Scytl's e-Democracy platform has been used successfully in several European government projects to facilitate citizen participation in decision making. Some examples include the parliaments of Lithuania and Catalonia using it to gather input on legislation, over 14 universities across Europe using it to engage 500,000 stakeholders in higher education reform, and the city of Barcelona conducting a consultation of over 1.5 million voters on urban planning reforms.

1. References for the Scytl’s e-Democracy platform
Scytl’s e-Democracy platform is composed of four main modules, which have previously used
in different eDemocracy projects. Some of the most successful projects were this platform has
been used are briefly explained below.
Demos@Work
The overarching objective of this project is to facilitate the discussion between the Members
of European Parliaments and civil society on emerging policy issues that have a potential
impact on their countries.
The Parliament of Lithuania and the Parliament of Catalonia have been using Scytl’s Central
System and Citizen Web Portal to gather input from their citizens to use in their decision
making and legislative processes since 2007. Recent use of the platform at the Parliament of
Catalonia includes the drafting of legislation on banning smoking in public places throughout
Spain, while at the Parliament of Lithuania it was used to debate the introduction of Internet
Voting in the country.
MyUniversity
The objective of the MyUniversity project is to provide to university members and
stakeholders with the means to participate in the Higher Education decision making processes
at both national and European Union level to improve the quality of the decisions made by the
2. Council of Ministers that oversees the Bologna process which aims at unifying Higher
Education in the European Union.
The platform which is based on a Central System, Citizen Web Portal and eConsultations
module is being used by over 14 universities totalizing over 500.000 potential participants
from all across Europe such as Bulgaria, Lithuania, Sweden, Spain or Slovakia to interact and
obtain information from their students, administrative personnel and teaching staff during
their decision making processes. This information from each university is consolidated at a
European Level and used as input to the Bologna process.
City of Amposta
The City of Amposta (Spain) has been using Scytl’s technology composed of a Central platform,
Citizen Web Portal and eConsultations module since 2007, to bring citizens closer to their
elected representatives through various participation processes addressing specific topics.
The City of Amposta regularly publishes different information on the portal to inform the
citizens of the latest news and events and also uses the platform to carry out eConsultations to
collect and analyse citizens’ opinions.
The main goal of the participation processes that the City carried out last year was to collect
the thoughts and concerns of the citizens on how to improve the current city’s decision making
processes.
Consensus
Consensus is a project that aims at providing citizens with information and to foster their
participation in public life. Consensus facilitates the participation of all the citizens in matters
of public interest in municipalities that participate in the project using Scytl’s Central System
and Citizen Web Portal.
Currently over sixty municipalities of Region of Catalonia in Spain use the technology and the
project is planning on expanding that number on a constant basis.
Each municipality has its own platform where they can carry out their own participation
processes related to their current legislative processes. Citizen participation varies from
locality to locality, in some cases municipalities have been able to gather input from thousands
of their citizens allowing them to improve their decision making processes.
Government of Aragón
In 2008, the Regional Government of Aragón launched an interactive participation portal
based on Scytl’s Central System and Citizen Web Portal.
3. This portal allows the government to promote different participation initiatives among their
citizens, civil servants, and various interest groups. The portal is updated with information
related to the latest participation news and events from a local, national and international
perspective. The Government of Aragón carries out a wide range of online participation
processes and the input provided by the stakeholders has already been used in several
legislative processes, such as defining the list of services provided by the Aragón’s social
services or the violence against women.
The portal receives more than 500.000 visits a year and is updated daily. During its first year
online, more than 20 participation processes were carried out and hundreds of news and
references and thousands of images were published.
Madrid Participa
The objective of the City Council of Madrid was to increase the participation of its citizens in its
local referendums and consultations between 2004 and 2007, by adding new participation
channels using secure technologies. These technologies included, among others, Internet-
based voting systems accessible from uncontrolled environments (e.g. computers at home or
work connected on the Internet, mobile phones) as well as from controlled environments such
as polling places set up for the occasion.
The City Council of Madrid used Scytl’s eConsultations platform to carry out 23 participation
processes and more than 3,500,000 potential voters were involved in such
referendums/consultations.
Barcelona’s City Council
In 2010 the municipality of Barcelona organised a vast citizen consultation regarding changing
one of the City’s main streets: the Diagonal Avenue. The goal of the project was to receive
feedback from all citizens aged 16 or older on the different proposals provided by the City
council.
The project was the first major consultation in the city and the largest process of its type ever
at European level. The City used Scytl’s eConsultations platform to power the 100% electornic
citizen consultation.
To facilitate the voting process, the eConsultations system combined remote voting (via
Internet) with poll-site voting where voting terminals where setup.
The consultation that was carried out in May 2010 was open to over 1.5 million voters. The
citizen’s input was factored into the decision making process and the result was not to change
the Avenue.
