Andrew de Jong
Senior Civil Engineer
Andrew is a senior civil engineer with a wide range of construction experience including
building commercial apartments, office blocks, industrial developments, civil projects
involving wharf reconstruction and elevated motorway bridge construction. Andrew has a
specialist interest in fibre concrete and has supervised multi-storey building construction
using glass fibre reinforced concrete and engineered cementitious composite.
He is currently working as a site manager at the Cashin Quay 2 wharf reconstruction. With
his wealth of experience gained in NZ and the United Kingdom, Andrew is able to
implement solutions that will minimise risk for the client and succeed with project delivery.
Project Experience
Lyttelton Ports Reconstruction of CQ2 Wharf
Client: Lyttelton Port Company
Position Held: Technical Site Manager
Andrew is a site manager and reports to the Principal Engineer to ensure that the technical
requirements have been carried out by inspection, verification, observation and testing. He
is also involved with the co-ordination of Opus specialist staff on site as well as actively
involved with the implementation of safety procedures. This includes implementation of
safety practices incorporating the LPC, HEB (the Contractor) and Opus health and safety
policies.
Canterbury Rebuild
Client: Fletcher Earthquake Recovery (EQR)/Earthquake Commission (EQC)/IAG
Insurance/ Vero Insurance
Position Held: Senior Civil Engineer
Andrew joined Opus to work on the Christchurch Rebuild Project, and was seconded to
Christchurch to work for various organisations. Initially he was involved with completing
inspection of a body corporate building for EQR. This was followed by working in North
New Brighton for EQR where he carried out approximately 50 inspections which requires
repair solutions. Andrew utilised his negotiating and personal skills to create and agree
solutions. These were then reviewed and standardised for use by Opus Engineers. He also
chaired the weekly meetings and invited industry to inform the wider team of products and
techniques which could enable more efficient and cheaper solutions. For example, meeting a
supplier that had ground penetrating radar equipment led to the introduction of a
thixotropic grout which was developed by previous employer. This standard solution was
used in numerous houses to re-level houses damaged by liquefaction induced ground
settlement.
During his secondment with EQC he was a member of the committee to change the rules for
exemption to consent. The resulting changes significantly sped up the rebuild process. The
challenge here was dealing with difficult clients and numerous demands from the various
departments such as weather tight, multi complex and claims that had escalated.
At the external design hub set up to compliment the EQR technical hub Andrew was the
senior team leader. He reviewed the team inspection procedures and secondment durations
to ensure appropriate resource was available. He also instigated changes to ensure a
streamlined operation and develop quality procedures that the team worked within. When
identified by the team, Andrew arranged Detailed Engineering Evaluations for specific
projects. Due to the quality procedures he implemented, the information for these was able
to be sent around the Opus World (UK & Australia) to ensure a rapid response.

Andrew joined Reids and reported to the General Manager to commercialise engineered
cementitious composite (ECC) branaded Flexus. The product has previously conflicting
testing results. Flexus is a bendable concrete reinforced with short random polymer fibers
that can achieve strain capacity of 3-7%. Andrew implemented testing programs which
investigated every aspect of the makeup of casting and shotcrete product. This required
involvement with Sika and BASF to develop the use of super plasticizers, accelerators and
retarders.
Flexus was used on the Wintec Building strengthening of unreinforced masonry. This used a
shotcrete technique and numerous floors to houses by casting a floor on timber trusses.
GRC NZ Ltd
Position Held: Contracts and Marketing Manager.
Andrew marketed the glass fibre reinforced concrete product to be used on some of the most
ornate and prestigious buildings in Auckland Whakatane, Taupo and Christchurch. This
required interfacing with design engineers on the practical aspects of a project, informing
Architects of capacity and benefits of the product and managing the external resourced with
the timely installation. The key to the success all these projects was planning of the process
which required agreed pricing, structural design, shop drawing, interface with the
Contractor, monitoring production, quality inspection and inspection.
