Energy producers, traders and consumers today face a challenging trading environment with more regulatory oversight, lower prices, increasing costs and almost constant volatility. As a result forward thinking energy companies are already adopting a more closely integrated treasury and trading approach, a potentially overlooked opportunity by many. Typically, trading and treasury are separate areas of business with limited or no integration between them. The traders work to sell commodities at the best price or to profit from trading, while the treasury function with its concern over available cash, navigating future investments and doing so in the right currency and at the right location, has a range of responsibilities, including FX and IR hedging, broader credit management, debt and capital management and more. Usually, the treasury department gets a fixed time view of trading positions to work with and can miss opportunities to protect profits or control costs as a result as these exposures change rapidly. Even large oil and gas majors have experienced the situation where trading has a good month but FX rates moved against them to give an entirely different result. Despite believing that they were hedged, FX markets went against the company leaving it with significantly eroded traded profits.

Advance ruling by nbr needs to be well definedM S Siddiqui
The National Board of Revenue (NBR) issued SRO on Customs Ruling (Advanced)-SRO No. 188-AIN/2016/37/Customs on June 2, 2016. The SRO stipulated that the Ruling Board would be headed by a Member of the NBR. The Ruling Board, according to the SRO, would only provide classification of the products but no other services. It has no provision for inclusion of co-opting experts on regular basis from the disciplines of legal and policy, tariff and valuation, cost accountancy, information technology, statistics, mechanical, engineering and chemical technology. It has no provision for maintaining the database of court decisions and conventions of Bangladesh and other countries in order to take guidance and reference for correct decision. These appear to be some of the major deficiencies which would create problems for smooth and efficient functioning of the Ruling Board.

Science gateways allow science and engineering communities to access shared data, software, computing services, and instruments. Science gateways have gained a lot of traction in the last twenty years, as evidenced by projects such as the Science Gateways Community Institute (SGCI) and the Center of Excellence on Science Gateways (SGX3) in the US, The Australian Research Data Commons (ARDC) and its platforms in Australia, and the projects around Virtual Research Environments in Europe. A few mature frameworks have evolved with their different strengths and foci and have been taken up by a larger community such as the Globus Data Portal, Hubzero, Tapis, and Galaxy. However, even when gateways are built on successful frameworks, they continue to face the challenges of ongoing maintenance costs and how to meet the ever-expanding needs of the community they serve with enhanced features. It is not uncommon that gateways with compelling use cases are nonetheless unable to get past the prototype phase and become a full production service, or if they do, they don't survive more than a couple of years. While there is no guaranteed pathway to success, it seems likely that for any gateway there is a need for a strong community and/or solid funding streams to create and sustain its success. With over twenty years of examples to draw from, this presentation goes into detail for ten factors common to successful and enduring gateways that effectively serve as best practices for any new or developing gateway.

Challenges and Opportunities
for Customs Compliance Executives
Customs Compliance Executives must ensure their information
management systems are efficient, dependable, secure
and legally compliant. They need the flexibility to deal with
changes in the regulatory environment or to business strategy
or structure. At the same time, they want to reduce costs and
business risks, optimise opportunities and provide valuable
business intelligence.
There is scope to improve ROI (Return on Investment) in customs management. Greater
administrative efficiency and accuracy can reduce shipping, handling, haulage, warehousing
and staff costs. Compliant optimisation of customs duties can also result in significant cost

stop fire-fighting, step back and present an integrated overview of trade operations across the

For those involved in the UK import/export market, Brexit is a big unknown. There could be a
Withdrawal Agreement and transition period followed by some form of final settlement on the

Assessing the options
Customs Compliance Executives have three main options for
managing import/export administration and compliance,
and optimising their international trade operations. They are:
developing on-premises or in-house systems, outsourcing
to customs brokers or agents, or a SaaS-based Customs
Accounting System (CAS).
In summary, the key points to consider for each option are (the more *, the better):
1. On-premises system
development
This option gives the business maximum control
over bespoke software features, changes and access
arrangements. However, the up-front costs can be heavy
and the business will be responsible for any software
customisation, update installation and staff training, as
well as on going monitoring and maintenance. Individual
companies will also be responsible for ensuring their
systems are updated whenever legislation changes.
To date, many on-premises Compliance systems
have coped adequately. This is particularly true of
organisations who switched from paper-based Customs
and excise procedures to a digital system without re-
engineering the business. However, Customs Compliance
professionals will need to assess if these systems have
the flexibility to deal with rapid and significant changes,

2. Outsourcing to customs
brokers or agents
This is currently a widely used option. Many companies,
understandably, need help navigating a complex and
changing customs environment and outsourcing can
free-up executives’ time. As an international trade
expert, it is a customs broker’s job to keep abreast of
changing rules and regulations.
However, one critical consideration is that the importer
or exporter remains liable for any inaccuracies
in declarations or non-compliance with customs
regulations. It is also likely that some in-house resource
will still be required to meet day-to-day administration
needs. In practice, many companies outsource to several
brokers, which entails auditing and managing those
partnerships.
Engaging multiple brokers also raises issues around
variable costs and budget control (the cost per
declaration is typically €40-60, excluding internal staff
costs). Some brokers have limited agility to scale up or
down to meet business demand and many don’t have
the complex systems needed to optimise duty costs.
Gaining real time management information and instant
insight can also be challenging without an overall picture

different departments using different brokers.

8. 3. Customs Accounting
System (CAS)
CAS is a ‘zero-touch compliance’ global trade
management SaaS, based on Microsoft Azure. It
automates declarations and sends the information
to the customs authorities. Legislative changes are
also updated immediately: for example, it is already
compatible with the UK’s future Customs Declaration
Service (CDS). It combines extensive customs expertise
with the latest technology to ensure international trade
runs smoothly and with minimal effort.

Why SaaS is ideal for customs
Software as a Service (SaaS), or on-demand software, is a way
of delivering software applications to the end-user over the
internet. It is already a widely used alternative to traditional on-
premises software installations for many business applications,
from payroll and accounting to customer relationship
management and ERP programs. In a SaaS model, software is
licensed on a subscription basis (usually monthly or annually)
and centrally hosted in the Cloud.
SaaS offers several potential advantages over the traditional models of business software
installation. For example, hardware and software maintenance costs are generally lower. As
only a browser and internet connection are needed, applications are accessible on mobile
devices almost anywhere in the world.
However, it is also important to bear in mind that some IT professionals have expressed
concerns over SaaS. Some view on-premises software applications as giving greater control,
than hosted solutions, over access management and feature changes. It is also the case that,
although now widespread, not all applications can run on a hosted SaaS platform and delivery
is dependent on the level of internet connectivity.
On the other hand, SaaS applications are already installed and configured in the cloud and
can be easily integrated with standard APIs. This generally means installation, deployment
and upgrades are quicker than with in-house or on-premises IT development. And, as a
subscription service with modular builds, there is normally a high degree of flexibility to scale
up as the business grows and add more users or modules at a later stage.
Last but not least, the business model of a solution managed by a SaaS provider, where they
guarantee that all legal content will be up to date at the right moment in time, makes a huge
difference compared to managing internal projects to guarantee compliance.
