Discussion -1 100 Words A project is successful when it reaches its objectives and meets or exceeds the expectations of stakeholders. Stakeholders are people who are interested in or have a vested interest in your project. These are the people who are actively involved in the project or who have something to gain or lose from the project. When managing a project by adding lanes to a highway, motorists are affected stakeholders positively. However, you have a negative impact on residents who live near the highway during your project (with the sound of construction) and after your project, with far-reaching implications (increased noise and traffic pollution). It is essential to engage with appropriate and effective stakeholders in the project. The Department's strategic planning initiatives require the same commitment of stakeholders in partnership building, conflict resolution, and collaboration to develop a broader range of community and service-oriented projects. Stakeholder involvement in the project is essential because it is the crucial element of my project, as it is they who will determine the success of the pedestrian control project that I manage - as a project manager; the project implementation process is successful and productive. The method I will use to involve active stakeholders in my project is to raise awareness about pedestrian safety, hazardous areas and times, compliance with the rules of the road, the use of cell phones and iPods, and then signaling and orders (Stephen, 2017). The project developer, usually an official of the organization with the authority to allocate resources and enforce decisions concerning the project is a stakeholder. creates new opportunities for innovating governance and policy-making. These in-
formation and communications technology (ICT) developments affect all parts of
the policy-making cycle and result in drastic changes in the way policies are devel-
oped. To take advantage of these developments in the digital world, new approaches,
concepts, instruments, and methods are needed, which are able to deal with so-
cietal complexity and uncertainty. This field of research is sometimes depicted
as e-government policy, e-policy, policy informatics, or data science. Advancing
our knowledge demands that different scientific communities collaborate to create
practice-driven knowledge. For policy-making in the digital age disciplines such as
complex systems, social simulation, and public administration need to be combined.
1.1 Introduction
Policy-making and its subsequent implementation is necessary to deal with societal
problems. Policy interventions can be costly, have long-term implications, affect
groups of citizens or even the whole country and cannot be easily undone or are even
irreversible. New information and communications technology (ICT) and models
can help to improve the quality of policy-makers. In particular, the explosive growth
in data, computational power, and social media creates new opportunities for in-
novating the processes and solutions of ICT-based policy-making and research. To

In the USA the speed limits are set by the state. It also allows the municipals to enact limits which are low typically. The urban speed limit ranges 35mph.In the past five years, the High federal way Administration has been financing the establishment of better understanding about the speeds which vehicle should engage into. This was a result of the violation of speed zoning problem. The purpose of the speed limits is to tell drivers about the maximum speed which they should drive. Moreover very little agreement about the constitution of safe speed (Comino, Bottero, Pomarico, & Rosso, 2016).
In the survey which was done in the US, it shows that most drivers use high speed than the expected. Also, the speed is often set to be 10mph. When the speed limits are properly established, it fosters the compliance of the voluntary and reduces the high risk of drivers from accidents. The speed limits are sometimes set artificially low so that its result to ignorance and poor allocation of the resources. This may lead to losing respect in speed limits and also makes the Traffic laws been unfair. The same emotionally is raised to the public right the speed limits will reduce accidents and slows down the traffic.
Most of the drivers’ compliance with the poor speed limits, in most urban areas five drivers exceeds the posted speed. Most of the US Street the speed limit ranges from eight to twelve. An organization cannot function alone and it requires the support of all the stakeholders. A critical element of developing strategic leadership is the analysis of the stakeholders. It helps to determine how to strengthen the relationship for optimum gain (Joyce & JOYCE, 1999, p. 32).
There are two broad types of stakeholders, internal and external stakeholders. Internal stakeholders impact the organizational function from within. For instance, employees and board members are internal stakeholders. External stakeholders influence the organization from without. Examples of external stakeholders are communities and the media. They have a stake in determining the value of the organization. The level of influence, amount of power, level of interest and capabilities of the stakeholders vary (Marr & Creelman, 2011, p. 79). They have strong, moderate or low influence and interests in the organizational function. Some are highly active while others are latent and apathetic. It means that the stakeholders cannot be treated equally in any given project. The have to be classified into different categories through stakeholder analysis. Classifying them helps the organization to develop successful strategies for enhancing the relationships (Joyce & JOYCE, 1999, p. 34).

