During the period from October 2010 until April 2011 there were organised several Plan4all
workshops. The summary below excludes the ones organised by EUROGI members. The
reports from all the EUROGI Communication and Dissemination Workshops (a list of those
already held is included in this report) will be submitted by the end of the project, October
2011.

6. Plan4all Workshops for Stakeholders
Date: 6th December 2010

Venue: Valletta, Malta

Program:

1. Introduction by Jesmond Xuereb (FTZ).

The project focuses on “seven spatial data themes as outlined in Annex II and III of the
INSPIRE Directive [which are the following: Land cover, land use, utility and governmental
services, production and industrial facilities, agriculture and aquaculture facilities, area
management/restriction/regulation zones and reporting units and natural risk zones” (Plan4all,
2010).

3. Discussion

MITA has taken over responsibility for the implementation of the INSPIRE Directive over
from MEPA. And ether than taking a top-down approach, a bottom-up approach needs to be
taken.

We need to draft a series of data sets. We need to follow implementation rules. One can only
gather data through metadata format. Data must be in pure GI (Geography Information)
Format. Each spatial data theme must be taken care of by the relevant authorities and bodies.
So for example, regarding the seven themes:

• land cover and land use – to be taken care of by MEPA

• utility and governmental services – to be taken care of by LANDS/MEPA

• production and industrial facilities – to be taken care of by WASTESERV

• agriculture and aquaculture facilities – to be taken care of by FISHERIES AND
AGRICULTURE

• area management/restriction/regulation zones – to be taken care of by LANDS/Malta
Enterprise

• reporting units and natural risk zones – MIP/WASTSERV

Our aim is not to implement the seven spatial data themes but to identify which spatial data
from the seven themes outlined above is available for Malta.

4. Conclusion

From this workshop, we have seen that data is too scattered to be recorded. Therefore, we
must have one-to-one meetings with every stakeholder and see how we are going to reach an
agreement on collecting metadata. Every organisation must have the same format and
common software must be developed.

7. Plan4all workshops already convened by EUROGI
The documents produced by the workshop convened by the EUROGI members will be
published by the end of the project. The table lists the workshops that were already held.

Plan4all Workshops for Stakeholders Date: 6th December 2010 Venue: Valletta, Malta Program: 1. Introduction by Jesmond Xuereb (FTZ). The project focuses on “seven spatial data themes as outlined in Annex II and III of the INSPIRE Directive [which are the following: Land cover, land use, utility and governmental services, production and industrial facilities, agriculture and aquaculture facilities, area management/restriction/regulation zones and reporting units and natural risk zones” (Plan4all, 2010). 2. Presentation by Lawrence Attard 3. Discussion MITA has taken over responsibility for the implementation of the INSPIRE Directive over from MEPA. And ether than taking a top-down approach, a bottom-up approach needs to be taken. We need to draft a series of data sets. We need to follow implementation rules. One can only gather data through metadata format. Data must be in pure GI (Geography Information) Format. Each spatial data theme must be taken care of by the relevant authorities and bodies. So for example, regarding the seven themes: • land cover and land use – to be taken care of by MEPA 9/12

D9.7.4 Workshops and Conferences • utility and governmental services – to be taken care of by LANDS/MEPA • production and industrial facilities – to be taken care of by WASTESERV • agriculture and aquaculture facilities – to be taken care of by FISHERIES AND AGRICULTURE • area management/restriction/regulation zones – to be taken care of by LANDS/Malta Enterprise • reporting units and natural risk zones – MIP/WASTSERV Our aim is not to implement the seven spatial data themes but to identify which spatial data from the seven themes outlined above is available for Malta. 4. Conclusion From this workshop, we have seen that data is too scattered to be recorded. Therefore, we must have one-to-one meetings with every stakeholder and see how we are going to reach an agreement on collecting metadata. Every organisation must have the same format and common software must be developed. 7.
