We need to create a new narrative frame, or should I say, create a definition for what the modern library is and we need to keep debating how to describe it.
We need to develop strategies to gain access to the politicians to convince them of the continued relevance of libraries in modern society.

The new director of The Danish Library Association, Mr. Michel Steen-Hansen, gives a short introduction to The Danish Library Association based on a special association structure with local politicians as well as library professionals on the Council.
A main theme of this introduction will be to what degree political consensus is needed in this kind of organizational setup.
The Danish Library Association is organized on the basis of a number of local associations working on regional level. These local associations elect representatives to the Council of the National association. The Council elects from within its members an Executive Committee with ten members including a president, who is always a politician, and two vice presidents, one a politician and the other a library professional.
Michel Steen-Hansen will then introduce some current issues in focus,
including free an equal access in the modern society and some new programs
at the Libraries Denmark

The title is "Bringing Libraries on the agenda - a political Question" It's a introduction to The Danish Library Association and its unique organizational structure that involves both politicians and professionals.
In the Danish Library Association we represent one of the more radical solutions to achieving this political approach to working for libraries: We have brought the political decision-makers and the library professionals together in the same association. The President is always politicians and local politicians always constitute the majority.
Today we have visitors from a Turkey. Therefore, we have made a presentation of the Danish Library Association and our special organization's structure. We will also present the Danish think tank Future Libraries and their study
Economic Value of Public Libraries

Danish Library Association has a special association structure of library professionals as well as local politicians on the Council. The President is always politicians and local politicians always constitute the majority.
I think this mix of politicians and library professionals Works in a constructive way. Because the professionals inspire the politicians and the politicians give a good insight into how we need to prioritize. And other times it functions inversely.
So I hope we also in the future will be able to get this symbiosis to function and that local politicians want to put as much thought into the matter and will work in our Board, like they do today.

The Danish Think Tank has the ambition to:
• Produce knowledge, analysis and cross-disciplinary activities about the future role of the libraries
• Generate professional, public and political debate and awareness of the role of libraries now and in the future
A bottom-up initiative
The Danish libraries face many challenges such as digitalization and changes in expectations and demands on both physical and digital services; lack of public awareness of library services, changes in library user behavior, lack of political awareness and changes in the role of the librarian. The Think Tank was initiated by the Danish Library Association (DB).
The Think Tank is a two-year project, started October 2012, and co-financed by the participating libraries, library organizations and central library players

conducted the first study on the economic impact of the Danish public library. The
Danish public libraries provide multiple services to the Danish public today,
which overall seems to be well received by the public. However, the

were borrowed) and user satisfaction surveys, which are far from adequate when
we want to discuss the role libraries play in modern society. This study digs
deeper and provide the first assessment of the economic value of the public
libraries in Denmark.

I dag holder de nordiske biblioteksforeninger fælles møde i Oslo.
Vores tema er de fælles udfordringer bibliotekerne har i forhold til at udlåne ebøger, hvor copyrightlovgivningen ikke giver bibliotekerne de undtagelser der skal til for at kunne købe og udlåne dem.
I Danmark har vi skabt og forhandles os frem til forskellige forretningsmodeller i eReolen.dk
Lige nu er alle forlag med under forskellige forretningsmodeller og det betyder at bibliotekerne i Danmark som det eneste land i verden kan stille alle danske ebøger til rådighed for borgerne.
Det fantastisk og det er vi naturligvis stolte af, omend det er en dyr model som ikke er holdbar hvis flertallet begynder at låne e-bøger frem for de fysiske. I forhold til de fysiske bøger har bibliotekerne nemlig de nødvendige undtagelser i ophavsretlovgivning til at købe og udlåne alle de bøger de vil. Det afspejler sig naturligt på prisen, da de så kan indkøbe på markedsvilkår. Det kan bibliotelerne ikke hvad angår ebøger, hvor de så skal forhandle sig frem til en pris og betingelse hos dem der har ophavsretten, typisk forlaget.
Det er en sådan forhandlingsløsning vi i et nationalt fælleskab har lavet i Danmark.
Det og meget andet skal vi drøfte i dag for vi tror på at vi i internationale fællesskaber kan opnår endnu bedre betingelser for bibliotekerne og i sidste ende for borgerne. Det er jo dem vi er der for.
Det er dybest set også derfor vi har skabt de såkaldt åbne biblioteker, hvis åbningstid er langt længere end de timer hvor der er personale. På nuværende tidspunkt har vi over 250, hvilket også er noget helt særligt Dansk.
Ud over alt det skal vi fra Danmarks Biblioteksforening også fortælle om os selv, vi er nemlig også helt særlige fordi vi har skabt en organisation, hvor der både er politikere og fagfolk i samme forening. www.biblioteksdebat.dk
Public libraries in The Netherlands: a powerful networkFers
In this presentation I will briefly present the structure of the public library network in the Netherlands, with particular emphasis on the way public library innovation is “organised”. There is currently a community of practice (CoP) organised for every specific area of library innovation which at the same time also addresses officially established national priorities, i.e. lifelong learning, development of traditional library services, education of the young population, etc. Librarians in each of the CoPs share experiences specific to their field based on which they identify future activities aimed at the development of the particular field. Librarians included in this CoP system come from libraries of all types and sizes regardless of the province or region.