I would consider involving stakeholders in health program planning. Stakeholders have the ability to provide ideas and aidin the creation of potential solutions (Ferreira,et al., 2020). In most cases stakeholders are from various backgrounds; they therefore look at issues from various perspectives.this allows opposing viewpoints to be expressed and also discussed. Engaging stakeholders from the planning stage, maximizes the chance of project success through the final execution. They may as well aid in preventing unforeseen problems (Michnej, & Zwolinski, 2018). They have a great influence on the community of animal lovers, thus it is imperative to have an advocate instead of an adversary.
I would consider facilitating stakeholder’s involvement through maintaining open communication. The stakeholders need to be updated on the organization’s core purpose. It is essential to be consistent in the messages, and use them to show employees how they fit in the plan as well as how their contributions have aided in shaping the decisions made (Smith, 2017). Individuals that know what is expected as well as how they contribute tend to be more engaged and committed in comparison to those that do not. This project focus on the education training for adult individuals after the retirement period and those within the same age gap, whether under the retirement age or those who did not have jobs(McNeil, Frey, & Embrechts, 2015).
The reason for this project is laid on the fact that many adult individuals do not have the proper means of conducting themselves at older age limits, especially when their young ones are not present with them at home or within their reach. Normally they are forced to the adult care services, which is not within their needs and interests(Ward & Chapman, 2003). This happens just because of lack of adequate knowledge and skills to operate and run their lives effective at this stage of living. The project is thus aimed at equipping these older people with necessary skills for appropriate societal stays and cope up(McNeil et al., 2015).
Risk management scope and objectives
Some of the risks which are likely to occur in this kind of project include the low turnout of the targeted adult population, the budget estimate for the program may be too low to sustain the number of days which the project is meant to last(Lock, 2017). Failure in the approaches to make the adult learners be interested in the project may be another risk as it is quite hard to draw the interest of the adult(Larson & Gray, 2013).
The scope of this management is to cover all the aspects of the predicted risks and reduce their chances of occurring. Therefore, the end result is to see that all the adult target for this project has all the capacity to attend the processes involved without the limits caused by the management. The aim of the project is to ensure that the project is conducted with least possible chances of failure.

Powers of the Supreme Court
There are a number of Supreme Court cases that have significantly impacted law and public policy. As you progress through the course, you will review many of these cases. For this Discussion, you are asked to consider the significance of the
Marbury v. Madison
case.
In the presidential election of 1800, Thomas Jefferson defeated the incumbent president, John Adams, a Federalist. Before John Adams left office, he appointed judges and justices of the peace for the District of Columbia who also were Federalists. All of the appointments for the new judges and justices of the peace were approved in a mass Senate hearing. However, four of the justices of the peace did not receive their commissions before John Adams’ presidency was over. One of these justices of the peace, William Marbury, petitioned the Supreme Court to force James Madison, the new Secretary of State under Jefferson, to deliver his commission. Marbury cited the Judiciary Act of 1789 which gave the Supreme Court the power to take such an action. In the end, Chief Justice John Marshall of the Supreme Court declared that the Judiciary Act of 1789 was unconstitutional and then denied Marbury’s petition.
This decision was the first time in history that the Supreme Court deemed a legislative act to be unconstitutional. As a direct result of the case, the concept of judicial review was established and the checks and balances of the U.S. Government were further defined.

Role of the Supreme Court in Policy Making
While the U.S. Supreme Court is extremely powerful, theoretically, it is not able to create law or public policy in the way that Congress or the President does. However, the Supreme Court is able to review public policies or laws that are disputed and determine their constitutionality. Supreme Court justices must determine which cases or disputes to hear and then determine if the laws or policies in such cases are constitutional. If they rule that the laws or policies are unconstitutional, they make recommendations about how the laws or policies should be changed or adapted. In this way, the Supreme Court engages in policy making.

these activities. As the most crucial natural resource, its utilization by humans results in different
'Land uses,' which are determined by both human activities and the physical characteristics of the
land.
The utilization of land is impacted by human needs and environmental factors. In countries
like India, rapid population growth and the emphasis on extensive resource exploitation can lead
to significant land degradation, adversely affecting the region's land cover.
Therefore, human intervention has significantly influenced land use patterns over many
centuries, evolving its structure over time and space. In the present era, these changes have
accelerated due to factors such as agriculture and urbanization. Information regarding land use and
cover is essential for various planning and management tasks related to the Earth's surface,
providing crucial environmental data for scientific, resource management, policy purposes, and
diverse human activities.
Accurate understanding of land use and cover is imperative for the development planning

