2. What is DCP?
The DepEd Computerization Program (DCP) is a program of
the Department of Education (DepEd) that aims to provide
public schools with appropriate information and communications
technologies (ICT) that would enhance the teaching-learning
process and meet the challenges of the 21st century.
The DCP is among DepEd’s efforts to raise the ICT literacy of
learners, teachers, and school heads by integrating ICT in the
school system by providing computer laboratory packages to
secondary schools and electronic classrooms to elementary
schools.
3. What are the Objectives of DCP?
The DCP aims to achieve the following objectives.
1.Provide ICT packages to public schools that are responsive to the
needs of the K-12 curriculum;
2.Integrate ICT in the teaching and learning process;
3.Raise the ICT literacy of learners, pupils, students, teachers and
school heads;
4.Improve computer-to-student ratio in the public schools, and
5.Improve the replacement cycle of ICT packages.
4. The DCP is among DepEd’s efforts to raise the
ICT literacy of learners, teachers, and school
heads by integrating ICT in the school system by
providing IT Package (E-Textbooks) and IT
Equipment for Senior High Schools (SHS) offering
ICT Track including 70 packages for Last Mile
and Disaster Response per Region.
5. The DCP also provides basic training on troubleshooting to
beneficiary schools upon delivery and installation.
Beginning last year, all DCP packages have blue exteriors, with
DepEd and DCP branding alongside the original device brand
to intensify the awareness of the DCP, as well as to deter theft
and pilferage of computer packages and their parts (which are
considered government property), DepEd launches the Blue
DepEd Computers, a new set of computing devices unique to
school-based computer units.
6. What are the Legal Bases of DCP?
The DCP currently complies with the following mandates:
1. DepEd Order 78, s. 2010, titled as Guidelines on the
Implementation of the DepEd Computerization Program (DCP);
2. DepEd Memorandum 122, s. 2016, titled as Implementation of the
DepEd Computerization Program for Batch 37 E-Classroom
Packages for Public Stand-Alone Senior High Schools; and
3. DepEd Memorandum 208, s. 2017, titled as Preparatory Activities
for the DepEd Computerization Program Batch 34—ICT Packages
for Un-energized Public Elementary and Secondary Schools in
Luzon and Mindanao.
7. DCP Package Inclusions
Devices that would be included in the DCP packages will depend on
the identified need of the recipient school based on the curriculum
offered in said school.
Under the DCP, schools receive information technology (IT)
equipment such as host personal computers, terminals, laptops,
projectors, tablets, uninterruptible power supplies, automatic voltage
regulators, network accessories, licensed software, and other IT
supplies.
The DCP also provides basic training on troubleshooting to
beneficiary schools upon delivery and installation.
8. School Readiness
To ensure that the recipient school would be able to maintain IT
equipment issued to them, Division IT Officers conduct a school
readiness assessment prior to delivery.
The school must have a dedicated and secure multimedia classroom
with proper electrical wiring and outlets with installation duly certified by
the municipal/city electrician; a sufficient number of computer tables and
chairs; at least two electric stand fans, and sufficient lighting, among
others.
Schools that have no access to the power grid will receive an alternative
computer laboratory package.

14. Rationale of Countermeasures
Since the inception of the DCP, DepEd received from affected schools multiple
incidents of theft involving computer packages deployed in those schools.
Such incidents range from break-ins to school premises and theft of devices, to
removal of parts from computer packages (peripherals, microprocessors, and the
like); DepEd has received incident reports of such cases since 2016, and have
been more rampant in the recent years, the most recent incident documented on
March 2018.
In an effort to intensify the awareness of the DCP, as well as to deter theft and
pilferage of computer packages and their parts (which are considered government
property), DepEd launches the Blue DepEd Computers, a new set of computing
devices unique to school-based computer units.
15. Blue DepEd Computers
Beginning this year, all DCP packages (starting with Batches 37, 38, 41, 42, 43,
and 44) will sport blue exteriors, with DepEd and DCP branding alongside the
original device brand.

