Dear Secretary Bose:
By Order dated September 29, 2014, the Federal Energy Regulatory Commission (FERC or
Commission) authorized Dominion Cove Point LNG, LP (DCP or Dominion) to construct and
operate certain facilities that comprise the Cove Point Liquefaction Project (Project). Dominion
Cove Point LNG, LP. 148 FERC ¶ 61,244 (the “Order”).
As required under Condition Nos. 9 and 76 of Appendix B to the Order, DCP hereby submits the
updated status report and progress on the construction of the proposed systems for the Project.

1: Update on Federal Authorizations
Dominion has received all applicable authorizations under federal law for the Project.
2: Construction Status – Executive Summary
Construction status during the reporting period of May 2016:
For this review period, the following project completion status for the Maryland Facilities
has been accomplished:
• Engineering is 99.8% complete
• Engineered Equipment Procurement is 99% complete
• Construction is 38% complete
Offsite area B (OAB):
There was one barge equipment delivery during the month of May. The following pieces
of equipment were transported through OAB; high pressure knock out drum, north and
south cold flare knock out drums. Monitoring and maintenance of E&S controls continues
to ensure proper environmental protection.
Existing plant modifications:
At the terminal, work continued on modifications to the existing plant in the areas of the
jetty platforms and tie-in scope.
FERC authorized scope at the terminal:
At the terminal, work scope continued on foundations, grading, steel erection, equipment
placement, piping, tie-in’s, and electrical installation as described below.
FERC authorized scope at the Virginia Facilities:
Construction activities conducted during the May period included continued materials
delivery, site work, foundation work, piping work, equipment work, and building erection.
Work during the May reporting period coincided with an outage of the compressor station
and M&R station operations to facilitate construction and tie-in activities.

• Installation of cable tray under sub 18 and 21.
• Installation of batteries at sub-stations 20 and 21.

• Erection of the North STG and auxiliary boiler platform steel.
• Steel erection for the deaerator and feed water pump structure.
• Structural steel installation for utility and common racks.
• Concrete placement for the spare transformer pads.
• Erection of the pre-fab electrical building in the STG
area.
• Erection of the air compressor building.
• Pull cable from sub-station 21 to thermal oxidizer.
• Installation of the following equipment:
• Setting of the north and south STG control oil
tank/ module and pumps.
• Setting of the quench water pumps (2).
• Setting of the north CT train ACHE unit.

– Pretreatment pipe rack
– Main Liquefaction north/south, east/west pipe rack, fuel/flash gas pipe
rack and the lean gas pipe rack.
– Power Block utility pipe rack.
Piping – welding and installations:
• Installation and welding of piping systems in the following areas:
– Liquefaction:
• North/south and east/west pipe racks- Mixed refrigerant, propane,
natural gas, and utilities.

– Pre-treatment:
• North/south rack- Natural gas, flare, and utilities
– Power Block:
• Gas turbine buildings and common rack- Propane, mixed
refrigerant, and utilities.
– OSBL:
• North jetty and north/south flare- Flare and nitrogen.
• Installation of the concrete trough in the north/south pre-treatment pipe rack.
• Installation/testing of underground FW, RW, FG, blow down piping, DMW piping
and plant air piping (all underground piping is approximately 99% complete).
Electrical:
• Pulling of electrical cable between substations and utility power and lighting.
• Installing electrical tray at sub-station 19, throughout liquefaction and power block
area.
• Installation of bus duct in sub-station 18 and 19.
