 Formerly the CEO of U.S. Advisors, LLC, Kevin
Fitzgerald now serves as the CEO of Global Capital
Advisors, LLC, in San Francisco. One of Kevin
Fitzgerald’s professional interests is the EB-5
program, administered through the U.S. Citizenship
and Immigration Services (USCIS) since its inception
in 1990.
The purpose of the EB-5 program is to encourage
investments in the United States by qualified
individuals from other nations. To be eligible, each
foreign investor must prove that he or she created or
saved at least ten new jobs. EB-5 investments must
be worth at least $1 million, or $500,000 in rural areas

3. EB-5 Program
 If approved by USCIS, investors receive a
conditional two-year visa, which is subject to the
same national security precautions as other
visas. Visa holders must meet the growth markers
listed above.
EB-5 investments have proven helpful to the U.S.
economy. During the financial crisis of 2008,
foreign capital helped make up for budgetary
shortfalls in cities. These funds have benefited job
creation, municipal services, and infrastructure.
During fiscal 2013, EB-5 investments added
$3.58 billion to the gross domestic product and
helped create 41,000 new jobs.
