Environmental Policy
Your answers will be marked anonymously; do not write your name on any of your
answers. Answer all four questions. All questions are equally weighted.
1. The UK coalition government recently carried out a Comprehensive Spending
Review (CSR) to determine its spending priorities. Imagine you are director of
policy for the RSPB (a major UK conservation charity). Briefly explain:
a) What three things would you have lobbied the government to prioritise
in the CSR, and why?
b) How would you have persuaded the government to adopt your
proposals?
2. Read the following report from the BBC and answer the question below:
Nuclear power: Eight sites identified for future plants.
The government has identified eight sites in England and Wales as suitable
for future nuclear power stations while ruling out a further three. [BBC
Website, 18th Oct 2010]
Imagine you were the energy secretary Rt Hon Chris Huhne MP. Explain how
you would decide where to site 8 new nuclear power plants.
3. Read the following extract from the journal Science and answer the question
below:
Climate Talks Still at Impasse, China Buffs Its Green Reputation
“China...the world's biggest greenhouse gas emitter, has closed thousands
of inefficient coal-burning power units in recent months in a frantic bid to
reduce its energy intensity (energy consumption per unit of GDP) by 20%
from 2005 levels by the end of this year... At the Copenhagen summit last
December, China upped the ante, vowing to reduce energy intensity by 40%
from 2005 levels by 2020.” [Science, Oct 15th 2010]
China is not required to do these things by any binding international treaty.
Why has it done so?
4. If government policy was based on sound scientific evidence, would we still
need to elect politicians? Why?
