To help address the issue of child abuse, the document recommends implementing the evidence-based Positive Parenting Program (Triple P) model, which has been successful in other similar low-income rural populations by enhancing parenting skills.
Social work students from Oral Roberts University have partnered with a low-income neighborhood called Riverwood to serve as agents of community change since 1998. Students operate a neighborhood social service center providing resources like food and after-school programs. They also assist the neighborhood association with activities to improve infrastructure, reduce crime, and enhance education. Through these collaborative efforts, conditions in Riverwood have stabilized after years of decline.

Located in Central New York, Onondaga County Lyncourt, NY X Wikipedia Foundation, Inc., 2011 Lyncourt is a community that’s boundaries lie between New Court Avenue, Darlington Road, the train tracks behind the Syracuse China factory and Sehr Park, Lemoyne Avenue, Assumption and Woodlawn Cemeteries, and Grant Boulevard.
4. Lyncourt Lyncourt is located in the northeastern part of Syracuse, New York. When describing where Lyncourt is located, residents will tell you, “it is near Syracuse China.” Syracuse China was founded in 1871 and was once the leading manufacturer of home and food service china (as cited in The Glass Cottage, 2010). Many persons in the Lyncourt area were employed at Syracuse China and took pride in their craft. Libbey Glass Company purchased Syracuse China in 1995 (as cited in The Glass Cottage, 2010) and closed the facility in 2009. The factory now stands empty and for sale. The loss of Syracuse China has left a large hole in the community. According to the US Census in 2000: Total population: 4268 persons; 4,027 are Caucasian Median age: 41.4 (U.S. Census Bureau)
5. Syracuse China Factory vacated in 2009. Libbey Glass Company moved it’s production of restaurant china to Mexico. The impact to the community included unemployment, a loss in tax revenue, and left behind an empty building that once employed generations of china workers. Now the Syracuse China Factory is a rotting fortress of desolation and despair.
6. Assumption Cemetery Assumption Cemetery is located on the western edge of Lyncourt. Assumption is a Catholic cemetery with many beautiful statues and vaults. Assumption has rolling hills and multiple winding roadways lined with lush trees and lawns. Assumption is a quiet place to take a stroll.
8. For babies born from 2005 through 2007, the Onondaga county infant mortality rate per 1,000 live births is 6.6 (Morrow, 2009, p. 5). For Black infants, this rate is 14.5, compared to 5.2 for White infants (Morrow, 2009, p. 5). In Syracuse, the overall infant death rate is 8.3 per 1,000 live births, with 14.3 deaths per 1,000 live births among Black infants compared to 5.7 per 1,000 among White infants (as cited in Morrow, 2009, p.5). This data indicates that the disparity in infant mortality between Black and White infants is countywide and cannot be attributed solely to factors associated with living in an urban vs. suburban or rural area (Morrow, 2009, p. 5). Infant Mortality Nurses who work for the Onondaga County Health Department in the Healthy Families Unit maintain records and investigate infant deaths which include premature birth, Sudden Infant Death Syndrome, violence, and disease. They also connect with families to help in the grieving process. The nurses also educate women who are pregnant in nutrition, expectations of pregnancy, labor, and delivery, infant care, breastfeeding, “back to sleep” program, and immunizations. The nurses are also responsible for follow-up to women who have babies that are born prematurely or underweight. They follow babies up to 2 years of age if needed.
10. Lyncourt Fire District Lyncourt Fire Department is a volunteer run organization and operates out of one facility. The fire house is located in the center of Lyncourt on Court Street. There are approximately 50 volunteers who respond to fire-calls and emergencies on an as needed basis. Rural Metro Ambulance responds to medical emergencies in the Lyncourt area.
12. Lyncourt does not have its own police force. Lyncourt uses the Onondaga County Sherriff’s Department to maintain security and fight crime. (Onondaga County, 2001-2005)
13. Lyncourt School Lyncourt Union Free School District is a unique Pre-K through 8th grade district with a current enrollment of approximately 350 students. The district is located on the northern edge of the city of Syracuse in the town of Salina, New York. Lyncourt students attend high school at the nearby Solvay Union Free School District or one of the many local private or parochial high schools. (Lyncourt Union Free School, 2009)
14. Lyncourt School, Pre-K – 8th GradesU.S. Census 2000 statistics: 2,456 persons have graduated high school or higher (U.S. Census Bureau). Most children walk to Lyncourt school.
15. Lyncourt Churches Lyncourt has two churches located on Court Street. Saint Daniels Church observes the Catholic faith and Lyncourt Wesleyan church observes the Wesleyan faith. Each church is open to the public and has religious services throughout the week. Each of the Lyncourt churches have multiple outreach programs to local parishioners. Lyncourt Wesleyan Church has a Burmese Bible School which trains Burmese refugees to become pastors. These pastors go on to minister to the Burmese population in the Syracuse, Utica, Western NY areas, and worldwide. 62% of Lyncourt residents classify themselves as Catholics (as cited in City-Data, 2011).
17. Lyncourt Wesleyan Church The high refugee population that attend Lyncourt Wesleyan Church is mainly Burmese. The community health nurse along with Catholic Charities makes a connection with Refugees to promote health. They also help refugees connect with healthcare services in a systemic manner (Morrow, 2009, p.55).
18. Sehr Park Sehr Park is located on the northern edge of Lyncourt. It is a facility that has picnic areas, an in-ground pool, playgrounds, tennis and basketball courts, and soccer fields. The park is run and maintained by the Town of Salina. The park is open to residents of Lyncourt and the Town of Salina. Sehr Park is open year round and provides opportunities for increased physical activity.
19. Sehr Park The community health nurse promotes health. Obesity is a concern in the Lyncourt area. A focus on increased physical activity, decrease in smoking, and better nutrition is an important factor in health promotion.
20. Homes in Lyncourt There are multiple single family dwellings along with apartment complexes in Lyncourt. Tree lined streets create a feeling of security and protection from the elements. Most streets have sidewalks that allow for safe places to walk and for children to play. Most residents use personal cars to commute to and from jobs. Centro bus services are available on a regular schedule along Teall Ave and Court St. The Amtrak station is three miles from Lyncourt.

