Dear Sir
Please find my CV in response to the recently advertised role of Compliance Officer.
I have 25 years experience working in the transport industry including the field of
sustainable transport and behaviour change in my role of operations manager and
my current role at Transport for London (TfL). As such I have a thorough
understanding of current and emerging best practice in the area. I have the Prince 2
project management qualification and a good understanding of financial procedures,
as well as forecasting, accruals and assisting with end-of-year finances. I have a full
understanding of the importance of monitoring compliance and evaluation, to justify
expenditure. I have demonstrated my statistical skills for this on numerous
occasions. This can be evidenced through my ability in managing the training
records of commercial drivers who have attended the various driver training courses
and performing analysis of the resulting data to inform business planning for the next
financial year. Communicating the results of this data to other departments within the
wider TfL business has been instrumental in terms of securing additional funding.
In these roles I developed and demonstrated excellent stakeholder engagement
skills through managing the production of In the Zone (safety training module for
London bus drivers), and the FORS manager and driver training packages
(accredited training courses for the Freight Industry) working with a range of internal
and external stakeholders: such as, Business engagement, Visual Services,
Publishing, service providers, and consultants.
As a London resident and having worked in the transport sector in London, I am
aware of the specific needs and issues in the Capital, as well as the aims and
ambitions of the Mayor as detailed in the Mayor’s Transport Strategy and other key
policy and strategy documents. I understand the roles of various organisations such
as TfL and the London boroughs, as well as the links between them, in ensuring
these aims are delivered.
My experience, both of the transport industry and TfL has involved engaging and
working with businesses of all sizes and sectors, including attending business
networking events and individual meetings, on-site within businesses whilst carrying
out compliance checks and audits.
In addition, working with London Bus Operators, London Boroughs, and engaging
with and promoting Surface transport projects, cycle safety and the benefits of
cycling for PCV/HGV drivers has broadened my experience. I have experience of
working with the transport industry helping operators to achieve their goals for FORS
accreditation.
I managed the creation and delivery of driver CPC courses for both air quality and
enforcement and an e-learning module for TfL/FORS driver training programme I
demonstrated the required essential skills including, developing and maintaining
relationships with a range of internal and external stakeholders: and working with
various TfL teams such as TfL online, Visual Services, Delivery Planning (Coaches)
London Bus Operators, consultants, training suppliers, freight operators and
boroughs.
I understand the importance of ensuring all stakeholders are kept up to date with
progress about TfL’s activities. I have strong written and oral communication skills.
These have regularly been practiced, when I deliver presentations to various
audiences as part of training courses and meetings, as well as through written
updates and reports.
I have recently completed a secondment in Buses – Performance Development. My
role as Bus Operator staff performance manager included the development and
delivery of vulnerable road user training and ensuring operators were complying with
the requirements for delivery of All Board to 25,000 bus drivers.
My current role at TfL is to manage the training framework. This complements a
Mayoral priority - increase the number of people cycling. I am responsible for
managing the programme’s budgetary issues (including monitoring contract limits
and raising shopping carts, invoicing and accruals), course materials and ensuring
the outputs are aligned to the team’s objectives. I am also responsible for managing
the service providers and ensuring the courses are implemented in line with TfL’s
expectations. As such, I am responsible for dealing with all queries from the service
providers and the point of contact for companies who are sending their drivers on
various courses. In doing so I have demonstrated my customer service and client
relationship skills, the relationships were maintained despite strains that were placed
upon them, for example when receiving and having to raise complaints with
suppliers.
An example of when I have shown innovation to solve a challenging issue – was to
assist companies who failed to achieve FORS bronze accreditation by providing
them with information and advice about what they need to demonstrate to pass.
This was beneficial to both the company and TfL, the company would not be subject
to another intrusive audit and TfL/FORS managed to increase the amount of
operators achieving bronze against the budget.
My time working in Freight and Fleet and with the Bus Performance Team has given
me experience of a fast-moving, political environment, dependent on the Mayor and
other political sensitivities such as cycle and vulnerable road user fatalities, which
have caused elements of the programme to be changed over time. I feel this has
made me more flexible in my approach to working.
I believe I have the right skills, knowledge and experience for this role and I would
welcome the opportunity to discuss further.
I look forward to hearing from you.
Yours sincerely,
Andrew McCarroll (Andy)
