
2.1. What is the public policy issue you chose and why (i.e. why are you interested in
this policy issue?)
2.2. Who are the stakeholders you have identified?
2.3. What research tasks have you completed to date?
2.4. What work remains to be done?
2.5. Have you encountered any difficulties or obstacles to completing the research? If
so, what have you done to solve the problems in completing research?

Deliverable 2: Research Dossier(25 points)
1.1. Organization and Content. Evernote (or OneNote) dossier is organized using titles
and headings and/or subheadings that dentify clipped content with analysis notes
as to how the source material fits within a stasis theory category or more than one
category. Writer has included a bibliography citation entry using a standard
documentation style.
1.2. Analysis Notes. Writer has composed notes useful to understanding how data
collected might be presented in the formal report based on the four categories of
Stasis Theory.
1.3. Mechanics. Writer is free of noticeable error.
Deliverable 3: Formal Report (100 points)
1. Format and Document Design.

3. Content. writer has effectively achieved purpose and met the needs of the audience in
the following sections of the white paper:
3.1. Title Page uses design elements to create visual appeal.
3.2. Table of Contents can be automatically updated, or if manually done, the table
uses dot leaders that are properly aligned, and TOC is balanced on the page.
3.3. Abstract concisely and briefly summarizes the four parts of an informative type
abstract (purpose, methodology, results, and conclusions).
3.4. Introduction is specific and concise in describing the public policy
issue, stakeholders, and specifically states the research objectives.
3.5. Methodology specifically states how the research was conducted,
including how stakeholder and stasis theories were applied.

3.6. Results /Discussion is organized using a divided or alternating pattern or other
logical arrangement. Claims are supported by evidence and connections to this
evidence are clear. Writer does not take a position on the policy issue but rather
presents an objective analysis of the data based on applying stakeholder and stasis
theories. Visuals and graphics support purpose and are labeled, captioned, referred
to in the text, and text is wrapped.
3.7. Conclusions. Writer has drawn one or more conclusions from the analysis.
4. Mechanics: writing is free of noticeable errors.
Deliverable 4: Presentation (25 points)
5. Slide design. Slides are designed according to CRAP principles and best practices of
oral presentations.
6. Presentations are max 7 minutes. Presenter is prepared, connects with the audience
(doesn’t read off the slides), and concisely explains their findings from the report.
