Infrastructure Investment & the Low-carbon Transition (Room Doc 1)OECD Environment
The document summarizes the Annual Meeting of the GREEN Action Task Force held in Almaty, Kazakhstan on October 26-27, 2017. It discusses the Belt and Road Initiative (BRI) and its implications for the Eurasia region. While the BRI could boost infrastructure investment and regional trade, there are also environmental risks if it locks in polluting infrastructure. The document outlines opportunities to "green" the BRI through environmental cooperation, decarbonizing transport, transitioning to low-carbon energy systems, and encouraging private investment in sustainable infrastructure. It describes ongoing projects to assess freight connectivity in Central Asia and quantify the environmental impacts of transport. Meeting participants discussed questions around building capacity for environmental policy, ensuring sound information and strategies
Francis Glare - transport interchanges as a catalyst for city developmentimadhammoud
This document discusses how transport interchanges can catalyze city development. It notes that cities are economically important and that transport underpins good economic performance by facilitating business, increasing workforces, and supporting evening/leisure economies. Transport also enables sustainable city growth by reducing sprawl. The document presents case studies of transport interchanges driving development in cities like Lille, Manchester, and Lisbon. It argues that transport interchanges can reinforce business hubs, serve as a focus for long-term planning and high densities, and create public spaces to maximize benefits for cities.
Sustainable Development and the Belt Road InitiativeOECD Environment
The Belt and Road Initiative (BRI) is China's effort to enhance inter-regional connectivity through infrastructure, trade, policy, finance, and people. It involves building six economic corridors connecting China to Central and South Asia, Europe, the Middle East, and Africa. The BRI spans over 60 countries containing 39% of the world's land area and over half of global GDP, trade, and CO2 emissions. It presents both opportunities such as green finance and technologies, as well as challenges like environmental degradation. The UN Environment aims to support sustainable development through the BRI by providing guidance, capacity building, and facilitating multi-stakeholder cooperation.

China now has to engage in a diversified national landscape where different sectors of
society have impact on socio-political life and other foreign actors, including the USA and
Japan, are seeking to gain political and economic influence.
• China has made important steps in recognising these changes. In contrast to reliance on
“government-to-government” relations under military rule, Chinese interests have begun to
interact with Myanmar politics and society more broadly. A “landbridge” strategy connecting
China to the Bay of Bengal has also been superseded by the aspiring, but still uncertain,
“One Belt, One Road” initiative of President Xi Jinping to connect China westwards by land
and sea with Eurasia and Africa.
The document discusses water management programs and donor activities in Serbia. It notes that Serbia is not in compliance with several EU directives on waste water and pollution. It estimates infrastructure investment needs of €1.3 billion for drinking water and €3.3 billion for waste water. It discusses the Municipal Infrastructure Support Program which assists municipalities in infrastructure projects and has implemented over 20 projects worth over €68 million since 2005. Lessons Learned/Case Studies: How China’s Belt and Road Initiative (“BRI”) is Transforming Global Infrastructure and Connectivity to Empower Indigenous/International Entrepreneurs to Create Jobs, Transfer Technology and Generate Wealth and Change the Future of Economic Development. Through a series of fast moving slides and photographs the audience could see how the BRI was redrawing the geopolitical supply chain and connectivity across many regions and that the changes were not just concrete and steel but also transformative through the internet and financial supports. The narrative was far broader than the narrow western media focus on debt trap. It was noted that financing of infrastructure always had a cost of money and with the revenues generated economic development was possible. The presentation provided examples of how state infrastructure investment brought private entrepreneurs and corporate investment which generated jobs, job training, middle class, managerial class development and new export industries and revenues along with largely local hiring by Chinese companies. With the anticipated loss of over 300 million manufacturing jobs in China in the next few years, nations that prepared stood to benefit from the transfers to change their national trajectories and the velocities on those raised trajectories.

