It proposes applying three models to build fiber networks: 1) The barn-raising tradition of communities building infrastructure together. 2) The startup approach of Web 2.0 companies like Twitter that launch with no business model. 3) Bundling broadband and smart grid networks to share costs and customers. The goal is to empower consumers and make them the center of the model, rather than traditional network providers.
