2. Denotified Tribes (DNTs), also known
as Vimukta Jati, are the tribes that were
listed originally under the Criminal Tribes
Act of 1871, as Criminal Tribes and "addicted
to the systematic commission of non-bailable
offences."
Once a tribe became "notified" as criminal,
all its members were required to register with
the local magistrate, failing which they would
be charged with a "crime" under the Indian
Penal Code.
The Criminal Tribes Act of 1952 repealed
the notification, i.e. 'de-notified' the tribal
communities.
This Act, however, was replaced by a series
of Habitual Offenders Acts, that asked
police to investigate a "suspect's" "criminal
tendencies" and whether their occupation
is "conducive to settled way of life." The
denotified tribes were reclassified as
"habitual offenders" in 1959.

4. The social and cultural character
istics of nomadic communities are
closely related with their economic
activities.
Most of the communities follow
a traditional system of moving
in groups of five to twenty with a
senior member who is responsible
for settling disputes, leading each
group.
Each of these sub groups travelled
independently on different routes
in order to earn their livelihood.
ln some communities there is a
system of meeting of meeting on
annual customary camping, where
reunions, marriages and even
cattle trading took place.
6. Historically, Nomadic Tribes and
De-notified Tribes never had
access to private land or home
ownership.
These tribes used forests and
grazing lands for their livelihood
and residential use.
These communities had "strong
ecological connections.
Many of them are dependent upon
various types of natural resources
and carve out intricate ecological
niches for their survival.
The changes in ecology and
environment seriously affect their
livelihood options.
8. People of these communities continue to be
stereotyped. A large number of them have
been labeled as a excriminal.They also face
alienation and economic hardship.
Many of the denotified and nomadic are
spread among the SC, ST and OBC but are
still not classified anywhere.
And they have no access to socioeconomic
benefits whether education, health, housing
and otherwise.
Grievances of this group include food,
drinking water, sanitation, poor infrastructure
etc.
Many also complain about not getting caste
certificates, not having ration cards, voter ID
cards, or else others.
There are many anomalies in terms of
identification of these communities, from
state to state.
There is lack of awareness, ignorance about
these tribes and about authority looking after
their grievances.
As result of these problems many
communities are facing decline in population.
10. RESERVATION

Keeping in mind the Lok Sabha
elections,
The 10 percent reservation for the
economically backward general
class has been implemented by
the Modi government at the center.
Whereas no political party and
government is concerned about
the 20 crore denotified and
nomadic tribes.
