Mr Segerros holds an MSc in agronomy and is specialised in rural development and agriculture with more than 35
years’ experience from working in the sector in Africa. His areas of specialisation include support to extension
organisations, capacity building and management and training. Most of this time he has been working with support
to large-scale and long-term agriculture and rural development programmes funded by several different bilateral
donors, in several countries in Africa. He has considerable experience as trainer and in designing, implementing and
evaluating capacity building activities for a wide variety of target groups.
Mr Segerros has more than 15 years of management experience, currently as the CTA in the Agricultural Sector
Development Support Programme (ASDSP) in Kenya, , previously as CTA/team leader in the National Agriculture
and Livestock Extension Programme (NALEP) and before that as CTA/Team Leader for the Protection Through
Conservation (PTC) programme in Lesotho for 2 years and as programme director responsible for development and
implementation of training programmes in watershed management from 1999 - 2003.
His main technical strengths are in agricultural extension with focus on productivity enhancement, farming as a
business, value chain development and participatory approaches. In pervious assignments, Mr Segerros has played
a pioneering role in the adaptation and large scale implementation of participatory and bottom-up approaches,
empowerment of grass root institutions, and natural resources management. He has excellent knowledge and
experience of working with farming as a business and value chain development. He has more than 20 years
experience in supporting small scale farming businesses in Africa. Before that his focus was on natural resources
management and production The last 37 years he has worked in positions at all levels within rural development
from village to district/province to national and regional levels. Most of his professional career he has spent full
time in complex national and regional projects/programmes in Southern and Eastern Africa, including Portuguese
speaking .
In his work he has proven capability to work effectively in multidisciplinary teams in different cultural settings including
hardship conditions and challenging environments. Mr Segerros spends his leisure time as a practicing farmer in
Zambia .

Extension Programme) in Kenya.
NALEP provided support to the entire Kenyan extension service, with
5,000 government extension staff reaching over 1 million farmers
yearly. The programme was jointly implemented by the ministries of
Agriculture and Livestock Development and funded by Sida and
Government of Kenya. An arid and semiarid lands component of the
programme was operating up to December 2014. Segerros provided
support to that besides the above mentioned ASDSP programme.
The Team Leader was to manage a team of national and international
consultants, and to provide support to the programme management
and organisation. The CTA was working very closely with the national
programme co-ordinator NALEP supporting the management structure
of the programme, including planning, budgeting and reporting. He

The Agricultural Support Programme (ASP) provided extension support
to farmers in 8 districts in 4 provinces all over Zambia. The aim of the
programme was to improve house-hold income and food security
mainly through introduction and support to agribusiness methods
As part of the Management Unit, the Food Security and Land
Management Adviser provided technical backstopping to the extension
system, participated in management of the programme activities and
supervised staff at district and camp levels. The technical backstopping
consisted mainly of methods development, for sustainable increase in
agriculture production, value chain analysis, support to, definition and

The PTC programme in Lesotho was a rural development programme
focused on land husbandry, with the aim to improve soil fertility through
implementation of conservation farming and soil conservation practices.
The programme pioneered the development of participatory and need
based planning at catchment level, based on the formation of user
groups and the implementation of PRA methodology.
As Co-ordinator for the programme Mr Segerros worked closely with
Chiefs of Conservation, Forestry and Land Use Planning and also with other
departments in Ministry of Agriculture. His main task was to support the
management of the programme, including designing and implementing
planning and report structures, fully integrated in the ministry system. He
also provided support to capacity building in the areas of soil conservation
