Dear Reader,
Two years ago, JPI was approached with an academic paper entitled, “The Use of Incarceration in the United States and other Western Democracies,” by Douglas B. Weiss, M.A. and Doris MacKenzie, Ph.D. At that time and amidst a growing economic crisis, U.S. Senator Jim Webb was rallying people behind the formation of a criminal justice commission that would examine current policies and practices, with an eye toward creating recommendations for ways the U.S. could safely reduce its incarceration rate. We believed the work of Dr. MacKenzie and Mr. Weiss was important to this effort, in that it placed the U.S. criminal justice system in a larger context, giving the proposed commission a broader range of possibilities to contemplate. While people in the United States might feel that “there’s no place like home,” in many ways it is not so different from other nations and it’s possible that policies that minimize the incarceration rate in other countries might also work in the U.S. With this belief as our guidepost, we undertook the creation of a policy report that uses many of the initial comparisons made by MacKenzie and Weiss, adding other comparisons of specific phases in the criminal justice system to uncover the kinds of policies that might work in the U.S. The result is a compelling rationale for a number of recommendations for policymakers to consider when seeking to change criminal justice policies in the U.S.

Incentives or Mandates? Determinants of
the Renewable Energy Policies of U.S.
States, 1970-2012

ABSTRACT
Why might states adopt policy instruments of one type over another, and how does this
choice impact the overall portfolio of policy instruments a state adopts? To address these
questions this article examines renewable energy policy instrument adoption by U.S. states
and argues that states adopt instruments of different types based on their state-level eco
nomic, political, institutional, and cultural characteristics. I test these claims by examining
the tax incentive- and regulatory mandate-based policy instruments adopted to promote re
newable energy generation by U.S. states over a 40-year period. Using random effects
Poisson regression analysis, I find that state affluence, environmental movement organiza
tion density, and fossil fuel production predict the number of policies a state is likely to
adopt, while an affinity for a neoliberal ideology, U.S. senators environmental voting re
cords, and prior policy actions predict the types of policies a state adopts. These results re
inforce perceptions of economic factors as key predictors of renewable energy policy, but
also highlight the importance of less frequently examined cultural factors for explaining a
state’s portfolio of policies. These analyses offer a robust picture of the relationship between
tax incentive and regulatory mandates, the two types of programmatic approaches that have
dominated many policy domains in the United States over the past 40 years.

Research on renewable energy policy adoption has tended to focus on how U.S. states come to adopt
a particular policy instrument at a given point in time (Chandler 2009; Coley and Hess 2012; Daley
and Garand 2005; Fowler and Breen 2013; Huang et al. 2007; Vachon and Menz 2006; Yi and
Feiock 2012), or how a specific energy industry develops in a state (Campbell 1988; Jasper 1990;
Podobnik 2006; Sine and Lee 2009; Vasi 2006, 2009, 2011). Given that most U.S. states adopt mul
tiple, often very different, policy instruments within the same domain, this scholarly focus on single
policy instrument adoption sidelines important questions. For all we have learned about how states
adopt individual policy instruments, we know much less about the processes that shape the overall

Many of the current political, legal, and social debates in U.S. society center around diversity and its related issues. These debates, such as debates about the legality or morality of same-sex marriage or immigration policy, involve not only arguments regarding discriminatory treatment of particular ethnic groups or sexual minorities but also legal, economic, and religious questions and concerns.

Title
Each of these areas has a certain history in the United States, and students will be expected to be familiar
with that history to help formulate new and revised policies in their professional roles as members of the
criminal justice system.
Gau (2019) points out that reaching consensus on a definition of policy is a difficult task, and the author
utilizes a preferred definition from the Oxford English Dictionary. Before delving into the specifics of the
various criminal justice policies covered in this course, it is important to understand and differentiate between
a policy, a program, a project, and of course a law or statute. Once that task is completed, you will focus on at
least one methodology used to assess public policy and examine whether a current policy should be revised,
if it should be a planned revision, or if it is an unplanned revision, which has its own set of disadvantages.
Additionally, a seven-stage model for policy revision espoused by Welsh and Harris (2016) will be presented
as an effective method of addressing criminal justice policies.

