In this very well known graph the impact speed is put at the probablity of death on a human body. This means that, if a car hits a pedestrian of cyclist, which are unprotected, at 50 km/h, they have a 50% chance not to survice it. At 30 km/h this rate is exponentially lower. That is why we made the choise for separation of car and cyclists at speeds higher than 30, and mixing at lower speeds.
