Causes and reasons for selecting the
problem
On the Basis Of the Survey That We conducted in our Premises We Found that
the Informal Sector was mainly Suffering from the following Hardships:
• No basic amenities
• The rampant corruption ,pilferage etc
• No legal support
• Lack of education
• Suppression of the Employers
• No social awareness
• We are selecting this problem to raise the voice of the weak.

• All informal sector employees should be provided with a
smart card.
• Benefits of card-subsidized ration, transportation, health
services, education, legal services, insurance & skill
enhancement.
• The card will include –Photo I.D ,Personal Details; and a
Microchip Module that would hold the record of the Usage
History of the Above mentioned services.
• The usage History would help the government Agencies to
keep track of the Card Usage and It’s Rightful and efficient
Usage.
• In Addition To the Above mentioned Data, The smart card
would contain The biometric Identity of the card
holder(retinal scan etc ), An alphanumeric Code which would
be renewed every Six Months So as Ensure that It doesn’t
get Misused.
Our Innovative Solution: One Unique
Card To all Services And Solutions
• It would be Obligatory for Every Employer to Keep a
record of the Data Collected from the smart cards of it’s
employees and to send the same to the Concerned
Government Agencies.
• The NGOs can act as the De-facto Scrutinizers, Looking
after The proper Implementation of the Proposed
Process at grass root level.
• Further to ensure More Efficiency and Transparency
every card Holder Would Need to get His card
“Recoded” every time he changes his job , city or any
other Entry which could might affect the credibility of
the Card.

Economic
The proposed solutions could cause huge strain to our already bleeding exchequer.
The humungous percentage of workers in this sector are floating in nature thus a
nightmare to any economist drafting a policy for them .
The workers are distributed in a number of sectors & have varied economic
backgrounds, so there can be no blanket solution for them, rather we would
require horses for courses approach.
The deplorable condition of public infrastructure ,PDS, heath services etc makes the
operational cost of any proposed solution manifolds.
The rampant corruption ,pilferage etc results in failure of any proposed solution.
Political
As the sector is unorganized, it is politically less attractive sector
for politicians or political to vouchsafe their causes or
implement proposed solution.
There is lack of internal political organization in this sector, thus
there is a lack of proper channel to convey the problems to
the state or the proposed solution from the state.
The politician many a times serve to the vested interest of their
fundraiser, who need to exploit the unorganized sector of
their own economic enrichment.
The political dynamics in India is governed more by identity and
emotions rather than just facts, thus political bosses find it
easy to churn up emotive issues and whip of the rhetoric
rather than address real demands of the polity.
Social
• Illiteracy, superstition ,lack of rational thinking etc makes
implementation of any proposed solution a cumbersome
task
• Due to economic and other hardships in life a lot of social
vices have crept into people in this sector, for holistic
betterment of people in this sector their eradication is a
must.
• At subsurface level there is a raging class struggle where
the have's want to maintain status quo and have not want
change, any proposed solution require cooperation of both.
• The reluctance in acceptance of failing the people in this
sector by our political class in particular and public in
general