is mainly concerned with policy effects rather than origins. Yet, like other
social policies, drug policy is a product of the legislative process, and its
variations, too, are shaped by the ways in which political institutions me-
diate the fortunes of policy agendas. Drug policy is also, like welfare poli-
cies, a way in which the state manages the socioeconomic risks faced by its
constituents.
This article presents a rationale for an analytical approach to drug pol-
icy grounded in politics and institutions. I propose a polity-centered analysis
that emphasizes the role of the state-its configuration and capacities, its
relationships with other institutional sectors and with its citizens-and the
legacies of previous policies, not only in drug control but in other, related pol-
icy areas as well. Such a perspective provides a more complete explanation
of drug-policy variations cross-nationally and over time than do approaches
that conceive of drug policy narrowly as a matter of criminal justice. Exam-
ining the evolution of drug-control strategies in this way also demonstrates
the potential for a new theoretical argument regarding policy development
more broadly: that institutional interests can cross policy domains, creating
potential administrative capacity for new policies and fostering linkages by
which one policy influences another.

These four components deal with the method providers are compensated as well as the amount. DRG (Diagnostic Related Groups) comprise of codes that represent different services with a respective price and play a crucial role in properly identifying the correct amount of reimbursement. RVUs (Relative Value Unit) calculate reimbursement amounts based on the CPT (Current Procedural Terminology) code.
Bundled payments reimburse providers with a predefined amount based on the service. For example, if a kidney transplant costs $20,000, then every time a provider performs one, they'll receive $20,000. This would account for everything involved in the process of the transplant.
This method of payment is very straight forward but could potentially cost the patient way more than necessary. Not every procedure is the same/ requires the same things. Patients that use a couple of the services in the bundle will pay the same amount as a patient that uses all of them. On top of this, providers can be underpaid in some situations, which could tempt them to disregard services within the bundle that the patient might actually need.

DRGs are important by processing payments and organizing data while RVUs is a unit that assigns the cost and difficulty of procedures. Capitation is when that the provider gets a set pay per customer/patient each month, no matter how much the patient spends. The downfall of this is that providers who treat very ill people are being paid the same as people who treat healthier people. Technically people who works more or harder will have the same pay as people who don't do as much, so the provider will want more healthier people to treat. A pro is that the payment system is very simple than compared to the complicated billing and coding.

Many of the current political, legal, and social debates in U.S. society center around diversity and its related issues. These debates, such as debates about the legality or morality of same-sex marriage or immigration policy, involve not only arguments regarding discriminatory treatment of particular ethnic groups or sexual minorities but also legal, economic, and religious questions and concerns.

Title
Each of these areas has a certain history in the United States, and students will be expected to be familiar
with that history to help formulate new and revised policies in their professional roles as members of the
criminal justice system.
Gau (2019) points out that reaching consensus on a definition of policy is a difficult task, and the author
utilizes a preferred definition from the Oxford English Dictionary. Before delving into the specifics of the
various criminal justice policies covered in this course, it is important to understand and differentiate between
a policy, a program, a project, and of course a law or statute. Once that task is completed, you will focus on at
least one methodology used to assess public policy and examine whether a current policy should be revised,
if it should be a planned revision, or if it is an unplanned revision, which has its own set of disadvantages.
Additionally, a seven-stage model for policy revision espoused by Welsh and Harris (2016) will be presented
as an effective method of addressing criminal justice policies.

is mainly concerned with policy effects rather than origins. Yet, like other
social policies, drug policy is a product of the legislative process, and its
variations, too, are shaped by the ways in which political institutions me-
diate the fortunes of policy agendas. Drug policy is also, like welfare poli-
cies, a way in which the state manages the socioeconomic risks faced by its
constituents.
This article presents a rationale for an analytical approach to drug pol-
icy grounded in politics and institutions. I propose a polity-centered analysis
that emphasizes the role of the state-its configuration and capacities, its
relationships with other institutional sectors and with its citizens-and the
legacies of previous policies, not only in drug control but in other, related pol-
icy areas as well. Such a perspective provides a more complete explanation
of drug-policy variations cross-nationally and over time than do approaches
that conceive of drug policy narrowly as a matter of criminal justice. Exam-
ining the evolution of drug-control strategies in this way also demonstrates
the potential for a new theoretical argument regarding policy development
more broadly: that institutional interests can cross policy domains, creating
potential administrative capacity for new policies and fostering linkages by
which one policy influences another.

