Everett Housing Authority: September 2015 – Present
Housing Choice Voucher – Contract Temp/Auditor
One-year project performing SEMAP Indicator-based audits of 100% of HCV files at
annual recertification, with the goal of preparing agency to attain High Performing status
with HUD. Collaborating with management and key staff, focus on program integrity and
procedural uniformity. Implementation of Yardi Case Tracking system as a workflow for
audits. During initial term as a temp, my tasks involved facilitation of HCV Admissions
including eligibility determinations, planning and facilitating the Initial voucher briefing
process. Utilize MS Office programs to create organizational systems guiding the
Admissions process. Complete Yardi certifications for initial Voucher Issuance and Annual
Reviews. Special projects as assigned, reporting directly to the HCV Director.
Seattle Housing Authority: January 2000 – August 2015
Housing Choice Voucher Program (Section 8) Supervisor (11/2000 - Present)
In that role I managed a high paced and frequently evolving work environment,
supervised a team of professionals serving a demanding and diverse community, while
ensuring compliance with federal law and regulations. I took a lead role identifying,
investigating and confronting fraud by program participants and landlords. Typical daily
events include addressing and resolving conflicts between neighbors, participants,
residents, landlords, police and social service providers; developing presentations to
educate program participants, landlords, and other customers; train, supervise and
evaluate assigned staff. I regularly participated in the planning of departmental and
agency goals; was responsible to strategize and implement action plans, performance
measures and program enhancements for the Strategic Goal of Self Sufficiency.
Accomplishments:
 Over 15 years I supervised HCV Tenant-based, Project-based, Admissions/Issuance and
Agency-based Voucher teams
 Developed new ways to measure worker productivity and influence increased capacities
 Identified system failures, facilitated recovery plan, and managed waitlists
 Competed for HUD NOFA’s and developed new programs through MOU’s and new
community partnerships
 Managed our highly successful Family Unification (FUP) voucher Program (200+, 5 years), in
close partnership with Children’s Services DSHS, First Place School, Wellspring Family
Services, S/KC Public Health, New Beginnings, YMCA and Youthcare.
 VAWA/DV plan developed and managed implementation
 ADA-504 Committee representative serving with other department directors
 Department representative to the agency-wide RSJI (Race and Social Justice Initiative)
Committee, Presenter for Foundational RSJ Staff Training, sub-committee chair regarding
Program Terminations
 Innovated successful methodologies for fraud investigation and partnered with Office of
General Counsel to recover overpaid HUD funds, terminating assistance for ineligible
families
 Developed and managed a Tenant Education Program (Ready to Rent) individualized for
HCV applicants and participants (5 years)

Northwest Center Industries: July 1991 – September 1999
Program Manager – Intensive Support Program (6/1994 – 9/1999) Managed up to 30 direct
service professionals providing community-based and site-based training/support services
to adults that are significantly disabled (Developmentally Disabled (see below for list of
categories). Long-range planning and group problem-solving processes. All supervisory
duties, including Individualized Service Plan development and implementation,
coordination with funding and regulatory agencies such as State and KC DDD, as well as
other service providers and involved family members. Developed, secured funding for
new program providing 1:1 staff intervention to integrate participants in individually
focused community-based settings, in collaboration with community entities.
Communication Specialist/Habilitation Services Coordinator (7/1991 – 6/1994) provided
highly detailed, intensive individualized support to program participants to establish and
build communication, behavior management and pre-vocational skills. Trained staff on
techniques being implemented. Participant population included those living with Autism,
Fetal Alcohol Syndrome, Prader-Willi Syndrome, Downs Syndrome, Deafness, Visual
Impairments, Deaf-Blindness, Traumatic Brain-injury, PTSD, Schizophrenia, Bi-Polar, and
Behavior Disorder. Worked with professionals in the community, residential providers
and families to build/maintain/assess support plans. Served as in-house “behavior support
specialist” to NW Center Child Development Program.
Washington State DDD: 1991 through 1996
Private Service Contract I intermittently accepted assignments providing 1 on 1 or small
group in-home training or program development in Facilitated Communication, American
Sign Language, and Behavior Support.
NW Group Home for the Deaf: August 1988 – June 1991
Administrator (3/1989 – 6/1991) Administer all aspects of a licensed boarding home for 6
Deaf DD adults with significant functional limitations. All management related functions
in a Deaf-functioning business and residential environment including staff of 12 (very
diverse backgrounds including Deaf and Deaf-Blind employees) 24/7, training, meetings,
coordinate with Board of Directors, recruit volunteers, supervise bookkeeper/payroll,
implement medication delivery process and tracking, respond to funding/regulatory
agencies, other service providers and neighborhood/community issues.
WA State Department of Labor and Industries: June 1983 – September 1987
Word Processing Operator II (12/1985 - 9/1987) and Clerk Typist III (6/1983 – 12/1985)
Transcribed and formatted official reports for On-the-Job deaths, Industrial Insurance
fraud investigations, and Employment Standards (Wage and Hour) investigations. I would
greet visitors, log complaints, take phone calls, answer/provide interpretations of
regulations, draft and respond to correspondence for Investigators. * Served as State
Employees Union Shop Steward/Local Treasurer

Collaborating with management and key staff, focus on program integrity and procedural uniformity. Implementation of Yardi Case Tracking system as a workflow for audits. During initial term as a temp, my tasks involved facilitation of HCV Admissions including eligibility determinations, planning and facilitating the Initial voucher briefing process. Utilize MS Office programs to create organizational systems guiding the Admissions process. Complete Yardi certifications for initial Voucher Issuance and Annual Reviews. Special projects as assigned, reporting directly to the HCV Director. Seattle Housing Authority: January 2000 – August 2015 Housing Choice Voucher Program (Section 8) Supervisor (11/2000 - Present) In that role I managed a high paced and frequently evolving work environment, supervised a team of professionals serving a demanding and diverse community, while ensuring compliance with federal law and regulations. I took a lead role identifying, investigating and confronting fraud by program participants and landlords. Typical daily events include addressing and resolving conflicts between neighbors, participants, residents, landlords, police and social service providers; developing presentations to educate program participants, landlords, and other customers; train, supervise and evaluate assigned staff. I regularly participated in the planning of departmental and agency goals; was responsible to strategize and implement action plans, performance measures and program enhancements for the Strategic Goal of Self Sufficiency. Accomplishments:  Over 15 years I supervised HCV Tenant-based, Project-based, Admissions/Issuance and Agency-based Voucher teams  Developed new ways to measure worker productivity and influence increased capacities  Identified system failures, facilitated recovery plan, and managed waitlists  Competed for HUD NOFA’s and developed new programs through MOU’s and new community partnerships  Managed our highly successful Family Unification (FUP) voucher Program (200+, 5 years), in close partnership with Children’s Services DSHS, First Place School, Wellspring Family Services, S/KC Public Health, New Beginnings, YMCA and Youthcare.  VAWA/DV plan developed and managed implementation  ADA-504 Committee representative serving with other department directors  Department representative to the agency-wide RSJI (Race and Social Justice Initiative) Committee, Presenter for Foundational RSJ Staff Training, sub-committee chair regarding Program Terminations  Innovated successful methodologies for fraud investigation and partnered with Office of General Counsel to recover overpaid HUD funds, terminating assistance for ineligible families  Developed and managed a Tenant Education Program (Ready to Rent) individualized for HCV applicants and participants (5 years) Page 1 of 3

Long-range planning and group problem-solving processes. All supervisory duties, including Individualized Service Plan development and implementation, coordination with funding and regulatory agencies such as State and KC DDD, as well as other service providers and involved family members. Developed, secured funding for new program providing 1:1 staff intervention to integrate participants in individually focused community-based settings, in collaboration with community entities. Communication Specialist/Habilitation Services Coordinator (7/1991 – 6/1994) provided highly detailed, intensive individualized support to program participants to establish and build communication, behavior management and pre-vocational skills. Trained staff on techniques being implemented. Participant population included those living with Autism, Fetal Alcohol Syndrome, Prader-Willi Syndrome, Downs Syndrome, Deafness, Visual Impairments, Deaf-Blindness, Traumatic Brain-injury, PTSD, Schizophrenia, Bi-Polar, and Behavior Disorder. Worked with professionals in the community, residential providers and families to build/maintain/assess support plans. Served as in-house “behavior support specialist” to NW Center Child Development Program. Washington State DDD: 1991 through 1996 Private Service Contract I intermittently accepted assignments providing 1 on 1 or small group in-home training or program development in Facilitated Communication, American Sign Language, and Behavior Support. NW Group Home for the Deaf: August 1988 – June 1991 Administrator (3/1989 – 6/1991) Administer all aspects of a licensed boarding home for 6 Deaf DD adults with significant functional limitations. All management related functions in a Deaf-functioning business and residential environment including staff of 12 (very diverse backgrounds including Deaf and Deaf-Blind employees) 24/7, training, meetings, coordinate with Board of Directors, recruit volunteers, supervise bookkeeper/payroll, implement medication delivery process and tracking, respond to funding/regulatory agencies, other service providers and neighborhood/community issues. WA State Department of Labor and Industries: June 1983 – September 1987 Word Processing Operator II (12/1985 - 9/1987) and Clerk Typist III (6/1983 – 12/1985) Transcribed and formatted official reports for On-the-Job deaths, Industrial Insurance fraud investigations, and Employment Standards (Wage and Hour) investigations.
