Covid-19 Public Health Advisory Group to NZ Govt:
Along with the health advice was also the blunt assessment that even with NZ’s closed borders and MIQ facilities, an
outbreak of the Delta variant of Covid-19 is likely this year. “Even with
current settings, NZ is liable to experience an outbreak similar to that in NSW over the
coming months,” the report says.`
The group says in its report that NZ can maintain its “elimination” approach and avoid
widespread mask mandates while opening up, while accepting that some Covid-
19 will get in and localised alert level rises may be needed.
Earlier advice raised the idea of home quarantine – but a later report notes “this option has become less attractive with the Delta variant”. The authors state
home quarantine was ineffectiveduring NZ’s initial response to the pandemic. It also says Sydney’s
current Delta outbreak has seen entire households get sick – meaning if people were quarantined at home, “there would be a significant risk
of leakage of infection into the community”.

  • #3 My first COVID recollection was seeing the John Hopkins tracker on the big screen at CDEM back in Feb 2020. The number 78 is burned in my memory; this was early but we were starting to think that something big might be happening Within only a few days I was part of the business continuity planning team at Council, Things happened so quickly: in the space of a week we went from ‘what if’ to ‘lock down’. I vividly remember the hairs on my arms standing up: this was a moment in time – like knowing where you were when you heard Elvis was dead, Then the Emergency Management Team was assembled and I came in as the Welfare Recovery Manager nearing the end of Lockdown.
  • #4 The NZ Elimination Strategy of: keep it out, find it and stamp it out has a bunch of different control measures. It is the combination of these, along with the now expired Surveillance Strategy, which have kept NZ COVID free to date. It has been spectacularly successful – worldwide.

  • #6 A quick Google shows that 2nd, 3rd and probably 4th waves are sweeping through many countries
  • #9 Yesterday the Public Health Advisory Group that provides expert advice to the Government released its report and that advice is pretty sobering. COVID – probably Delta variant - will get here eventually high vaccination rates are critical to lessen impact home quarantine is probably not gonna work.

  • #12 We also know that our population in general – and some sectors of our population – is obese A bit hard to read but this shows a broadly ‘Pacific’ sample of countries in red with their obesity rates Broadly Europe in purple and then broadly Asia in Green. NZ is 4th from the top, with Cook Islands at the top, followed by Samoa and then USA. We are in trouble if Delta gets into the wild in NZ

  • #14 Asthma is another big issue. Not only does NZ suffer asthma at 3 times the global rate, but hospital admission rates for asthma are higher for Maori and Pasifika than europeans. Maori and Pasifika populations are statistically more at risk of COVID.
  • #15 Community based Isolation – and quarantine - is going to be a challenge On the left, from the Ministry of Health website we see what requirements of isolation looks like And it would be relatively easy to quarantine or isolate at home if you WANTED to and live in a home that would support that.
  • #16 We know that plenty of people will struggle to self isolate or quarantine without significant, wrap around assistance. That clip is from 2012 – 10 years ago and it is worse now than ever
  • #17 The Digital Divide is something else to consider Not just students and education, But people who live alone needing to order supplies and anyone of any age who wants to stay connected
  • #18 Within the COVID-19 Social Connectivity Paradox, a common action (interacting with others) can simultaneously increase risk (illustrated in red) for one risk factor while diminishing risk (illustrated in green) for another. Loneliness and the detrimental impact of being alone and lonely is another issue which needs a culturally appropriate response. Communialism is much more important in some cultures than the individualism of others, Some of us thrive in peaceful isolation while others really struggle
  • #19 And of source all of this depends on a ‘Team of 5 million’ where everyone wants to help. This snippet was taken Tuesday morning – Byron Bay – where 1 person from Sydney who ‘doesn’t believe in COVID’ has thrust the entire community into lockdown. There will always be people who present with a high risk of non-compliance and MIQ has to be the back stop.
