This document provides a questionnaire to determine if an organization qualifies as a full participant in the CRC scheme based on their energy consumption and emissions. It asks if the organization is a parent organization, consumes over 6000 MWh per year, has emissions covered by a Climate Change Agreement, and if subtracting sub-organizations would reduce the master organization's emissions below 1000 MWh. It provides instructions on registering as a full participant if the criteria are met or on information disclosure requirements if not fully qualified.