In the Nordic library organizations we believe that international cooperation can create a better world. That's one of the reasons why we meet, once a year, with all the other Nordic countries, discussing how we can strengthen cooperation between libraries for the benefit of people and society. (And I do not mention Trump at all)

Welcome and introduction to the 2nd innovation camp in Network of Nordic Public Libraries, 19 September 2011 in Stockholm. 55 participants from the libraries in Oslo, Helsinki, Stockholm, Reykjavik, Akureyri and Aarhus co-create ideas and concept for the future of public libraries in the Nordic Societies
Kulturens Analyseinstitut er en fælles opgave for dansk kulturliv og skal udvikles sammen MED kulturlivet og ikke kun FOR var essensens til Dansk Erhverv og KL da de den 7. oktober 2021 havde indbudt mig til at tale til deres møde om skabelsen af en fælles analyseenhed. Mange taler om FN’s Verdensmål og de fleste kender piktogrammer for målene, men hvordan kan man som boger være med til at realiserer verdensmålene og hvordan kan bibliotekerne være med til at faciliterer det. Kort sagt hvordan skaber vi en bedre verden.
LÆS OGSÅ kultyrens betydning for at skabe en bedre verden
Det har vi i dag sat fokus på, hvor BCF og DB har sat fokus på, hvordan bibliotekslederne kan målrette bæredygtighedsdagsorden på folkebibliotekerne, samt hvordan arbejdet med brugerinddragelse kan styrke fællesskabet omkring verdensmålene. Derudover vil der være bud på, hvilke kompetencer der er behov for at udvikle, både hos ledere og medarbejdere, for at få skabt et vellykket ejerskab til verdensmålene og for at gøre verden til et bedre sted at være.
Danmarks Biblioteksforening har sat fokus på bæredygtighed og folkebiblioteker og står bag netværket DB2030.
Jeg skal på mødet fortælle om hvordan vi har skabt DB2030 som et agilt netværk for biblioteker og aktører, der arbejder med FN’s Verdensmål og som vil være med til at skabe en folkelig forankring gennem bibliotekerne. Gruppen er skabt på initiativ af Danmarks Biblioteksforening som også varetager sekretariatsfunktionen.
Netværket DB2030 består i dag af biblioteksfolk, grønne NGOere og andre verdensmålsorganisationer, biblioteksorganisationer, biblioteker og andre institutioner der har fokus på verdensmål, klima og bæredygtighed. Du kan også se mere om bibliotekernes verdensmåls handlinger i vores Facebookgruppe
For the past two days I have been in Stockholm and meet with the secretarie generals of the Nordic library organizations. We talked, among other things, about reading strategy.
I had made a small presentation about the Danish work on National Reading Strategy, which I would like to share here.
Bibliotekernes rolle i fremtidens borgerservice og digital inklusion og efterfølgende debat

