Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. o 5% of England’s 2.3 million fuel poor homes reach the
Band C standard.
o Raising standards will cut bills significantly.
o Legal obligation for as many fuel poor homes as
reasonably practicable to be raised to Band C energy
efficiency rating by 2030.

o The Energy Efficiency (Domestic Private Rented
Property) Order 2015 No. 799.
o The regulations now approved by Parliament and are
law.

21. Private Rental Sector - New Legislation
o April 2016 - residential private landlords will not be able
to refuse a tenant’s request for energy efficiency
improvements where subsidies are available to pay for
them
o From April 2018, private domestic and non-domestic
landlords to ensure at least an ‘E’ EPC rating - Or
o Landlords must have installed those improvements that
could be funded using subsidies, before granting a
tenancy to new or existing tenants
22. Private Rental Sector - New Legislation
o Any energy efficiency improvements must be
financeable without any compulsory upfront cost to
the landlord.
o These requirements will apply to all private rented
properties – including occupied properties

24. Deregulation Act - New Legislation
o From 2016 landlords prevented from renting
properties that have an EPC rating of F or G.
o Further legislation designed to prevent landlords
taking retaliatory action against tenants who request
improvements
Legislation to protect tenants will increase demand
for EPCs in the private rented sector.
25. Deregulation Act 2015
o Became law on 26 March 2015.
o The Deregulation Act 2015, provides for the
“removal of burdens on business, civil society,
individuals, public sector bodies and the taxpayer”.
o Section 33 makes significant changes to Section 21
of the Housing Act with the intent of preventing
‘retaliatory eviction’.
26. Housing Act 1988 Section 21
o Section 21 of the Housing Act 1988 allows a landlord
to terminate an assured shorthold tenancy giving 2
months’ notice without reason.
o The Act also allows, if certain conditions have been
adhered to, to accelerate the possession and a Judge
has little discretion not to grant possession.
27. The Implications of Change
o Deregulation Act, Section 33, prevents the landlord
from serving a Section 21 notice until the landlord has
complied with the relevant legal obligations such as the;
o condition of dwellings,
o the health and safety of occupiers of dwellings,
o the energy performance of dwellings and that
information has been provided to the tenant.
o Section 33 of the 2015 Act applies to assured shorthold
tenancies in England granted on and after October 2015