Stakeholders are people who are interested in or have a vested interest in your project. These are the people who are actively involved in the project or who have something to gain or lose from the project. When managing a project by adding lanes to a highway, motorists are affected stakeholders positively. However, you have a negative impact on residents who live near the highway during your project (with the sound of construction) and after your project, with far-reaching implications (increased noise and traffic pollution). It is essential to engage with appropriate and effective stakeholders in the project. The Department's strategic planning initiatives require the same commitment of stakeholders in partnership building, conflict resolution, and collaboration to develop a broader range of community and service-oriented projects. Stakeholder involvement in the project is essential because it is the crucial element of my project, as it is they who will determine the success of the pedestrian control project that I manage - as a project manager; the project implementation process is successful and productive. The method I will use to involve active stakeholders in my project is to raise awareness about pedestrian safety, hazardous areas and times, compliance with the rules of the road, the use of cell phones and iPods, and then signaling and orders (Stephen, 2017). The project developer, usually an official of the organization with the authority to allocate resources and enforce decisions concerning the project is a stakeholder. The customer, subcontractors, suppliers and sometimes even the government are stakeholders. The project manager, members of the project team, and managers of other departments in the organization are also stakeholders. It is important to immediately identify all the

However, these cities experience a significant problem in traffic flow. This assessment tends to look for solutions for managing pedestrian traffic flow in a famous downtown metropolitan district. As a project manager, I will look for ways of engaging several stakeholders. The best people way to manage the city population is to involve relevant stakeholders. These stakeholders include urban planners, pedestrians and the city authorities. This is because these are the people who will determine success in this project. The best process of engaging stakeholders includes a trivial process. This is the necessary process for engaging stakeholders. The trivial process consists of five components ranging from identifying, analyzing, planning, acting and reviewing of stakeholders (Houghton & Stevens, 2011). Influencing strategy is the second strategy. In this strategy, I will influence my stakeholders positively. This is the most crucial strategy because most city authorities may not realize
- 3. the problem because it is experienced in most cities. In this strategy, I will select a wide range of engagement strategies that are open to me, like informing, collaborating, informing, coercing, consulting, appeasing and outvoting. Other approaches to engage my stakeholders is through soft power, reputation, attraction, and motivation (Axelsson & Granath, 2018). The third method is to engage core stakeholders. In our city, the core stakeholders include pedestrians, local authorities, and city planners. Through these stakeholders, we can identify many tools and spaces available in the cities. Moreover, this method is more professional because we will be looking to build alliances and coalitions (Houghton & Stevens, 2011). Another strategy of engaging stakeholders is to engage them rather than managing them. I will look for ways engaging them respectfully and optimize the chances of influencing choices. Local authorities and city planners tend to practical. By engaging them, we will find formidable solutions for reducing the pedestrian population (Ielite et al., 2015). Discussion -3 100 Words The role of the stakeholder in policymaking in entities is one that is gradually growing. This has meant that policymakers have to find ways to engage the stakeholders in the coming up of new or review of existing policies. (Herremans, I. M., Nazari, J. A., & Mahmoudian, F., 2016) contends that "the relationship that exists between the policymakers and the stakeholders is an important one and where there is continued engagement sustainability can be achieved". A good policy is as good as the process that was used to develop it and who was involved or not. One of the measures that I would take to ensure engagement with the stakeholders is to hold meetings with the pedestrians themselves as a way to hear what they have to say. According to
- 4. (Payne, S. L., & Calton, J. M., 2017), “participation by those affected by a policy grows its acceptance rate and this can determine the success of the comprehensive policy”. The input of the pedestrians is very important because they are the ones who will be most affected when the policy comes into effect. Engagement with this class of stakeholders will form the basis upon which the policy will be established. Another measure to facilitate engagement with the relevant stakeholders is to hold workshops and seminars with the intent of getting to hear the feedback and an opportunity to get opinions on the state of the policy. Such a measure would be a target of stakeholders such as those from the private sector who might have opinions that would be worth implementing. Another measure that would be a good way to engage with stakeholders is through the use of the different media platforms. The media have a unique role to play as they can be used as a way to ensure there is stakeholder engagement.