Hvad sker der, når bibliotekerne inviterer brugerne aktivt med i arrangementer? Hvordan kan vi bruge debat som et instrument til at gøre biblioteket mere udfordrende? Kan og skal litteraturen formidles gennem diskussioner og debatter? Kunne man overveje at indføre ’norske tilstande’ i Danmark og få skrevet debatskabende aktiviteter ind i en eventuel ny bibliotekslov?
Det er nogle af de spørgsmål vi søger at få svar på i dag, når bibliotekerne i dag byder ind til debat om debat i Nordatlantisk Hus i Odense.
Med afsæt i Styrelsesprojektet Litteraturvinkler sætter konferencen fokus på fremtidens bibliotek, når det gælder brugerinddragende og debatskabende arrangementer. Se Program Debatter, der batter.docx
Projektet har afprøvet forskellige former for brugerinddragelse op til og under de enkelte arrangementer, samt leget med arrangementsformer.
På konferencen bliver præsenteret nye måder at arbejde med litteraturformidling på, og man får inspiration til at arbejde med den debatskabende form. Og jeg håber også vi får udfordret debatformerne på bibliotekerne og får sat debatterne i en større samfundsmæssig kontekst.
Forfatterne Stine Pilgaard og Anne Lise Marstrand-Jørgensen fortæller om, hvordan biblioteket og forfattere kan arbejde sammen om at gøre litteraturformidlingen mere levende og debatterende.
Konferencen præsenterer dig for det debatskabende initiativ Frirummet uden for bibliotekets rammer, og indbudte debattører - blandt andre Michel Steen- Hansen fra Danmarks Biblioteksforening - sætter fokus på, om det debatterende folkebibliotek skal være en del af en ny bibliotekslov. Hvad vil det betyde for faget? Og hvilke bibliotekariske udfordringer giver det?
Kort sagt; debat om den debatskabende og brugerinvolverende samtale med biblioteket som aktør, for det behøver jo ikke foregå på biblioteket eller med biblioteket som arrangør - der er så mange former og samarbejdsformer.

DEN KLASSISKE DANNELSESINSTITUTION I EN POSTFAKTUEL TIDSALDER - Faglig Fredag...Michel Steen-Hansen
I dag har Bogforum, hvor der er inspiration til arbejdslivet og oplæg med substans, som de skriver i programmet. Faglig fredag er et seminar med stor faglighed, der primært henvender sig til bibliotekarer, folkeskolelærere og pædagoger, men som er åbent for alle interesserede. I år er der to temaer, ”Dannelse” om formiddagen og ”Klassikere – hvad siger de os i dag?” om eftermiddagen, og du kan tilmelde dig begge eller kun det ene – det er helt op til dig.
Jeg er på Kl. 10.00, men overskriften DEN KLASSISKE DANNELSESINSTITUTION I EN POSTFAKTUEL TIDSALDER
Nogen karakteriserer vores tid, som en postfaktuel tidsalder, hvor vi digitale netværk, selv skaber egen sandhed og virkelighed, erstatter det store fællesskab. Hvilken rolle spiller biblioteket i den sammenhæng, både som indgang til viden og information, men også som klassisk dannelsesinstitution? Og kan det være med til at skabe grundlaget for deltagelse i fællesskabet?

