management of forests and reduction of threats to biodiversity, in four “Landscapes” of

CAFEC staff (over 40 people with program and finance/operations functions); overseeing

2014 focusing on support of DRC’s Protected Area Agency (ICCN) in managing three
major protected areas (PAs) covering ecosystems of exceptional biodiversity (two
National Parks and one Nature Reserve) including delineation, demarcation, zoning and
design of management systems for the PAs; and other activities in zones surrounding the
PAs (primarily community-based natural resource management, reforestation and
household energy) in collaboration with surrounding populations in the North and South

Designed, implemented and managed several overseas development projects and conducted
technical and training consulting assignments.
• Managed a complete project design effort in northeastern China, sponsored by the Asian
Development Bank, requiring the management of a team of 16 senior consultants. Work
focused on wetland biodiversity conservation and watershed reforestation, resulting in the
award of a $15 million loan (reforestation) and a $12 million grant (wetland conservation)
to the Heilongjiang Province. A successful effort conducted under extremely binding
budget and time constraints after two failures by other teams.
• Supervised the USAID-funded Philippines Environmental and Natural Resources
Accounting Project (ENRAP) as home office manager over a 10-year period,
participating in the design of the project’s three successive phases. The project, carried
out by a team of Filipino consultants, led to the institutionalization of a national accounts
system that allowed for measuring the effects of environmental impacts on the economy
and supported major environmental policy changes.
• Directed to closure the second phase of the USAID-funded Agricultural Sector
Development Grant Program (ASDG II) in Niger, West Africa. The program led to major
institutional changes including forest service restructuring, new forestry legislation, new
land use legislation, a proposal for legal status of rural communities, rural community
financing, and the training of 30 civil servants in project analysis.
• Developed and conducted training for more than 400 participants in the key areas of
resource economics, planning, project design/analysis/evaluation, environmental
economics, environmental policy, forest inventory, forest management and simulation
modeling. Courses were conducted in English, French and Spanish. Worked in the
preparation and delivery of 15 training courses of which 10 included full responsibility
(needs assessments, training area identification, resource person recruitment, participants’
recruitment, course structuring, materials preparation, funding, logistics, delivery, event
management, results reporting, and follow-up).
• Conducted several consulting assignments and marketing missions in Bangladesh,
