Conclusions: what can we learn from grassroots innovation?
[ There is a wealth of innovation amongst the grassroots, and it takes various forms
[ Intermediaries play influential roles when they help the development of grassroots
niches
[ Does that development inserting grassroots ideas into conventional innovation systems,
or is it trying to transform those systems?
[ The dichotomy presented here is a simplification. Complex and dynamic innovation
hybrids are evolving and interacting.
[ Always ask, what are the power relations in these interactions? Whose priorities
count? Whose knowledge counts? Who controls resources?
[ These are inherently political questions – any transformation in innovation needs to be
democratic, though the different theories and forms of democracy is a topic for another
presentation!

  • 10. Conclusions: what can we learn from grassroots innovation? [ There is a wealth of innovation amongst the grassroots, and it takes various forms [ Intermediaries play influential roles when they help the development of grassroots niches [ Does that development inserting grassroots ideas into conventional innovation systems, or is it trying to transform those systems? [ The dichotomy presented here is a simplification. Complex and dynamic innovation hybrids are evolving and interacting. [ Always ask, what are the power relations in these interactions? Whose priorities count? Whose knowledge counts? Who controls resources? [ These are inherently political questions – any transformation in innovation needs to be democratic, though the different theories and forms of democracy is a topic for another presentation!

Somos un red de centros de investigación que forman un espacio interdisciplinario y internacional Tenemos centros en Buenos Aires, Beijing, Delhi, Nairobi, Stockholm, Brighton y Arizona – y compañeros en otros lugares, incluso Madrid! Nuestras investigaciones se parten de la concepción de que existen diversos caminos hacia differentes futuros sostenibles, con mayor o minor nivel de visibilidad en la sociedad actual La ciencia y la tecnología es un medio para conseguir los goles de aquellos futuros, pero la CTI no es un fin por sí mismo –juega su rol, pero no es arbitro de elecciones collectivas de las direcciones de desarrollo Son la relaciones del poder que influyen a los procesos que construyen conocimiento y al manejo de herramientas para futuros sostenibles, aunque conocimiento es una forma de poder que pueda cambiar a las relaciones de poder Como investigadores a STEPS, nos influyen estudios de desarrollo y estudios de ciencia, tecnologia y sociedad, y por eso queremos contribuir a los debates, y apoyar en la construcción de teorias y practicas para construir caminos mas justos socialmente Apuntamos a la necesidad de pensar en caminos plurales, las relaciones de poder, los valores sociales distintos, y la diversidad de innovaciones que resultan de distintos caminos y que interactuan, enfrentarse o apoyan uno a los otros
  3. Uno de los documentos de trabajo para la conferencia analiza el rol que juega innovación hacia futuros sostenibles. Hay temas importantes en este documento: partnerships, co-producción, nichos de experimentación, instituciones nuevas Para mi, el punto clave del documento es que hay que transformar a la innovación para tener la posibilidad de construir caminos mas sostenibles Voy a aprovechar del tema de innovación de base para ilustrar otra forma de inovacion, y plantear la idea que la transformación de innovación es politica, y por eso, deberiamos pensar en como construir modos de inovacion mas democraticos - justamente porque hay faltas democraticas en innovación de base tambien …

Definimos innovacion de base como Redes de activistas y organizaciones comunitarias creando soluciones para el desarrollo Soluciones que responden a la situación local y a los intereses y las valores de las comunidades involucradas Las comunidades se incluyen y tener control en los procesos de la innovación y la distribucion de los beneficios (y riesgos) A veces, las políticas para innovación olvidan incluir innovation de base porque normalment enfoquen en el desarrollo tecnológico para el mercado y la maximización de beneficios para empresas, com la idea de que tengan consequencias positivas para sociedad tambien

Podemos contrastar las caracteristicas tipicas de innovación de base con las carectaristicas de las normas de ciencia, tecnología y innovación ‘mainstream’: Aquí, hago el contraste en terminos de dimensiones de politicas, mecanismos, y conocimiento: Los actores predominantes en CTI son universidades, laboratorios publicos y privados, empresas, agencias de finanzas y inversion; los actores predominantes en innovación de base vienen de sociedad civil – ONGs, grupos de vecinos o de comunidades, movimientos sociales .. Los valores y prioridades para CTI son el avance de ciencia, ganancias expandidas gracias a nueva tecnologia; en contraste, los valores y prioridades para innovación de base tienen mas que ver con justicia social, inclusion social Los incentivos para CTI son la demanda del mercardo, normas y capacidades cientificas; y para innovación de base, son necesidades y aspiraciones locales, valores sociales, empoderamiento y solidaridad Fuentes de inversion en CTI vienene del estado, las empresas y el capital-riesgo; y para innovación de base, inversiones vienen de los organismos de ayuda, la financación comunitaria, y el estado los sistemas de propiedad intelectual capturan a los beneficios de los avances de CTI con; de contraste, muchas veces en el caso de innovación de base, el conocimiento es un recurso en común Los sitios principales de CTI son los laboratorios y institutos de I&D, las salas de juntas y de politicos; y para innovación de base, los sitios principales son proyectos comunitarios, las huertas de campesinos, centros sociales, fablabs y hackerspaces etc La CTI da forma a su conocimiento en terminos de teorias abstractos y conocimiento codificado que se puede aplicar a situaciones generales; La forma de conocimiento mas enfatizado es local, situado, tácito y improviso; Campos tecnologicos muy emblematicos para CTI son ICT, biotecnologia y nanotecnologia; y para innovación de base, son agro-ecologia, energia renovable de escala pequeña, vivienda, y agua Es obvio que he simplificado muchismo dos realidades muy complejos. Una presentacion que tuviera mas matiz, mostrara mucho mas diversidad y contradiciones dentro de cada forma de innovación. Pero mi objetivo aquí no es profundizar las realidades, es plantear dos dinamicos cuando buscemos puntes entre los dos mundos … Una dinamica es insertar facetas de las innovaciónes de base dentro de los sistemas convencionales de CTI. Para hacer eso, hay que llevar la innovación de sus sitios originales y convertirla en un objeto o producto que tiene sus estandares y su valor de mercado etc. Es decir, la innovación de base tiene que hacerse materia prima para los procesos institucionales de CTI La dinamica segunda moviliza la innovación de base para transformar mainstream CTI y sus instituciones – para repensar en una CTI mas abierta, participativa, y justa socialmente – con las agendas y la infraesructura de CTI mas decentralizadas bajo el control democratico Así, contrastamos una politica de tecnica con una politica de cambio estructural – y podemos pensar en las relaciones de poder entre las dos