17. The intention of such design is to indicate that the computer
unit, along with any of its parts, is government property,
and that mere possession of the unit outside of public
schools, including the removal of said unit or its parts
thereof, is punishable by law.
This is in addition to security measures imposed on and
implemented by the schools, including, but are not limited
to, the following: security personnel (barangay enforcers,
police officers, and/or private security guards), heavy-duty
locks/locking mechanisms, security cameras, and
strategically-placed security and emergency lights.

19. General Specifications
1. All equipment and components must be of the required level of
technology, new, compliant with the requested specifications,
responding to current quality standards in international markets,
manufactured by reputable and consolidated international brands,
reliable and fully adequate for the intended purpose.
2. All major components must have a unique serial numbers and e-
copy in Excel format shall be submitted to end-users.
3. All equipment markings, user manuals and electronic copies
must be in English.

5. All equipment shall conform and operate on the standard
electric supply in the Philippines configured to utilize 220Vac,
50/60 Hz power, type A & B power sockets, as appropriate in the
installation sites.
6. All equipment must be able to operate in the environmental
conditions of the different locations in the Philippines, especially
considering humid environments at temperatures ranging from
8°C to 45°C, dusty and moisty environments and frequently salty
air.
21. 7. All connections between components shall be ready to operate,
once installation is finalized.
8. All necessary cables, adaptors and connections must be
included and clearly marked, in order to facilitate rapid and
accurate assembly.
9. A certification from the Brand and product Manufacturer shall be
provided confirming that the proposed brand and product parts
will be available and serviceable for at least five (5) years after
delivery and acceptance of the goods.
22. 10. All information technologies must provide support for the English
language of the end-users
11. Imported products should pass international quality control
product standards and have international quality control product
markings such as CE, ISO, ASTM, ASQC, AFCIQ, ASQ, DGQ,
EOQC, IQA, and the likes, while locally-made products
(Philippine-made) should pass the local quality control product
standards and bear the PS mark.
25. Warranties:
1. A three (3)-year comprehensive and onsite warranty
for the whole IT Equipment package including
networking peripherals and for operation and
maintenance of all licensed software products will be
applied. The 3-year period shall reckon from the date
of issuance of the Certification of Final Acceptance by
the DepEd that the delivered goods and services have
been duly inspected and accepted (final acceptance).
26. 2. For the following consumable items, a standard/base
warranty or minimum of one (1) year warranty shall
be applied:
• Laptop and Tablet Batteries
• Headsets
• External Portable Optical Drives
• Optical Mouse for Laptops
27. Upon receipt by the Supplier of the Procuring Entity’s notice of any
claims arising under this warranty, the Supplier shall immediately act
upon to repair or replace the defective Goods or parts thereof. The
period for correction of defects in the warranty period is within seven
(7) calendar days from receipt of such notice.
For defects arising from within the first-half of the warranty period, as
applicable, DepEd may opt to demand for recall and replacement of
the defective items.
On the other hand, defects arising from the onset until the expiry of the
warranty period, DepEd may ask for repairs of the defective items.
28. The Supplier shall be liable for the damages for the delay in its
performance of the Contract and shall pay DepEd liquidated
damages, not by way of penalty, in an amount equal to one-tenth
(1/10) of one percent (1%) of the cost of the delayed goods scheduled
for delivery for every day of delay until such goods are finally
delivered and accepted by DepEd. DepEd shall deduct the liquidated
damages from any money due or which may become due to the
Supplier, or collect from any of the securities or warranties posted by
the Supplier, whichever is convenient. Once the cumulative amount of
liquidated damages reaches ten percent (10%) of the amount of the
Contract, DepEd may rescind the Contract, without prejudice to other
courses of action and remedies open to it.
29. For effective and efficient deployment/delivery of
IT Package (E-Textbooks) and IT Equipment for
Senior High Schools (SHS) offering ICT Track
Under FY2018 DepEd Computerization Program
(DCP), the following guidelines shall be strictly
observed:
