This document discusses advancing online public consultation in Metro Vancouver. It proposes a system that would:
1. Notify residents of nearby consultations on topics they choose, like housing or transportation projects within a certain distance. Residents would register with identity and location verification.
2. Standardize how consultation topics are listed in an open data catalogue with details like location and dates. Staff would map consultation areas and residents in those areas would be notified.
3. Allow residents to participate and provide feedback through online forums, surveys and other tools. Analytics would segment feedback spatially and ensure public input informs outcomes. The goal is evidence-based decision making through an accessible, transparent process.
Public consultation allows citizens to have their voices heard on important issues by claiming their place, speaking their mind, and participating in the political process. Consultation involves persuasion through credible arguments as well as emotional appeals to engage the public audience. When done effectively, public consultation fulfills the promise of giving citizens a say in decisions that affect their lives.

Metro Vancouver presentation on the 2012 Urban Futures SurveyPlaceSpeak
The 2012 Urban Futures Opinion Survey found that residents of Greater Vancouver ranked healthcare and traffic congestion as the top challenges requiring government action. Support for expanding public transit and making more efficient use of existing transportation infrastructure increased significantly compared to 1990. Residents also prioritized preserving natural areas, increasing affordable housing, and supporting density and diversity in urban planning. Younger respondents expressed greater acceptance of urban living and desire for transit-oriented communities. The survey provides insights into evolving public opinions to help guide regional planning in Metro Vancouver.
The document discusses a new paradigm for online public consultation and civic engagement called the GeoSocial paradigm. It involves connecting digital identities to physical locations to focus participation in consultations and allow for evidence-based decision making. This helps address issues with the historical anonymous online model and leverages network effects to promote sustained civic engagement. The GeoSocial model provides opportunities to inform, consult, involve, collaborate with and empower citizens throughout the consultation process.
Democracy does not scale effectively online due to anonymity breeding contempt and a lack of evidence-based decision making. The document proposes a two-sided geosocial model for online civic participation that uses digital identity authentication and verifiable location-based feedback to make democracy more real by facilitating public persuasion, deliberation, consultation and evidence-based outcomes. Contact information is provided for PlaceSpeak Inc., which develops online tools to enable this model of civic participation.

to your most important audiences.
Communications is a rapidly growing priority in companies today and
requires an evolving level of sophistication given the challenges and
opportunities emerging in our changing global economy. As the need to
communicate grows and internal resources shrink, companies will
increasingly need highly experienced, dependable partnerships to
supplement their efforts. That’s where we can help.
We bring more than 24 years of experience across all disciplines of

ideal problem solvers and solution providers. We not only execute and
deliver to meet your objectives, but are acute business strategists who can
look at your big picture and quickly pinpoint the need and supporting details.

3. Communications:
A Strategic Advantage
Think about it. In the game of chess, it is not only the tactics of moving your
chess pieces across the board that ultimately win the game, but the strategy
behind where and when you make your moves and how each affects the
other. In communications, it is connect-the-dots thinking that underlies each
move, therefore strengthening your position and giving you a competitive
advantage.
We offer diversified services across the communications disciplines. As
business thinkers we put a lot of brain power behind the solutions we
deliver, whether it’s powerful writing, strategic direction, or project
management. We’re thought partners who help you understand which
messages you need to deliver and the best ways to deliver them.
3
4. Experienced, Dependable,
Results-Driven
At C-Suite Communications, we strongly believe that to get results your
communications strategies and messaging must align with your business
goals. If they don’t the tactics you employ will be just like moving pieces
around the chess board with no clear direction and no winning strategy.
That’s why we take an integrated approach to ensure value is delivered from
both the big picture perspective and in the details of planning and execution.
We bring extensive experience and professional expertise across multiple
disciplines of communications. Our experts have worked with some of the
top companies in the world and served in leadership roles on a number of
globally-recognized initiatives, issues, and business transformations,
among them six sigma, outsourcing, and 9/11.

12. How We Work
Our philosophy is simple. We are in business to provide you with expert,
professional marketing and communications services when you need them
and in the way that best meets your timing and budgets.
Sometimes you’ll need a strategist with whom you can think through an
approach, direction, or business plan. Other times you’ll need a hands-on
business writer who can write copy or develop a speech. Maybe you’ll need
an outside expert to coach an executive for a media event or prepare for a
presentation. Perhaps a consultant to help position your start-up or a new
initiative. Maybe you need a professional to train your employees to be more
effective communicators or speak at your next event or meeting.
Whatever the need, we follow a three-step approach to serve you:
Invest time to learn your business, understand your operations, and
get to know your customers and competitors.
Set solid objectives that deliver measurable results.
Deliver on our commitment to provide the highest quality service
and deliverables on time and within budget.