I denne uge var jeg med til at starte en proces i Hørsholm Kommune, hvor byrådet har sat sig i spidsen for at skabe en udviklingsplan til fremtidens bibliotek
I kommunen har det lavet et stort forarbejder, men at gennemanalyserer deres biblioteksvæsen og brugen af den.
Deres analyse tager udgangspunkt i at folkebibliotekerne i de senere år har været genstand for mange drøftelser og overvejelser vedr. deres rolle i fremtiden. Med internettets udvikling, har globale medier og informationssøgning kunne tilgås direkte af borgerne og dermed udfordret bibliotekernes rolle og deres udvikling. Undersøgelser og forskning peger på at bibliotekerne dels øger tilstedeværelsen på diverse nationale digitale platforme, dels bevæger sig fra en mere passiv formidlings- og udlånsfunktion mod rollen som et aktivt lokalt videns- og kulturcenter, et mødested, hvor borgere/brugere kan få kulturoplevelser, inspiration og vejledning til læring og dannelse gennem forskellige medier.
Lokalt i Hørsholm indgår det flotte forholdsvis nyindrettede biblioteket i Kulturhus Trommen. Hvor kulturhuset overordnet udbyder oplevelser, arbejder biblioteket fokuseret på læringselementet i kulturoplevelser. Kommunalt har de besluttet ”at administrationen skal fremlægge en udviklingsplan for fremtidens bibliotek, der tager afsæt i brugernes behov og bibliotekernes ændrede profil og rolle som kulturinstitution. Udviklingsplanen skal ses i sammenhæng med investerings- og udviklingsstrategien Velfærd frem for mursten og arbejdet med fremtidens brug af kulturhuset.” www.biblioteksdebat.dk
Hvordan bruger borgerne dannelsesinstitutionen når kulturarven bliver digital...Michel Steen-Hansen
Sammenslutningen af Lokalarkiver, Organisationen Danske Arkiver og Rigsarkivet har i fællesskab skabt Danske Arkivdage som afholdes første gang 26. - 27. september 2017 i Odense.
Jeg har fået til opgave at komme med oplæg om Digital Dannelse i den moderne Kulturarvsinstitution om hvordan borgerne bruger dannelsesinstitutionen når kulturarven bliver digital? Jeg tager udgangspunkt i Tænketanken Fremtidens Biblioteker undersøgelser og giver en indsigt i hvilke kompetencer der skal til for at være en digital dannelsesinstitution. Så udgangspunktet er brugen af biblioteket, men jeg har jo en skummel fortid i arkivsektoren, bl.a. som formand for arkivernes landsorganisation, så mon ikke jeg vover mig i historieformidlinge.
Rammen for ARK27 er at "Kunstig intelligens, automatisk skriftgenkendelse og teknologier som Virtual Reality kan på få år gøre vores – og dermed arkivernes – hverdag helt anderledes. Samtidig er begreber som digital dannelse og behov for øget, kildekritisk sans med til at ændre kravene til institutionerne. Og dén disruption som vi ser i andre dele af samfundet, vil også få betydning for arkiver. Uanset om det gælder læsesalene, brugertjenester, myndighedsarbejde, formidling eller nogle af de mange andre områder, som arkiver arbejder med."

Public service-udvalgets definition af public service:
”Medievirksomhed, som med offentlig regulering af indhold, distribution og finansiering, giver alle borgere fri og lige adgang til et mangfoldigt og alsidigt indhold, der upartisk understøtter borgernes handleevne i det danske folkestyre i en globaliseret verden samt uafhængigt af kommercielle og politiske særinteresser styrker dansk kultur, sprog og sammenhængskraft.”
Hvis man udskiftede det første ord MEDIEVIRKSOMHED med BIBLIOTEK, minder det i høj grad om bibliotekernes formål.
Det er også baggrunden når jeg i dag holder oplæg i Hammel under overskriften; Public service, fake news og fællesskabets dannelsesinstitutioner på et møde der handler om at udvikle en række fremtidsbilleder, der tager afsæt i den "public service" rolle, som bibliotekerne har eller har potentiale til at få i samfundet i frem-tidens Danmark.
Vi lever i et online samfund, hvor de væsentligste nyhedskriterier er hastighed og breaking news-overskrifter og hvor de sociale medier er styret af delbarhed og klikpotentiale. Hvilke krav stiller det til civilsamfundets klassiske institutioner såsom folkebibliote-ket? Hvilke krav stiller det til bibliotekariske kompetencer som kildekritik, kulturformid-ling og dannelse i en stadig mere digital verden? Hvordan udvider vi public service tænkningen til at inddrage den traditionelle folkeoplysning, der skal sikre alle lige mulighed for at være deltagende medborgere?

