The Malaysian Technical Cooperation Programme (MTCP) was officially launched on 7th September 1980 in New Delhi. The main objectives of MTCP are; to share development experience with other countries; to strengthen bilateral relations between Malaysia and other developing countries; to promote South-South Cooperation; and to promote technical cooperation among developing countries. The Institute of Teacher Education International Languages Campus (IPGKBA), Kuala Lumpur has been conducting MTCP programmes since 2001. Being the centre of Teacher Education for international training, IPGKBA has conducted numerous courses for more 1000 participants from nearly 100 countries. The participants include teachers, lecturers, education officers and administrators. Through the 4-week course, the course participants are exposed to 21st Century Best Practices Pedagogical Skills in ELT. Course participants are also required to adapt and adopt the best acquired knowledge and skills during the implementation stage in their respective countries. This paper aims to share the acquired knowledge and skills from MTCP course in IPGKBA in improving listening and speaking skills among the undergraduates in Adi Buana University, Surabaya, Indonesia. The data was collated from interviews, questionnaires, classroom observations, field notes, voice recording and pictures taking. Issues, challenges and conclusive results would also be shared in this presentation. Some recommendations and suggestions will form the conclusion of the presentation for a contextualized implementation of the acquired knowledge and skills.

Teachers entering the workforce often struggle with how to use a language-focused, quality curriculum that maintains academic rigor and high expectations for English language learners. Participants in this program will learn how to efficiently and effectively instruct English language learners using research-based methodologies regarding language structures, functions, forms, patterns, and conventions of oral and written language in alignment with Pennsylvania’s English Language Proficiency Standards (ELPS) and the Common Core while applying instructional practices that provide students with comprehensible input. Educators exiting this program will also be well-equipped to use data to inform their instruction through the competent implementation of Pennsylvania’s mandated English language proficiency assessments (ACCESS for ELLs and W-APT) as well as formative assessments.

Teachers entering the workforce often struggle with how to use a language-focused, quality curriculum that maintains academic rigor and high expectations for English language learners. Participants in this program will learn how to efficiently and effectively instruct English language learners using research-based methodologies regarding language structures, functions, forms, patterns, and conventions of oral and written language in alignment with Pennsylvania’s English Language Proficiency Standards (ELPS) and the Common Core while applying instructional practices that provide students with comprehensible input. Educators exiting this program will also be well-equipped to use data to inform their instruction through the competent implementation of Pennsylvania’s mandated English language proficiency assessments (ACCESS for ELLs and W-APT) as well as formative assessments.
Important: Amid Covid-19, approved by the Pennsylvania Department of Education, all mentoring will be done online until further notice. Each participant will have an eAdviser assigned to them for the duration of the course and as they need assistance throughout the year. - 2. This course is intended to: Train the students to apply their knowledge of English in real life situation. Help the students understand the fundamentals of English. Provide them with a broader concept of four basic skills in English so that they can relate their learning to different practical uses of English. Develop confidence, satisfaction and resourcefulness so that s/he can deal with any language related problem with care and efficiency.
- 3. Students will be able to recognize their relevant background knowledge (fundamentals) in English and will understand effective communication in English. They will review their knowledge in grammar They will learn different methods and practices suitable for language learning.
- 4. Students will learn accurate pronunciation of English words and they will enrich their vocabulary as well. They will be able to develop their academic writing skills. Analyze their achievement through different learning activities.
- 5. Along with face-to-face classroom communication, MOODLE will be maintained for digital storage of materials, resources, online tools, etc. Online learning platform will facilitate students with services like communications, collaborative project work, sharing facilities, etc. Traditional as well as online assessment system will be maintained by course facilitators.
- 6. Students will perform different classroom activities and tasks to practice the four skills. Structured classroom tests/quizzes will be administered to assess students’ performance throughout the semester. Students will get engaged in individual as well as collaborative classroom activities to practice four language skills. They will be able to perform tasks and submit assignments/reports in group. They will get grades and feedback online through accessing MOODLE.
