This document provides guidelines for companies to develop an effective Export Management and Compliance Program (EMCP) in order to comply with U.S. export control laws and regulations. An EMCP includes both operational export compliance policies and procedures as well as a written set of guidelines. The guidelines recommend key elements for a comprehensive EMCP, including management commitment, risk assessment, a written EMCP manual, compliance training, export screening procedures, recordkeeping, monitoring and auditing, and handling compliance issues. Developing a tailored EMCP is important for companies to contribute to national security while protecting their business interests through consistent export compliance.