Homes in Lyncourt Housing condition is another important factor of the physical environment relating to health. 65% of the houses in Onondaga County were built prior to 1970, which increases the risk of lead poisoning( Morrow, 2009, p. 13). In addition, of nearly 8,000 homes screened for radon in Onondaga County in 2008, 47% had levels above 4 pCi/L, the action level recommended by the Environmental Protection Agency (as cited in Morrow, 2009, p. 13). County Health Nurses provide lead screening and visit homes where children who have been identified as having high lead levels. They teach parents on prevention and safety along with follow-up for children with lead poisoning.

25. Lyncourt Business Districts Lyncourt business districts are home to multiple businesses. Lyncourt has three business districts that run along Teall Avenue, Court Street, and New Court Avenue. These businesses offer various services to the community which include restaurants, a bakery, hair stylists and barber shops, florist shop, fabric store, antique store, veterinarian, vehicle repair and detailing, dance studios, corporate interior design dealer, wine distributor, and specialty products stores. Two restaurants in the Lyncourt area are diners, along with one pizza shop, and one Mexican restaurant. According to U.S. Census 2000: 2,077 persons 16 years old and over are employed Median family income in 1999: $42,105 Individuals below poverty level in 1999: 432 (U.S. Census Bureau)
29. Lyncourt Medical Facilities Lyncourt has three medical facilities that include ophthalmologist's, doctor’s, and dentist’s offices. Local hospitals include the VA Hospital, St. Joseph’s Hospital, Crouse, University Upstate, and Community General. All hospitals are within a short drive of Lyncourt. County Health Nurses have clients throughout the Lyncourt area. Access to care is problematic and issues include lack of insurance, high cost of care, transportation and language barriers, burdensome paperwork, a shortage of primary care providers, and a lack of providers who accept Medicaid or Medicare (Morrow, 2009, p.31). Hypertension, Diabetes, Cardiovascular Disease, Cancer, and Communicable Diseases are selected diseases that are prevalent in Onondaga County and the Lyncourt area.

32. Lyncourt is an area of diverse health needs. Lyncourt’s close proximity to the City of Syracuse allows its’ residents to have access to various healthcare centers. The closing of Syracuse China has been a great loss to the community, but also has minimized the amount of air pollution. Lyncourt has parks and cemeteries that allow biking, walking, and sports. Community health nurses promote health while advocating for residents. Community health nurses educate Lyncourt residents and collaborate with healthcare providers while monitoring health disparities.
