Indonesia is the third biggest rice producing country in the world after China and India (Umadevi, 2012) and is the fourth most-populated country in the world after China, India and US (Population Reference Bureau, 2012). The country experiences problems of shortages of EE. The NER and the availability of EE are low. The NER varies for each province in Indonesia, i.e. around 40 - 60% but there are four provinces only about 20 - 40% (PT PLN - Persero, 2010 ). This is due to the limited capacity of the PP to meet the increasing demands of society and industry.