The One Belt One Road initiative proposed by China focuses on connectivity and cooperation among over 60 countries in Asia, Europe, the Middle East and Africa. It consists of two components: the land-based "Silk Road Economic Belt" and the sea-based "21st Century Maritime Silk Road". The initiative aims to develop prosperity in underdeveloped parts of China and partner countries along the routes. It covers key sectors like infrastructure, energy, manufacturing and financial services. While it presents many opportunities, there are also risks involving uncertainty from government approvals, cultural differences, political instability and legal inconsistencies among the diverse partner countries.
Europe’s seas are a rich and of ten underestimated source of innovation, growth and employment. They provide valuable ecosystem services and resources on which all marine activities depend. Our seas are essential for improving relations, enhancing regional trade and consequently, for the prosperity and development.
Ensuring the sustainable development of the marine and maritime environment requires effective coordination and co-operation between relevant bodies, and actions at all levels.
Governments are called to promote integrated, multidisciplinary and multi-sectoral maritime policies.
The strong contribution of maritime sectors to Europe’s economy and the objectives of the Europe 2020 strategy must be reinforced by coordinated action to lower costs, improve resource efficiency, reduce risks, support innovation and make better use of public money.
A valid approach to reach these objectives is represented by the Integrated Maritime Policy (IMP), created in 2007, which seeks to provide a more coherent approach to maritime issues, with increased coordination between different policy areas. The IMP is a process addressing all maritime sectors that takes account of competing sectors and interests to provide a coherent unified policy.
Territorial co-operation in the EU focuses on reducing disparities between regions and promoting economic and social cohesion. It includes cross-border cooperation programs along internal and external EU borders, transnational programs covering larger areas, and interregional cooperation building networks across Europe. Macro-regional strategies have also been developed for the Baltic Sea and Danube regions to coordinate actions addressing challenges like environmental issues, economic development gaps, and poor transport connectivity.

Transportion Infrastructure in the Western BalkansKen Lefkowitz
Transportation infrastructure in the Western Balkans relies heavily on national budgets and IFI loans for financing. Private sector involvement is low due to lack of transparency, high upfront costs, and commercial risks. Recent projects include the mostly complete Tirana-Pristina motorway connecting the two capitals, and the under construction Pristina-Hani e Elezit motorway which will relieve congestion when complete. Prospective road projects in Macedonia like Rankovtse-Deve Bair could leverage recent investments and increase accessibility if financed through public-private partnerships. An integrated east-west road network across the region could generate economic benefits formerly provided by the politically motivated north-south infrastructure of the past.

In December 2017 the Support for Economic Cooperation in Sub-Regional Initiatives in Asia (SCSI) Programme of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH condened a workshop on SPS Challenges and Opportunities in Exporting Agricultural Goods to China in Beijing, China with participants from Cambodia, Lao PDR, Viet Nam and China
Supporting implementation of World Trade Organisation (WTO) Trade Facilitation Agreement (TFA) with the Global and German Alliance for Trade Facilitation for a higher involvment of the Private Sector in trade facilitation Projects.
The GIZ supports regional economic integration in Asia through its Support for Economic Cooperation in Sub-Regional Initiatives in Asia (SCSI) program. The program works with sub-regional initiatives like the Greater Tumen Initiative and Pan Beibu Gulf Economic Cooperation to strengthen processes of regional integration between countries. The goal is to contribute to sustainable development in the region by promoting cross-border trade and investment, capacity building, and knowledge sharing. In the past, the program has provided training to public and private stakeholders to improve implementation of economic agreements and regional initiatives.
This document summarizes Christine Wieck's presentation on facilitating safe agricultural trade based on experiences from EU integration. The presentation outlines how agricultural trade has increased over time but safety regulations create transaction costs. It discusses strategies countries use to cooperate on food safety standards, from coordination and equivalence to harmonization. The EU provides an example of deep integration where food law has gradually harmonized over 28 countries to establish a single market and common food safety system while balancing trade and health.
This document discusses GIZ's approaches to agricultural standards and regional cooperation. It provides two examples of GIZ projects: 1) The Standards in the South-East Asian Food Trade (SAFT) project which aims to align ASEAN food quality standards with international standards to facilitate trade. 2) The Sustainable Agrifood Systems in the ASEAN Region (SAS) project which works to advance agrifood sectors along entire value chains and ensure safe, affordable food. It concludes that regional cooperation can help address issues like inconsistent food regulations and realizes opportunities through projects involving stakeholders from the public and private sectors.

The conference was a two-day event aiming at exchange and discussion of the current scientific discourse on SEZ in respective home countries among policy makers and academia from PR China, Mongolia, and ASEAN member states. Moreover, renowned international experts shared a global perspective on the subject.
The welcoming remarks kicked off the study tour and training on regional best practices of single window implementation and business process analysis in Bishkek, Kyrgyzstan. Representatives from the host country's Single Window State Entity welcomed the participants and emphasized the importance of regional knowledge sharing and learning from each other's experiences in implementing single window systems. The objective of the event was to provide both theoretical training and practical insights into business process analysis as a tool for trade facilitation and single window design, as well as an overview of Kyrgyzstan's single window system as an example for participants to learn from. Regional cooperation and capacity building were highlighted as key goals to strengthen smaller countries' engagement in facilitating trade.