Hvordan ser det oplyste, engagerede og deltagende menneske ud i 2025?- og hvilken rolle skal folkeoplysningen spille? Det er det stores spørgsmål på AOF Træf på på Borups Højskole. For tiden er der i den folkeoplysende verden stor fokus på samarbejderne med bibliotekerne ude i kommunerne, for at adressere de fælles udfordringer som folkestyret står over for. Jeg er helt sikker på at vi i den folkeoplysende familie er en del af svaret på de mange udfordringer der opstår i det moderne videnssamfund. Jeg har på det seneste været hos en del af oplysningsforbundende for at diskuterer de store spørgsmål og de lokale samarbejder. I dag hos AOF og DFS.
Udgangspunktet for mig oplæg er den moderne folkeoplysningsopgave i det "postfaktuelle samfund" og hvordan biblioteker tænker folkeoplysning, og hvordan de har fundet nye roller lokalt, og dermed også om AOF og alle de andre folkeoplysnings forbund er medspillere.
Folkebiblioteker og folkeoplysning er grundpiller i folkestyret og her man kan styrke den lokale debat og deltagelse, hvis man tænker en aktiv demokratiudvikling.
I en tid, hvor demokratiet bliver udfordret på mange niveauer, er den folkeoplysende tanke som grundlaget for folkestyret stadig vigtigere. I dansk demokratisk tradition, har den oplyste medborger altid været en forudsætning. For aftenskoler, oplysningsforbund og folkebiblioteker vil det derfor være naturligt at gå sammen om at skabe fælles lokale udviklingsplaner, med fokus på debatskabende aktiviteter, der skal sikre det folkelige engagement i det lokale demokrati.
Den moderne Folkeoplysningen har dermed samme udgangspunkt som den idé der opstod i midten af 1800-tallet med det formål at myndiggøre borgerne til at tage del i samfundslivet og de politiske diskussioner og beslutninger.

Når digital dannelse bliver et politiske spørgsmål - høring på ChristiansborgMichel Steen-Hansen
I dag skal jeg optræde med oplæg om hvordan de digitale materialer på bibliotekerne ændre vores adfærd
Den korte udgave af hovedpointerne er at man i den nyeste undersøgelser der begyndende tendenser til:
-Større brug fra udkanten
-Større brug fra lavere uddannede
-Sammenhæng mellem fysisk og digital brug
Anledningen er at der er Høring om digital dannelse på Christiansborg, i dag den d. 22. februar 2017 kl 10-16 i Fællessalen. Høringen er blevet til på baggrund af et folkeråd vi i Dansk IT regi afholdt på Rødding Højskole sidste efterår. På dagen høring vil vi præsentere vores konklusioner og fortsætte drøftelserne om digital dannelse og hvad der skal til for at være dannet i en stadig mere digital verden. Hvordan vi fremmer den digitale dannelse og orienterer bl.a. vores samfundsdebat og arbejdsmarked efter den digitale tidsalders realiteter.
I den forbindelse har jeg fået lov at smugkigge (og præsentere) en undersøgelsen som Tænketanken Fremtidens Biblioteker lancerer d. 24. april, 2017. De har lavet en stor borgerundersøgelse, hvor 7.205 borgere har deltaget. Undersøgelsen giver et billede af, hvordan danskerne bruger det digitale bibliotek, og hvilke tendenser der gør sig gældende i det digitale generelt.

Fra støvede bøger til digital dannelse - fortællingen om det moderne bibliotekMichel Steen-Hansen
Et foto af Trump, der giver fuck-fingeren til biblioteket var det første, mødedeltagerne stødte på, da der mandag aften var indbudt til kulturdebatmøde om bibliotekernes fremtid, skrev Herning Folkeblads redaktør Steen Hebsgaard efter jeg havde holdt oplæg på debatmøde i Ikast. Mødet var sidste skridt på vejen mod en ny kulturpolitik i Ikast Brande Kommune.

Når de forreste vil bruge kulturpolitik til at komme foranMichel Steen-Hansen
Når jeg kommer rundt og holder oplæg om kulturpolitik og tendenser i tiden, så bruger jeg meget ofte Herning Kommune og det visionære idegrundlaget for det bibliotek de har skabt midt i hovedgaden.
MEN det det holder bare ikke i dag, da jeg skal lave oplæg for netop Herning Kommune. De skal igang med en ny samlet kulturpolitik, og de kender jo deres egen vision, men vil gerne videre. De er netop bevidste om den synergi og opbakning fra erhvervslivet der opstod ved at lade biblioteket rykke ind midt i den skrantende del af gågaden. At flytte det ellers velfungerende hovedbibliotek fra industriområdet til bymidten, den langt mest besøgte kulturinstitution med 300.000 årlige besøg og den begejstring, der opstod da det nye bibliotek midi i byen og øgede omsætningen, så de nu har ½ mio besøg om året. Noget om det omkringliggende handelsliv nyder god af og stadig flere borgere bruger.

The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

• In Denmark almost all the Libraries are funded by tax.
• We have 98 municipalities and all of them are obligated,
by legislation, to have a library and to finance it.
• In Denmark there is free and equal access to the
libraries, meaning that basic service must be free of