Social injustices have serious consequences on the life experiences of individuals. This capstone essay challenges students from all three concentrations to discuss a current social injustice in the United States. Social Injustice vs. Social Problem
· A social injustice occurs when certain members of a society do not have access to an equal distribution of wealth and resources and are denied opportunities by an institution. Unfair treatment and denial of one’s civil rights may be based on one’s age, gender, sexual orientation, race, ethnicity or religion.
· A social problem is behavior that has negative effects on an individual. Addiction, partner violence and child maltreatment negatively impact an individual and may have consequences for their family and friends.
Drawing from previous coursework and prior research answer one of the following questions that apply to a social injustice in our society:

These four components deal with the method providers are compensated as well as the amount. DRG (Diagnostic Related Groups) comprise of codes that represent different services with a respective price and play a crucial role in properly identifying the correct amount of reimbursement. RVUs (Relative Value Unit) calculate reimbursement amounts based on the CPT (Current Procedural Terminology) code.
Bundled payments reimburse providers with a predefined amount based on the service. For example, if a kidney transplant costs $20,000, then every time a provider performs one, they'll receive $20,000. This would account for everything involved in the process of the transplant.
This method of payment is very straight forward but could potentially cost the patient way more than necessary. Not every procedure is the same/ requires the same things. Patients that use a couple of the services in the bundle will pay the same amount as a patient that uses all of them. On top of this, providers can be underpaid in some situations, which could tempt them to disregard services within the bundle that the patient might actually need.

DRGs are important by processing payments and organizing data while RVUs is a unit that assigns the cost and difficulty of procedures. Capitation is when that the provider gets a set pay per customer/patient each month, no matter how much the patient spends. The downfall of this is that providers who treat very ill people are being paid the same as people who treat healthier people. Technically people who works more or harder will have the same pay as people who don't do as much, so the provider will want more healthier people to treat. A pro is that the payment system is very simple than compared to the complicated billing and coding.

1. Suppy and Demand
The law of demand in economic terms is defined as a downward sloping curve on a graph where price is the y-axis and quantity is the x-axis. What we're going to see is as price goes down, quantity sold increases. So, as a product becomes more available at a lower price, people will tend to want to buy more of it, and therefore, the quantity demanded will go up.
The law of supply, on the other hand, is the opposite story. As the price increases, more producers will want to get into the market, which will affect how much product will be available in the market, because more people are coming in and trying to make a profit on the current price. As price goes lower, the law of supply says that the quantity will also go down.
1a. Market Price and Equilibrium
Market price
is the current price of a good or service at which a customer is willing to pay. Let's put our supply and demand curves together on a graph, and set the market price at the point marked with the dot. This will represent, given the current situation, what a customer is willing to pay.
hint Keep in mind that these things are always in flux, so you'll never see them static, like they're represented here. This is just for the sake of demonstration.
Equilibrium price
is the price at which quantity demanded and quantity supplied will meet. Recall where we set our market price, the price at which a customer is willing to pay given the supply of a particular product. What's going to happen is that the lines will move around until equilibrium is met, as shown below.
This is the price, given the supply and demand curves, where price will be at an equilibrium, all other things being equal.

1b. Surplus and Shortage
Surplus
is when there's more supply of a product than demand.
Shortage
is when there's more demand for a product than there is supply.
This is going to affect the price, obviously. Surpluses will mean lower prices, while shortages mean higher prices.
The size of a business is going to have an effect on how they can cope with surpluses and shortages. Larger organizations have more flex--more money--available, and they're able to look for more substitutions for a product than a smal.

unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.
