2. The Jones Act, The Merchant Marine Act of 1920 (Public Law 66-261), regulates
maritime commerce in United States waters and between United States ports. Significantly and
specifically, the Jones Act is protectionist, is the source for a noncompetitive environment, is
negative economic burden and is the source for high shipping costs for the noncontiguous states
of Hawaii and Alaska, the off-shore United States territories and possessions, American Samoa,
Guam, the Northern Mariana Islands, Puerto Rico, and the United States Virgin Islands.
The Jones Act Jeopardizes the Hawaii Economy & National Security, was shared with
me by Mr. John S. Carroll, Esq. and Mr. Michael N. Hansen.
With respect and gratitude, it is with distinct honor and privilege I introduce to you,
