INFLUENCES OF POLICIES ON HOUSING SUSTAINABILITY: CASE OF A DEVELOPED COUNTRY
This paper explores influences of housing policies on housing sustainability, including multi-level
transition process for housing energy efficiency. Important structural barriers experienced by housing
stakeholders in implementing essential conditions for housing energy efficiency; and changes critical for
strategic performance of housing sector are discussed. A mixed methodology was used to identify effects on the
England housing organisaiton’s operational capabilities. The important barriers were evaluated by a survey
distributed to the stakeholders throughout the England demographics; and housing experts were employed
through Delphi method to highlight strategic capabilities required by the organisations to optimise their
performance for energy efficiency. The findings were used to develop a conceptual model for “improved energy
efficiency” for sustainable housing which explicitly embodies essential conditions, important structural barriers
and stakeholders’ perspective into one congruent relationship model.
Our Energy Guelph Community Engagement Results
Our Energy Guelph (OEG) is a community-led group established by the Guelph City Council to determine stakeholder priorities, establish metrics for progress, & update Guelph's Community Energy Initiative.
During the spring and summer of 2017, OEG engaged with community members, seeking input into Guelph’s community energy plan. Community engagement represents one of three primary inputs and activities that will come together to inform Guelph's community energy plan.

Property Assessment Clean Energy (PACE) Financing
PACE financing districts allow property owners to finance energy efficiency projects through property tax assessments. Local governments form districts under state PACE legislation and partner with local trades to market projects. Property owners can then access financing funds with little to no upfront costs and pay back assessments through utility bills. Payments are fixed and low. This benefits both property owners through energy savings and local governments through increased energy capacity and reduced consumption goals.

Property Assessment Clean Energy (PACE) Financing
PACE financing districts allow property owners to finance energy efficiency projects through property tax assessments. Local governments form districts under state PACE legislation and partner with local trades to market projects. Property owners can then access financing funds with little to no upfront costs and pay back assessments through utility bills. Payments are fixed and low. This benefits both property owners through energy savings and local governments through increased energy capacity and reduced consumption goals.

The city of Leominster has been working towards sustainability for over 20 years through various key planning documents including a 1998 Growth Management Plan and one of the state's first Open Space Plans which preserved over 2000 acres of land around the city's watershed. As the legislative assistant to the Chief Administrator for Riverside County some of the key functions include monitoring pending legislation, conducting research, drafting legislation, giving advice and counsel, and making recommendations.
Identify the policy issues;
Riverside County has experienced negative propaganda on our water quality. However, Riverside County provides an annual drinking water quality report to ensure full transparency, clear communication, and information on how the county’s water met or surpassed all state and federal drinking water quality standards each year. Although Riverside County meets the quality standards each year, California’s booming population growth is impacting Riverside County drinking water quality sustainability. The following is a brief for a new water management policy to help sustain water quality in the County, which includes the development of a new drinking water treatment plant. The proposed drinking water treatment plant will also reduce the region’s dependence on imported water and eliminate as many contaminants in drinking water for public health. In addition, the county could potentially sell water to neighboring counties and the agricultural sector to help increase local revenue to the county.
Identify the stakeholders (public and private) and concerns
· Government agencies and agents – Local and state elected officials (e.g., mayors, county supervisors, etc.); local municipal water board; Western Municipal Water District; the State Water Resources Control Board, Environmental Protection Agency, Department of Water Resources, Water Management Group, Public Health Officials, Water Utility Company in Riverside County, State water quality control board, and local land management and recreation agencies. Potential concerns may include the following: jurisdiction disputes; competing and conflicting existing public policies and regulations; differing political opinions regarding solutions to water crises; access to needed capital to develop and run proposed drinking water treatment plants; and unanticipated future operating expenses.
· Private sector – water study groups; local business and landowners; energy companies; and agricultural land groups; and legal counsel and experts. Potential concerns may include the following: land-right disputes; competing energy industries (traditional vs solar) and loss of revenue; operational constraints due to potential new regulations; and fear of increased operating costs due to added taxes to help offset costs of new drinking water treatment plant.
· Non-profit sector – environmental organizations, preservation and advocacy groups. Potential concerns may include the following: safety and water quality, and the capacity to support a three percent growth every year through 2045. Management of hazardous waste and environmental pollutants and impact on climate change due to large amounts of electrica.
How to reach the hard-to-reach (energy users)?
Energy efficiency is sometimes called "the greatest market failure of all times" - it makes so much sense, is imperative to achieve the energy transition affordably, and yet it remains difficult to achieve the energy efficiency potential that technological and policy innovations promise to deliver. Is this because our technological and policy advances fail to reach all energy users in the same way? We believe that there is a significant percentage of the human population who can be regarded as “hard-to-reach (HTR) energy users”. These are the people policymakers, utility programme managers and research experts often struggle to engage with when designing and rolling out technological and behavioural interventions. Their barriers and needs are different to those "lower hanging fruit" energy users we understand well. This HTR audience segment becomes even larger once we expand from hard-to-reach individuals and groups in the residential, to those in the non-residential, particularly the commercial sector – especially if we look across all fuels and energy services, including mobility. This, potentially very large energy user segment is the focus of this new research collaboration and we present our first findings in this webinar.
Case Study: RE-AMP and Midwest Energy News