Otra manera de pensar en innovación de base es como un nicho donde las normas son distintas, y podemos comparar estes nichos con las practicas cotidianas de ciudadanos, empresas, ingenieros etc etc y las normas de instituciones de sociedad hoy en dia … Por ejemplo, tenemos aqui una red de grupos y sus proyectos que destacan valores de participación abierta, sostenibilidad, desarrollo local, y goles sociales/publicos. La red busca condiciones para desarrollar sus proyectos segun de las normas alternativas de su nicho. Pensemos en agro-ecologia, fabricacion entre iguales, vivienda de autoconstruccion, o energia comunitaria Como pueden apoyar las agencias y instituciones de desarrollo a esta red de innovadores de base? Que actividades intermediarias existen? El apoyo se puede tomar formas distintas: Interemdiarios pueden apoyar a los proyectos en terminos de practicas tecnicas, informacion independente, finanzas, espacios y recursos para desarrollar Interemdiarios pueden Apoyar a la construccion de redes y partnerships entre proyectos, y entre proyectos y otros actores como partnerships con empresarios o organismos del estado o universidades o ONGs etc Interemdiarios pueden Apoyar a un aumento del espacio donde se puede practicar las normas de innovación de base: apoyo que tiene la forma de activismo y ejecer presión a sociedad para practicar etsas normas Recordando la diapositiva anterior, los intermediarios se involucran en estrategias y politicas de inserción y movilización. Todo depende de la perspectiva que tome el intermediario sobre las posibilidades del nicho
  8. Que roles pueden jugar los nichos en las transformaciones hacia futuros sostenibles y innovación mas democratica? De nuestras investigaciones, hemos encontrado tres perspectivas sobre las roles de nichos: La primera perspectiva es la gestión estrategica de soluciones nichos – en este caso, es obvio a todos que el ncho es importante, y vale la pena de apoyar el nicho. Así, el rol de nichos es como una incubadora, y el gol es mejorar la innovación para identifcar practicas recomendable y difundir las soluciones objetivas La segunda perspectiva reconoce la necesidad de argumentar para los nichos – no es obvio a todos que el nicho vale la pena. Entonces, hay que alinear las actividades del nicho con discursos influyentes en el mundo elite de politicos, negocios, y agencias de desarrollo. Hay que demostrar y persuadir a los poderosos que el nicho tiene soluciones que cuenten. Este rol tiene la consequencia que las soluciones se desarrollan en formas segun de los discursos, y van en algunas direcciones y no a otras La tercera perspectiva es la de nichos criticos – esta perspectiva es muy diferente. El rol de los nichos no es de abastecer soluciones que caben a las normas del mainstream. El rol que juegan nichos criticos es dibujar un futuro alternativo. Mientras las activistas les gustarian superar los dificultades de desarrollar mas su alternativo, lo que notan aun mas es como estas dificultades apuntan a problemas mas estructurales en sociedad – la falta de normas mas sostenibles, por ejemplo, o el control de inversion etc. Para estas activistas, su innovación alternativa es un simbolo de la falta de recursos para explorar un futuro sostenible y democratico. Con su inovacion, quieren movilizar alianzas con movimientos para expandir los espacios para su alternativo … Hay que mantenerse en un actitud reflexivo porque obviamente, las perspectivas dominantes en el nicho van a influir la direccion de la innovacion, y quizas es mejor tener las tres perspectivas en juego al mismio tiempo
  9. Que podemos aprender de las experiencias de innovación de base cuando estemos pensando en la transformación de innovation para futuros sostenibles? Hay una riqueza de innovación de base Juegan roles influentes los intermediarios cuando se dessarrollan los nichos de base El desarrollo tiene mas que ver con la insercion de innovaciones de base en sistemas de innovacion convencionales, o los goles de desarrollo de nichos tiene mas que ver con transformaciones a los sistemas mainstream La dicotomía en esta presentacion simplifica realidades de interacciones mas hibridas y complejas Entonces, siempre hay que preguntar: que son las relaciones de poder en estes interacciones? las prioridades de quien cuentan? El conocimiento de quien cuenta? Quien tiene control sobre los recursos claves? Fundalmente, estas son cuestiones politicos. La transformacion de innovacion debería buscar formas democraticas
